Clean Coal: DOE Should Prepare a Comprehensive Analysis of the Relative Costs, Benefits, and Risks of a Range of Options for FutureGen

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses our recent report on the Department of Energy's (DOE) decision to restructure the FutureGen program. The original FutureGen plant was to capture and store underground about 90 percent of its CO2 emissions. DOE's cost share was to be 74 percent, and industry partners agreed to fund the rest. Concerned about escalating costs, DOE announced in January 2008 that it had decided to restructure FutureGen. In October 2008, DOE received a small number of applications for the restructured FutureGen; however, some of these applications were for proposals outside the restructured FutureGen's scope. As we reported, DOE is currently assessing proposals received and stated it expected to announce a selection of projects by December 2008; however, as of the beginning of March 2009, it had made no decision. DOE requested supplemental information from restructured FutureGen applicants, which will be reviewed before any selection decision. As Congress may know, the recently enacted American Recovery and Reinvestment Act of 2009, known as the stimulus law, provides DOE an additional $3.4 billion for "Fossil Energy Research and Development." National Airspace System: FAA Reauthorization Issues are Critical to System Transformation and Operations

Testimony issued by the Government Accountability Office with an abstract that begins "As requested, this statement discusses issues for the reauthorization of the Federal Aviation Administration (FAA). The aviation industry is in a period of economic turmoil and faces an uncertain future. At the same time, FAA is undertaking one of its most ambitious efforts ever to transform the nation's air traffic control system. The reauthorization of FAA provides an opportunity for Congress and FAA to focus on several key issues to improve the national airspace system. This statement is based on recent and ongoing work and on discussions with selected senior FAA officials and representatives of the aviation industry. This work was conducted in accordance with generally accepted government auditing standards. Those standards require that GAO plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for findings and conclusions based on the audit objectives. The agency is responsible for managing its lands for various purposes--including recreation, grazing, timber harvesting, and others--while ensuring that such activities do not impair the lands' long-term productivity. Carrying out these often competing responsibilities has been made more difficult by the increasing cost of wildland fires and the budgetary constraints necessitated by our nation's long-term fiscal outlook. This testimony highlights some of the major management challenges the Forest Service faces in carrying out its land management responsibilities. It is based on numerous reports GAO has issued on a wide variety of the agency's activities."

Troubled Asset Relief Program: Status of Efforts to Address Transparency and Accountability Issues

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses our work on the Troubled Asset Relief Program (TARP), under which the Department of the Treasury (Treasury) has the authority to purchase and insure up to $700 billion in troubled assets held by financial institutions through its Office of Financial Stability (OFS). As Congress may know, Treasury was granted this authority in response to the financial crisis that has threatened the stability of the U.S. banking system and the solvency of numerous financial institutions. The Emergency Economic Stabilization Act (the act) that authorized TARP on October 3, 2008, requires GAO to report at least every 60 days on findings resulting from our oversight of the actions taken under TARP. This testimony is based primarily on our January 30, 2009 report, the second under the act's mandate, which covers the actions taken as part of TARP through January 23, 2009, and follows up on the nine recommendations we made in our December 2, 2008 report. This testomony also provides additional information on some recent developments related to TARP, including Treasury's new financial stability plan."

EPA Chemical Assessments: Process Reforms Offer the Potential to Address Key Problems

Testimony issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency's (EPA) Integrated Risk Information System (IRIS) contains EPA's scientific position on the potential human health effects of exposure to more than 540 chemicals. Toxicity assessments in the IRIS database constitute the first two critical steps of the risk assessment process, which in turn provides the foundation for risk management decisions. Thus, IRIS is a critical component of EPA's capacity to support scientifically sound environmental decisions, policies, and regulations. GAO's 2008 report on the IRIS program identified significant concerns that, coupled with the importance of the program, caused GAO to add EPA's processes for assessing and controlling toxic chemicals as a high-risk area in its January 2009 biennial status report on governmentwide high-risk areas requiring increased attention by executive agencies and Congress. This testimony discusses (1) the findings from GAO's March 2008 report Chemical Assessments: Low Productivity and New Interagency Review Process Limit the Usefulness and Credibility of EPA's Integrated Risk Information System and related testimonies and (2) GAO's preliminary evaluation of the revised IRIS assessment process EPA issued on May 21, 2009. Defense Management: Actions Needed to Overcome Long-standing Challenges with Weapon Systems Acquisition and Service Contract Management

Testimony issued by the Government Accountability Office with an abstract that begins "Today's testimony addresses the challenges DOD faces to improve the efficiency and effectiveness of its weapon systems acquisition and contract management. GAO has designated both areas as high risk areas since the early 1990s. DOD's major weapon systems programs continue to take longer to develop, cost more, and deliver fewer quantities and capabilities than originally planned. DOD also continues to face long-standing challenges managing service contracts and contractors. For example, the oversight of service contracts has been recognized as a material weakness in the Army. The current fiscal environment combined with the current operational demands elevates the need to improve weapon systems acquisition and contract management. DOD has taken steps in response to recommendations GAO has made over the past decade. Taken collectively, these actions reflect the commitment of DOD senior leadership. However, to fully address these challenges the department needs to (1) translate policy into practice, (2) ensure steps undertaken result in intended outcomes, and (3) conduct a fundamental reexamination of its reliance on contractors. In preparing this testimony, GAO drew from issued reports, containing statements of scope and methodology used, and testimonies."

Broad Funding Opportunity Announcement Project: Phononic Devices is working to recapture waste heat and convert it into usable electric power. To do this, the company is using thermoelectric devices, which are made from advanced semiconductor materials that convert heat into electricity or actively remove heat for refrigeration and cooling purposes. Thermoelectric devices resemble computer chips, and they manage heat by manipulating the direction of electrons at the nanoscale. These devices aren’t new, but they are currently too inefficient and expensive for widespread use. Phononic Devices is using a high-performance, cost-effective thermoelectric design that will improve the device’s efficiency and enable electronics manufacturers to more easily integrate them into their products.

Oral History Interview with John Craddock, May 11, 2009

The National Museum of the Pacific War presents an oral interview with John Craddock. Craddock joined the Marine Corps in May 1942 and attended boot camp at Parris Island. He soon entered the V-12 program and upon completion returned to Parris Island. After further training at Camp Lejeune, he attended platoon commander’s training at Quantico. He then prepared for the invasion of Japan at Camp Pendleton and Hawaii. After the war ended, he was sent to Guam to flush out Japanese holdouts. He was then assigned to China, primarily guarding the railroad from communists. Mostly it was quiet duty, highlighted by a search-and-rescue mission after seven Marines were kidnapped. Craddock returned home and was discharged in July 1946. He enlisted in the Reserves and volunteered for the Korean War.

The National Museum of the Pacific War presents an interview with Darrell McFadden. McFadden joined the Merchant Marines in March of 1944. He was traveled to Normandy, France; Antwerp, Belgium; Hull, England and the West Indies. In their convoys they hauled bomb casings and other equipment and supplies. When traveling aboard various liberty and victory ships, he served in utility and as hot shell man on the four-inch gun. He was discharged in 1947.

Oral History Interview with Eugene Spencer, March 11, 2009

The National Museum of the Pacific War presents an interview with Eugene Spencer. Spencer joined the Navy in March of 1934. He completed metalsmith school. He was assigned to the Engineer Department in the Fire Room aboard the USS Porter (DD-356). He later moved into the engine room, where he served as water tender. Around 1936 they traveled to South Hampton, England, Stockholm, Sweden, Helsinki, Finland, Amsterdam and Madeira. They experienced a hurricane in the Atlantic. In mid-1940 Spencer was transferred to the USS Shaw (DD-373), where he served as First-Class Metalsmith. He was aboard the Shaw while in dry dock at Pearl Harbor on 7 December 1941. Spencer provides vivid details of his experiences through the attack. From Pearl they joined MacArthur???s forces and traveled to Sydney, Australia to work on ships. Spencer was promoted to Warrant Officer. He was discharged in late 1945.
