It lists and keeps count of all nominations made to these courts during the 110th Congress, including pertinent actions taken by the Senate Judiciary Committee and the full Senate. It also tracks the number of judicial vacancies on the courts (including vacancies classified by the federal judiciary as "judicial emergencies"), the number of nominations pending to fill the vacancies, and the names of the pending nominees. It presents the number of persons nominated by President Bush to each category of lower Article III court during his entire presidency (breaking down each total to show the number confirmed, pending, returned and not re-nominated, and withdrawn). Last, it provides a tabular comparison of President Bush's lower court nominee statistics with those of the four Presidents who immediately preceded him.

Energy Efficiency and Renewable Energy Legislation in the 110th Congress

This report summarizes action on more than 360 energy efficiency and renewable energy bills introduced during the 110th Congress.1 These bills cover a wide range of policy and issue areas that include appropriations, authorizations, budget, research and development (R&D), grants, loans, financing, regulation (including a renewable fuel standard), tax incentives, goals, plans, impacts, and the environment/climate change.2 Most of these bills have focused on grants and tax incentives. The bills also cover a range of sectors and topics that include buildings, defense, education, federal lands and energy management, farms, American Indians, and international activities. Thus far, the sector of international activities has generated the greatest number of bills. For each bill listed in this report, a brief description and a summary of action are given, including references to committee hearings and reports.

Campaign Finance: Legislative Developments and Policy Issues in the 110th Congress

This report provides an overview of major legislative and policy developments related to campaign finance during the 110th Congress. The report discusses legislative and oversight hearings and floor action during the period. It also explores major policy issues that are relevant for Congress, but have largely occurred away from Capitol Hill. As of this writing, approximately 50 bills devoted primarily to campaign finance have been introduced in the 110th Congress, but none have become law. A new lobbying and ethics law, the Honest Leadership and Open Government Act (HLOGA) contains campaign finance provisions related to "bundled" campaign contributions and campaign travel. That measure is the only campaign finance related bill to become law during the 110th Congress.
