Correspondence issued by the Government Accountability Office with an abstract that begins "We have performed the procedures described in the enclosure to this letter, which we agreed to perform and with which the Department of Transportation concurred, solely to assist the office in ascertaining whether the net excise tax revenue distributed to the Highway Trust Fund (HTF) for the fiscal year ended September 30, 2008, is supported by the underlying records. As agreed with the office, we evaluated fiscal year 2008 activity affecting distributions to the HTF. We conducted the engagement in accordance with U.S. generally accepted government auditing standards, which incorporate financial audit and attestation standards established by the American Institute of Certified Public Accountants. The procedures we agreed to perform were related to (1) transactions that represent the underlying basis of amounts distributed to the HTF during fiscal year 2008, (2) the Internal Revenue Service's (IRS) quarterly HTF receipt certifications during fiscal year 2008, (3) the Department of the Treasury's Financial Management Service adjustments to the HTF during fiscal year 2008, (4) the Department of the Treasury's Office of Tax Analysis's (OTA) process for estimating excise tax amounts to be distributed to the HTF for the fourth quarter …

Surface Modification of Fuel Cladding Materials with Integral Fuel BUrnable Absorber Boron

Integral fuel burnable absorgers (IFBA) are added to some rods in the fuel assembly to counteract excessive reactivity. These IFBA elements (usually boron or gadolinium) are presently incorporated in the U)2 pellets either by mixing in the pellets or as coatings on the pellet surface. In either case, the incorporation of ifba into the fuel has to be performed in a nuclear-regulated facility that is physically separated from the main plant. These operations tend to be costly and can add from 20 to 30% to the manufacturing cost of the fuel. The goal of this NEER research project was to develop an alternative approach that involves incorporation of IFBA element boron at the surface of the fuel cladding material.

Experiments in NSTX have now unambiguously demonstrated the coupling of toroidal plasmas produced by the technique of CHI to inductive sustainment and ramp-up of the toroidal plasma current. This is an important step because an alternate method for plasma startup is essential for developing a fusion reactor based on the spherical torus concept. Elimination of the central solenoid would also allow greater flexibility in the choice of the aspect ratio in tokamak designs now being considered. The transient CHI method for spherical torus startup was originally developed on the HIT-II experiment at the University of Washington.

Results from the Sudbury Neutrino Observatory Phase III

The third and last phase of the Sudbury Neutrino Observatory (SNO) used a technique independent of previous methods, to measure the rate of neutral-current interactions in heavy water and determine precisely the total active {sup 8}B solar neutrino flux. The total flux obtained is 5.54{sub -0.31}{sup +0.33}(stat){sub -0.34}{sup +0.36}(syst) x 10{sup 6} cm{sup -2}s{sup -1}, in agreement with previous measurements and standard solar models. Results from a global analysis of solar and reactor neutrino give {Delta}m{sup 2} = 7.59{sub -0.21}{sup +0.19} x 10{sup -5} eV{sup 2} and {theta} = 34.4{sub -1.2}{sup +1.3} degrees with a reduced uncertainty on the mixing angle compared to previous phases.

Integration of Nuclear Safeguards Infrastructure Development with UNSCR 1540 Implementation - Context and Challenges

On 28 April 2004, the UN Security Council adopted Resolution 1540 (2004), obliging States, inter alia, to refrain from supporting by any means non-State actors from developing, acquiring, manufacturing, possessing, transporting, transferring or using nuclear, chemical or biological weapons and their delivery systems. It imposes binding obligations on all States to establish domestic controls to prevent the proliferation of nuclear, chemical and biological weapons, and their means of delivery, including by establishing appropriate controls over related materials. This mandate was extended an additional two years with the adoption of Resolution 1673 (2006) and an additional three years with the adoption of Resolution 1810 (2008). UNSCR 1540 is a key nonproliferation and counterterrorism tool that needs to be implemented well. Its obligations are a core part of nuclear infrastructure development.

High-Precision Computation and Mathematical Physics

At the present time, IEEE 64-bit floating-point arithmetic is sufficiently accurate for most scientific applications. However, for a rapidly growing body of important scientific computing applications, a higher level of numeric precision is required. Such calculations are facilitated by high-precision software packages that include high-level language translation modules to minimize the conversion effort. This paper presents a survey of recent applications of these techniques and provides some analysis of their numerical requirements. These applications include supernova simulations, climate modeling, planetary orbit calculations, Coulomb n-body atomic systems, scattering amplitudes of quarks, gluons and bosons, nonlinear oscillator theory, Ising theory, quantum field theory and experimental mathematics. We conclude that high-precision arithmetic facilities are now an indispensable component of a modern large-scale scientific computing environment.

Genome analysis of the Anerobic Thermohalophilic bacterium Halothermothrix orenii

Halothermothirx orenii is a strictly anaerobic thermohalophilic bacterium isolated from sediment of a Tunisian salt lake. It belongs to the order Halanaerobiales in the phylum Firmicutes. The complete sequence revealed that the genome consists of one circular chromosome of 2578146 bps encoding 2451 predicted genes. This is the first genome sequence of an organism belonging to the Haloanaerobiales. Features of both Gram positive and Gram negative bacteria were identified with the presence of both a sporulating mechanism typical of Firmicutes and a characteristic Gram negative lipopolysaccharide being the most prominent. Protein sequence analyses and metabolic reconstruction reveal a unique combination of strategies for thermophilic and halophilic adaptation. H. orenii can serve as a model organism for the study of the evolution of the Gram negative phenotype as well as the adaptation under thermohalophilic conditions and the development of biotechnological applications under conditions that require high temperatures and high salt concentrations.

Sagebrush Flat Wildlife Area 2008 Annual Report.

The Sagebrush Flat Wildlife Area is a 12,718 acre complex located in Douglas County, Washington. Four distinct management units make up the area: Bridgeport, Chester Butte, Dormaier and Sagebrush Flat. The four Units are located across a wide geographic area within Douglas County. The Units are situated roughly along a north/south line from Bridgeport in the north to the Douglas/Grant county line in the south, 60 miles away. The wildlife area was established to conserve and enhance shrubsteppe habitat for the benefit shrubsteppe obligate and dependent wildlife species. In particular, the Sagebrush Flat Wildlife Area is managed to promote the recovery of three state-listed species: Columbian sharp-tailed grouse (threatened), greater sage grouse (threatened) and the pygmy rabbit (endangered). The US Fish and Wildlife Service also list the pygmy rabbit as endangered. Wildlife area staff seeded 250 acres of old agricultural fields located on the Sagebrush Flat, Dormaier and Chester Butte units. This has been a three project to reestablish high quality shrubsteppe habitat on fields that had either been abandoned (Dormaier) or were dominated by non-native grasses. Scotch Creek Wildlife Area 2007-2008 Annual Report.

The Scotch Creek Wildlife Area is a complex of 6 separate management units located in Okanogan County in North-central Washington State. The project is located within the Columbia Cascade Province (Okanogan sub-basin) and partially addresses adverse impacts caused by the construction of Chief Joseph and Grand Coulee hydroelectric dams. With the acquisition of the Eder unit in 2007, the total size of the wildlife area is now 19,860 acres. The Scotch Creek Wildlife Area was approved as a wildlife mitigation project in 1996 and habitat enhancement efforts to meet mitigation objectives have been underway since the spring of 1997 on Scotch Creek. Continuing efforts to monitor the threatened Sharp-tailed grouse population on the Scotch Creek unit are encouraging. The past two spring seasons were unseasonably cold and wet, a dangerous time for the young of the year. This past spring, Scotch Creek had a cold snap with snow on June 10th, a critical period for young chicks just hatched. Still, adult numbers on the leks have remained stable the past two years. Maintenance of BPA funded enhancements is necessary to protect and enhance shrub-steppe and to recover and sustain populations of Sharp-tailed grouse and other obligate species.
