Federal Farm Programs: USDA Needs to Strengthen Controls to Prevent Payments to Individuals Who Exceed Income Eligibility Limits

A letter report issued by the Government Accountability Office with an abstract that begins "Farmers receive about $16 billion annually in federal farm program payments. These payments go to about 2 million recipients, both individuals and entities. GAO previously has reported that the U.S. Department of Agriculture (USDA) did not consistently ensure that these payments went only to those who meet eligibility requirements. GAO was asked to evaluate (1) how effectively USDA implemented 2002 Farm Bill provisions prohibiting payments to individuals or entities whose income exceeded $2.5 million and who derived less than 75 percent of that income from farming, ranching, or forestry operations, (2) the potential impact of the 2008 Farm Bill's income eligibility provisions on individuals who receive farm payments, and (3) the distribution of income of these individuals compared with all 2006 tax filers. GAO compared USDA data on individuals receiving payments with the latest available Internal Revenue Service (IRS) data on these individuals."

VA Health Care: Improved Staffing Methods and Greater Availability of Alternate and Flexible Work Schedules Could Enhance the Recruitment and Retention of Inpatient Nurses

A letter report issued by the Government Accountability Office with an abstract that begins "Registered nurses (RNs) are the largest group of health care providers employed by VA's health care system. RNs are relied on to deliver inpatient care, but VA medical centers (VAMC) face RN recruitment and retention challenges. VAMCs use a patient classification system (PCS) to determine RN staffing on inpatient units by classifying inpatients according to severity of illness to determine the amount of RN care needed. GAO reviewed VAMC inpatient units for (1) the usefulness of information generated by VA's PCS; (2) key factors that affect RN retention; and (3) factors that contribute to delays in hiring RNs. GAO performed a Web-based survey of all VAMC nurse executives; interviewed VA headquarters officials and VAMC nursing officials, and conducted RN focus groups at eight VAMCs visited by GAO. The findings of GAO's survey are generalizable to all nurse executives; however, findings from the focus groups at the eight VAMCs are not generalizable."

U.S. National Science Foundation: An Overview

The majority of the research supported by the NSF is conducted at U.S. colleges and universities. Approximately 82.7% ($3,094.8 million) of NSF's FY2006 $3,740.6 million research and development (R&D) budget was awarded to U.S. colleges and universities. On September 30, 2008, the President signed into law the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (P.L. 110-329, H.R. 2638). The act includes, among other things, three of the 12 regular appropriations acts for FY2009. The Continuing Appropriations Act funds the NSF until passage of the Commerce, Justice, Science, and Related Appropriations bill or until March 6, 2009, whichever occurs first. P.L. 110-329 funds the NSF at the FY2008 level.

Experimental and Numerical Investigation of Flows in Expanding Channels

We present an experimental realization of the classical Jeffery-Hamel flows inside a wedge-shaped channel. We compare the measured velocity fields with the predictions of Jeffery-Hamel theory. A detailed experimental study of bifurcation diagrams for the solutions reveals the absolute stability of the pure outflow solution and an interesting hysteretic structure for bifurcations. We also observe a multiple vortex flow regime predicted earlier numerically and analytically. Experimental studies of the stability of the flow to perturbations at the channel exit are also conducted.

Senescence-Associated Secretory Phenotypes Reveal Cell-Nonautonomous Functions of Oncogenic RAS and the p53 Tumor Suppressor

Cellular senescence suppresses cancer by arresting cell proliferation, essentially permanently, in response to oncogenic stimuli, including genotoxic stress. We modified the use of antibody arrays to provide a quantitative assessment of factors secreted by senescent cells. We show that human cells induced to senesce by genotoxic stress secrete myriad factors associated with inflammation and malignancy. This senescence-associated secretory phenotype (SASP) developed slowly over several days and only after DNA damage of sufficient magnitude to induce senescence. Remarkably similar SASPs developed in normal fibroblasts, normal epithelial cells, and epithelial tumor cells after genotoxic stress in culture, and in epithelial tumor cells in vivo after treatment of prostate cancer patients with DNA-damaging chemotherapy. In cultured premalignant epithelial cells, SASPs induced an epithelial-mesenchyme transition and invasiveness, hallmarks of malignancy, by a paracrine mechanism that depended largely on the SASP factors interleukin (IL)-6 and IL-8. Strikingly, two manipulations markedly amplified, and accelerated development of, the SASPs: oncogenic RAS expression, which causes genotoxic stress and senescence in normal cells, and functional loss of the p53 tumor suppressor protein. Attempt to produce element 120 in the 244Pu + 58Fe reaction

An experiment aimed at the synthesis of isotopes of element 120 has been performed using the {sup 244}Pu({sup 58}Fe,xn){sup 302-x} 120 reaction. No decay chains consistent with fusion-evaporation reaction products were observed during an irradiation with a beam dose of 7.1 x 10{sup 18} 330-MeV {sup 58}Fe projectiles. The sensitivity of the experiment corresponds to a cross section of 0.4 pb for the detection of one decay.

MICROSCANNING XRF, XANES, AND XRD STUDIES OF THEDECORATED SURFACE OF ROMAN TERRA SIGILLATA CERAMICS

Different microscanning synchrotron techniques were used to better understand the elaboration process and origins of Terra Sigillata potteries from the Roman period. A mixture Gallic slip sample cross-section showing red and yellow colors was studied. The small (micron) size of the X-ray beam available at Stanford Synchrotron Radiation Laboratory (SSRL) and Advanced Light Source (ALS) synchrotron sources, coupled with the use of a sample scanning stage allowed us to spatially resolve the distribution of the constitutive mineral phases related to the chemical composition. Results show that red color is a result of iron-rich hematite crystals and the yellow part is a result of the presence of Ti-rich rutile-type phase (brookite). Volcanic-type clay is at the origin of these marble Terra Sigillata.
