Preparing Oregon State University to Meet the Research Challenges of the Global Nuclear Energy Partnership Final Scientific/Technical Report

The OSU Radiation Center requested $100,000 under the Global Nuclear Energy Partnership University Readiness program to provide for graduate student support, reactor equipment upgrades, and irradiation support. A portion of the funds requested were used to support the graduate education of a graduate student for a period of one year. The remaining funds were utilized to enhance the irradiation facilities of the Oregon State TRIGA® Reactor as well as to offset the costs of irradiations for initial investigations where grant funding is not available. The focus of this effort was to create an environment that would enhance facilities and equipment at Oregon State University which emphasize GNEP related themes, specifically material science analytical capabilities for the next generation of nuclear reactors. These enhancements included development of a prompt gamma neutron activation analysis analytical capability, digital reactor data logging, electronic dosimetry for researchers, replacement of sample grapples, and irradiation/analytical services.

This report discusses the United States counterterrorism cooperation with China after the terrorist attacks on September 11, 2001. This effort raised short-term policy issues about how to elicit cooperation and how to address China's concerns about military action (Operation Enduring Freedom). Longer-term questions have concerned whether counterterrorism has strategically transformed bilateral relations and whether China's support has been valuable and not obtained at the expense of other U.S. interests.

Financial Turmoil: Comparing the Troubled Asset Relief Program to the Federal Reserve's Response

As financial conditions have deteriorated over the past year, the Federal Reserve (FeD) has greatly increased its lending to financial firms. It has also expanded the scope of eligible borrowers to include non-bank financial firms. Some have asked why these loans have not restored financial stability, and if the purchase of up to $700 billion of distressed assets through the recently enacted Troubled Asset Relief Program (TARP) might lead to a different result. Financial assistance to financial firms entails considerable risks to taxpayers. This report analyzes the risks and possible benefits of federally-assisted loans to banks and financial firms, especially in light of the financial crisis that came to a head in September 2008.

U.S. Foreign Aid to the Palestinians

U.S. aid to the Palestinians has fluctuated considerably over the past three years, largely due to Hamas's changing role within the Palestinian Authority (PA). Since Hamas's forcible takeover of the Gaza Strip in June 2007, the U.S. has dramatically boosted aid levels to bolster the PA and President Mahmoud Abbas vis-à-vis Hamas. Because of congressional concerns that, among other things, U.S. funds might be diverted to Palestinian terrorist groups, much of this assistance is subject to legislative restrictions. Experts advise that PA stability hinges on, now more than ever, improved security, economic development, Israeli cooperation, and the continuation of high levels of foreign assistance.

The Emergency Economic Stabilization Act's Insurance for Troubled Assets

Many observers trace the root cause of recent instability in financial markets to uncertainty surrounding the value of widely held securities that are based on mortgages and mortgage-related assets. The introduction of the Emergency Economic Stabilization Act of 2008 (EESA) was designed to address said financial instability through a variety of measures, including an insurance program for "troubled assets." This report briefly summarizes and analyzes the insurance program contained in the enacted version of the EESA.
