Analysis of the Tax Exclusion for Canceled Mortgage Debt Income
The Mortgage Forgiveness Debt Relief Act of 2007, P.L. 110-142, signed into law on December 20,2007, temporarily excludes qualified COD income. Thus, the act allows taxpayers who do not qualify for the existing exceptions to exclude COD income. The provision is effective for debt discharged before January 1, 2010. The Emergency Economic Stabilization Act of 2008, P.L. 110-343, extends the exclusion of COD income to debt discharged before January 1, 2013.

Atmospheric Radiation Measurement program climate research facility operations quarterly report July 1 - September 30, 2008.
Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual data stream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998. Table 1 shows the accumulated maximum operation time (planned uptime), actual hours of operation, and variance (unplanned downtime) for the period July 1 - September 30, 2008, for the fixed sites. The AMF has been deployed to China, but the data have not yet been released. The fourth quarter comprises a total of 2,208 hours. The average exceeded our goal this quarter. A CW normal-conductive RF gun for free electron laser and energy recovery linac applications
Currently proposed energy recovery linac and high average power free electron laser projects require electron beam sources that can generate up to {approx} 1 nC bunch charges with less than 1 mmmrad normalized emittance at high repetition rates (greater than {approx} 1 MHz). Proposed sources are based around either high voltage DC or microwave RF guns, each with its particular set of technological limits and system complications. We propose an approach for a gun fully based on mature RF and mechanical technology that greatly diminishes many of such complications. The concepts for such a source as well as the present RF and mechanical design are described. Simulations that demonstrate the beam quality preservation and transport capability of an injector scheme based on such a gun are also presented.

The Emergency Economic Stabilization Act's Insurance for Troubled Assets
Many observers trace the root cause of recent instability in financial markets to uncertainty surrounding the value of widely held securities that are based on mortgages and mortgage-related assets. The introduction of the Emergency Economic Stabilization Act of 2008 (EESA) was designed to address said financial instability through a variety of measures, including an insurance program for "troubled assets." This report briefly summarizes and analyzes the insurance program contained in the enacted version of the EESA.

Federal Research: Opportunities Exist to Improve the Management and Oversight of Federally Funded Research and Development Centers
A letter report issued by the Government Accountability Office with an abstract that begins "In 2006, the federal government spent $13 billion--14 percent of its research and development (R&D) expenditures--to enable 38 federally funded R&D centers (FFRDCs) to meet special research needs. FFRDCs--including laboratories, studies and analyses centers, and systems engineering centers--conduct research in military space programs, nanotechnology, microelectronics, nuclear warfare, and biodefense countermeasures, among other areas. GAO was asked to identify (1) how federal agencies contract with organizations operating FFRDCs and (2) agency oversight processes used to ensure that FFRDCs are well-managed. GAO's work is based on a review of documents and interviews with officials from eight FFRDCs sponsored by the departments of Defense (DOD), Energy (DOE), Health and Human Services (HHS), and Homeland Security (DHS). Financial Turmoil: Comparing the Troubled Asset Relief Program to the Federal Reserve's Response
As financial conditions have deteriorated over the past year, the Federal Reserve (FeD) has greatly increased its lending to financial firms. It has also expanded the scope of eligible borrowers to include non-bank financial firms. Some have asked why these loans have not restored financial stability, and if the purchase of up to $700 billion of distressed assets through the recently enacted Troubled Asset Relief Program (TARP) might lead to a different result. Financial assistance to financial firms entails considerable risks to taxpayers. This report analyzes the risks and possible benefits of federally-assisted loans to banks and financial firms, especially in light of the financial crisis that came to a head in September 2008.
