AFM CHARACTERIZATION OF RAMAN LASER INDUCED DAMAGE ON CDZNTECRYSTAL SURFACES

High quality CdZnTe (or CZT) crystals have the potential for use in room temperature gamma-ray and X-ray spectrometers. Over the last decade, the methods for growing high quality CZT have improved the quality of the produced crystals however there are material features that can influence the performance of these materials as radiation detectors. The presence of structural heterogeneities within the crystals, such as twinning, pipes, grain boundaries (polycrystallinity), and secondary phases (SPs) can have an impact on the detector performance. There is considerable need for reliable and reproducible characterization methods for the measurement of crystal quality. With improvements in material characterization and synthesis, these crystals may become suitable for widespread use in gamma radiation detection. Characterization techniques currently utilized to test for quality and/or to predict performance of the crystal as a gamma-ray detector include infrared (IR) transmission imaging, synchrotron X-ray topography, photoluminescence spectroscopy, transmission electron microscopy (TEM), atomic force microscopy (AFM) and Raman spectroscopy. In some cases, damage caused by characterization methods can have deleterious effects on the crystal performance. Annual Site Environmental Report, 2007(ASER)

This report provides information about environmental programs during the calendar year (CY) of 2007 at the Stanford Linear Accelerator Center (SLAC), Menlo Park, California. Activities that span the calendar year, i.e., stormwater monitoring covering the winter season of 2007/2008 (October 2007 through May 2008), are also included. Production of an annual site environmental report (ASER) is a requirement established by the United States Department of Energy (DOE) for all management and operating (M&O) contractors throughout the DOE complex. SLAC is a federally-funded research and development center with Stanford University as the M&O contractor. Under Executive Order (EO) 13423 and DOE Order 450.1, 'Environmental Protection Program', SLAC effectively implemented and integrated the key elements of an Environmental Management System (EMS) to achieve the site's integrated safety and environmental management system goals. For normal daily activities, SLAC managers and supervisors are responsible for ensuring that policies and procedures are understood and followed so that: (1) Worker safety and health are protected; (2) The environment is protected; and (3) Compliance is ensured. Throughout 2007, SLAC focused on development and implementation of SLAC management systems to ensure continual improvement. Demonstration of the BNL Continuous Dual Trap Analyzer to Detect Perfluorocarbon Tracers for the Tag, Track and Location Program

The Tag, Track and Location System (TTL) Program is investigating methods of tracking an asset using perfluorocarbon tracers (PFT). The success of any TTL method requires sound detection/location instrumentation. Tracer Detection Technologies Corp (TDT), through a contract with the Office of Naval Research (ONR), is investigating different detection systems. The detections systems generally fall into two categories; proximity detectors and standoff detectors. Proximity detectors, as the name implies, need to be in close proximity (e.g., meter to 10's of meters) to the PFT source. Standoff detection searches for the PFT from a greater distance away from the source (e.g., 100's of meters to kilometers). Gas Chromatographs (GC) are generally considered a proximity detection systems, but in the case of PFTs should be considered for both proximity and standoff detection with the caveat that in standoff use the GC needs to be somewhere in the PFT plume, i.e., generally downwind of the source. With a properly sized PFT source, the right GC can afford fairly large standoff (distance from the source) distances; 100's of meters to kilometers downwind. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on thousands of suppliers to provide weapons, equipment, and raw materials to meet U.S. national security objectives. Yet, increased globalization in the defense industry and consolidation of the defense supplier base into a few prime contractors has reduced competition and single-source suppliers have become more common for components and subsystems. For this report, GAO (1) assessed DOD's efforts to monitor the health of its defense supplier base, and (2) determined how DOD identifies and addresses gaps that might exist in its supplier base. To conduct its work, GAO reviewed supplier-base-related laws, regulations, and guidelines; met with officials from DOD's Office of Industrial Policy, defense contractors, and other DOD officials; and surveyed 20 major DOD weapon acquisition program officials on potential supplier-base gaps."

Energy Markets: Refinery Outages Can Impact Petroleum Product Prices, but No Federal Requirements to Report Outages Exist

A letter report issued by the Government Accountability Office with an abstract that begins "In recent years, global demand for petroleum products such as gasoline and diesel fuel has grown more quickly than the capacity to produce them, creating a tight market. U.S. refiners have been running near capacity, particularly during peak summer demand. In such conditions, unexpected refinery outages can result in price increases that adversely affect consumers. GAO was asked to evaluate (1) the trends in U.S. refinery outages over the last 5 years, in terms of reduced production capacity, frequency, and geographic location, and (2) the federal requirements for reporting outages at U.S. refineries. To evaluate these objectives, GAO obtained and analyzed Energy Information Administration (EIA) and commercial data, and obtained and analyzed federal legislation and policies, and interviewed federal agency, academic, and industry trade group officials."

A letter report issued by the Government Accountability Office with an abstract that begins "Rising energy prices and concerns about the environment have fueled interest in "green building"--resource-efficient construction and maintenance practices that reduce adverse impacts on the natural environment. The Department of Housing and Urban Development (HUD), spends an estimated $5 billion on energy costs annually in its affordable housing programs and has recently taken steps to reduce its energy costs. GAO was asked to review (1) HUD's efforts to promote energy efficiency in its programs and the use of performance measures, (2) potential costs and long-term benefits of green building in HUD's affordable housing programs, and (3) lessons learned elsewhere that HUD could use to promote green building. GAO reviewed HUD program documents and studies on green building, interviewed HUD officials and industry representatives, and made site visits to locations that use green building practices."
