Contingency Contracting: DOD, State, and USAID Contracts and Contractor Personnel in Iraq and Afghanistan

A letter report issued by the Government Accountability Office with an abstract that begins "The Departments of Defense (DOD) and State and the United States Agency for International Development (USAID) have relied extensively on contractors to carry out a range of services in Iraq and Afghanistan. While recognizing the benefits of using contractors, GAO and others have noted the challenges and risks associated with an increased reliance on contractors and the ability of agencies to manage their growing number of contractors. As directed by the National Defense Authorization Act for Fiscal Year 2008, GAO analyzed DOD, State, and USAID data on contracting activities in Iraq and Afghanistan for fiscal year 2007 and the first half of fiscal year 2008 including (1) the number and value of contracts and the extent they were awarded competitively; (2) the number of contractor personnel, including those performing security functions; and (3) the number of contractor personnel who were killed or wounded. GAO also reviewed the status of the three agencies' memorandum of understanding (MOU) related to maintaining data on contracts and contractor personnel. CHARICE version 1.1 update.

CHARICE (CHARacteristics-based inverse analysis of Isentropic Compression Experiments) is a computer application, previously documented in SAND2007-4948, that analyzes velocity waveform data from ramp-wave experiments to determine a material's quasi-isentropic loading response in stress and density using an iterative characteristics-based approach. This short report documents only the changes in CHARICE release version 1.1 relative to release version 1.0, and is not intended to stand alone. CHARICE version 1.1 corrects an error in the algorithm of the method, fixes several bugs, improves robustness and performance, provides more useful error descriptions, and adds a number of minor features.

Geometric optimization of the 56 MHz SRF cavity and its frequency table

It is essential to know the frequency of a Superconducting Radio Frequency (SRF) cavity at its 'just being fabricated' stage because frequency is the key parameter in constructing the cavity. In this paper, we report our work on assessing it. We can estimate the frequency change from stage to stage theoretically and/or by simulation. At the operating stage, the frequency can be calculated accurately, and, from this value, we obtain the frequencies at other stages. They are listed in a table that serves to check the processes from stage to stage. Equally important is optimizing the geometric shape of the SRF cavity so that the peak electric-field and peak magnetic-field are as low as possible. It is particularly desirable in the 56MHz SRF cavity of RHIC to maximize the frequency sensitivity of the slow tuner. After undertaking such optimization, our resultant peak electric-field is only 44.1MV/m, and the peak magnetic-field is 1049G at 2.5MV of voltage across the cavity gap. To quench superconductivity in an SRF cavity, it is reported that the limit of the peak magnetic-field is 1800G [1], and that of the peak electric-field is more than l00MV/m for a SRF cavity [2]. Computational investigation of noble gas adsorption and separation by nanoporous materials.

Molecular simulations are used to assess the ability of metal-organic framework (MOF) materials to store and separate noble gases. Specifically, grand canonical Monte Carlo simulation techniques are used to predict noble gas adsorption isotherms at room temperature. Experimental trends of noble gas inflation curves of a Zn-based material (IRMOF-1) are matched by the simulation results. The simulations also predict that IRMOF-1 selectively adsorbs Xe atoms in Xe/Kr and Xe/Ar mixtures at total feed gas pressures of 1 bar (14.7 psia) and 10 bar (147 psia). Finally, simulations of a copper-based MOF (Cu-BTC) predict this material's ability to selectively adsorb Xe and Kr atoms when present in trace amounts in atmospheric air samples. These preliminary results suggest that Cu-BTC may be an ideal candidate for the pre-concentration of noble gases from air samples. Additional simulations and experiments are needed to determine the saturation limit of Cu-BTC for xenon, and whether any krypton atoms would remain in the Cu-BTC pores upon saturation.

Approximating conductive ellipsoid inductive responses using static quadrupole moments

Smith and Morrison (2006) developed an approximation for the inductive response of conducting magnetic (permeable) spheroids (e.g., steel spheroids) based on the inductive response of conducting magnetic spheres of related dimensions. Spheroids are axially symmetric objects with elliptical cross-sections along the axis of symmetry and circular cross sections perpendicular to the axis of symmetry. Spheroids are useful as an approximation to the shapes of unexploded ordnance (UXO) for approximating their responses. Ellipsoids are more general objects with three orthogonal principal axes, with elliptical cross sections along planes normal to the axes. Ellipsoids reduce to spheroids in the limiting case of ellipsoids with cross-sections that are in fact circles along planes normal to one axis. Parametrizing the inductive response of unknown objects in terms of the response of an ellipsoid is useful as it allows fitting responses of objects with no axis of symmetry, in addition to fitting the responses of axially symmetric objects. It is thus more appropriate for fitting the responses of metal scrap to be distinguished electromagnetically from unexploded ordnance. Distributed micro-releases of bioterror pathogens : threat characterizations and epidemiology from uncertain patient observables.

Terrorist attacks using an aerosolized pathogen preparation have gained credibility as a national security concern since the anthrax attacks of 2001. The ability to characterize the parameters of such attacks, i.e., to estimate the number of people infected, the time of infection, the average dose received, and the rate of disease spread in contemporary American society (for contagious diseases), is important when planning a medical response. For non-contagious diseases, we address the characterization problem by formulating a Bayesian inverse problem predicated on a short time-series of diagnosed patients exhibiting symptoms. To keep the approach relevant for response planning, we limit ourselves to 3.5 days of data. In computational tests performed for anthrax, we usually find these observation windows sufficient, especially if the outbreak model employed in the inverse problem is accurate. For contagious diseases, we formulated a Bayesian inversion technique to infer both pathogenic transmissibility and the social network from outbreak observations, ensuring that the two determinants of spreading are identified separately. We tested this technique on data collected from a 1967 smallpox epidemic in Abakaliki, Nigeria. We inferred, probabilistically, different transmissibilities in the structured Abakaliki population, the social network, and the chain of transmission. Finally, we developed an individual-based …

Fabrication of large-volume, low-cost ceramic lanthanum halide scintillators for gamma ray detection : final report for DHS/DNDO/TRDD project TA-01-SL01.

This project uses advanced ceramic processes to fabricate large, optical-quality, polycrystalline lanthanum halide scintillators to replace small single crystals produced by the conventional Bridgman growth method. The new approach not only removes the size constraint imposed by the growth method, but also offers the potential advantages of both reducing manufacturing cost and increasing production rate. The project goal is to fabricate dense lanthanum halide ceramics with a preferred crystal orientation by applying texture engineering and solid-state conversion to reduce the thermal mechanical stress in the ceramic and minimize scintillation light scattering at grain boundaries. Ultimately, this method could deliver the sought-after high sensitivity and <3% energy resolution at 662 keV of lanthanum halide scintillators and unleash their full potential for advanced gamma ray detection, enabling rapid identification of radioactive materials in a variety of practical applications. This report documents processing details from powder synthesis, seed particle growth, to final densification and texture development of cerium doped lanthanum bromide (LaBr{sub 3}:Ce{sup +3}) ceramics. This investigation demonstrated that: (1) A rapid, flexible, cost efficient synthesis method of anhydrous lanthanum halides and their solid solutions was developed. A Concise Method for Storing and Communicating the Data Covariance Matrix

The covariance matrix associated with experimental cross section or transmission data consists of several components. Statistical uncertainties on the measured quantity (counts) provide a diagonal contribution. Off-diagonal components arise from uncertainties on the parameters (such as normalization or background) that figure into the data reduction process; these are denoted systematic or common uncertainties, since they affect all data points. The full off-diagonal data covariance matrix (DCM) can be extremely large, since the size is the square of the number of data points. Fortunately, it is not necessary to explicitly calculate, store, or invert the DCM. Likewise, it is not necessary to explicitly calculate, store, or use the inverse of the DCM. Instead, it is more efficient to accomplish the same results using only the various component matrices that appear in the definition of the DCM. Those component matrices are either diagonal or small (the number of data points times the number of data-reduction parameters); hence, this implicit data covariance method requires far less array storage and far fewer computations while producing more accurate results.

Ferrite HOM Absorber for the RHIC ERL

A superconducting Energy Recovery Linac is under construction at Brookhaven National Laboratory to serve as test bed for RHIC upgrades. The damping of higher-order modes in the superconducting five-cell cavity for the Energy-Recovery linac at RHIC is performed exclusively by two ferrite absorbers. The ferrite properties have been measured in ferrite-loaded pill box cavities resulting in the permeability values given by a first-order Debye model for the tiled absorber structure and an equivalent permeability value for computer simulations with solid ring dampers. Measured and simulated results for the higher-order modes in the prototype copper cavity are discussed. First room-temperature measurements of the finished niobium cavity are presented which confirm the effective damping of higher-order modes in the ERL. by the ferrite absorbers.

RHIC performance with 56 MHz RF and gold ion beams pre-cooled at lower energy

Presently there is an R&D ERL under construction at Collider-Accelerator Department (CAD) at BNL with its commissioning scheduled for FY09-10 [1]. The use of this full energy 21 MeV ERL in RHIC tunnel was recently proposed for a Proof-of-Principle demonstration of Coherent Electron Cooling of gold ions at 40 GeV/nucleon [2]. The purpose of this Note is to summarize numerical studies aimed at understanding the potential improvement of RHIC luminosity by using this R&D ERL for pre-cooling of Au ion beams with conventional electron cooling system at 40 GeV/nucleon. The constraints were such that electron beam parameters should be close to those expected from R&D ERL. Additionally, the cooling section in RHIC should not require major RHIC modification. As a result of these studies it was found that pre-cooling of gold ion at about 40 GeV/nucleon approximately doubles the average store luminosity of RHIC at top energy of 100 GeV/nucleon compared to the expected luminosity improvement with 56MHz RF upgrade [3, 4]. Significant luminosity improvement may be also gained on top of future expected luminosity performance with combined upgrades of 56MHz RF and all-plane stochastic cooling system with present beam parameters [5]. The U.S. Department of Energy?s Wind Powering America Program is committed to educating state-level policymakers and other stakeholders about the economic, CO2 emissions, and water conservation impacts of wind power. This analysis highlights the expected impacts of 1000 MW of wind power in Maine. Although construction and operation of 1000 MW of wind power is a significant effort, six states have already reached the 1000-MW mark. We forecast the cumulative economic benefits from 1000 MW of development in Maine to be $1.3 billion, annual CO2 reductions are estimated at 2.8 million tons, and annual water savings are 1,387 million gallons.

This document constitutes an addendum to the June 2003, Closure Report for Corrective Action Unit 335: Area 6 Injection Well and Drain Pit as described in the document Recommendations and Justifications for Modifications for Use Restrictions Established under the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office Federal Facility Agreement and Consent Order (UR Modification document) dated February 2008. The UR Modification document was approved by NDEP on February 26, 2008. The approval of the UR Modification document constituted approval of each of the recommended UR modifications.
