MARKOV Model Application to Proliferation Risk Reduction of an Advanced Nuclear System

The Generation IV International Forum (GIF) emphasizes proliferation resistance and physical protection (PR&PP) as a main goal for future nuclear energy systems. The GIF PR&PP Working Group has developed a methodology for the evaluation of these systems. As an application of the methodology, Markov model has been developed for the evaluation of proliferation resistance and is demonstrated for a hypothetical Example Sodium Fast Reactor (ESFR) system. This paper presents the case of diversion by the facility owner/operator to obtain material that could be used in a nuclear weapon. The Markov model is applied to evaluate material diversion strategies. The following features of the Markov model are presented here: (1) An effective detection rate has been introduced to account for the implementation of multiple safeguards approaches at a given strategic point; (2) Technical failure to divert material is modeled as intrinsic barriers related to the design of the facility or the properties of the material in the facility; and (3) Concealment to defeat or degrade the performance of safeguards is recognized in the Markov model. The U.S. Support Program to IAEA Safeguards - Destructive Analysis

The U.S. Support Program (USSP) to IAEA Safeguards priority of destructive analysis is aimed at strengthening the IAEA's ability to use destructive analysis as a safeguards tool. IAEA inspectors bring back nuclear and environmental samples from inspections, which are first cataloged by the IAEA and then analyzed by a network of laboratories located in many Member States and the IAEA's own Safeguards Analytical Laboratory in Seibersdorf, Austria. Historically, the USSP was instrumental in introducing environmental sampling techniques to the IAEA in order to enhance its understanding of material processing activities conducted at nuclear facilities. The USSP has also worked with the IAEA to improve understanding of measurement uncertainty and measurement quality, incorporate new and improved analytical methods, and purchase analytical and computer equipment. Recent activities include a temporary increase in analysis of environmental samples using secondary ion mass spectrometry and provision of a cost-free expert to restore secondary ion mass spectroscopy laboratory functionality and to modernize the IAEA's Safeguards Analytical Laboratory Information System.

Product Quality Assurance for Off-Grid Lighting in Africa

Although the emergence of markets for high efficiency off-grid lighting technologies holds promise, realizing the potential of this opportunity on a long-term, sustainable basis requires careful attention to issues of product quality, consumer protection, and the potential for significant 'market spoiling', in anticipation of increases of sales of low cost, low performance off-grid lighting products. The goal of the Lighting Africa quality assurance workshop was to articulate strategies to mitigate the dangers of market spoiling and to explore ways to protect consumers from misleading advertising for sales of inferior, off-grid lighting products in the context of Lighting Africa's overarching objective to support the industry in developing a robust off-grid lighting market in Africa. The workshop resulted in the identification of two strategic approaches for meeting Lighting Africa quality assurance programmatic needs. The first strategy is intended to meet a short-term programmatic need for quality associated with requests for lighting products by bulk procurement agents, such as in a World Bank-financed project. The development of procurement specifications and test procedures that could be used in a quality/usability screening method in order to provide guidance for forthcoming large volume purchases emerged as the best solution to meet this need. DHS Regional Reachback: Rapid Expert Radiation Alarm Assistance.

Following assessments that attacks with radiological and nuclear weapons are possible, detection system deployments are being supported at national and local levels. Detection systems include both, highly sensitive but non-discriminating detectors, as well as detectors and algorithms capable of distinguishing and identifying gamma rays by energy. The latter systems, usually handheld systems based on sodium iodide detectors, also provide analysis of the specific radionuclides present and are referred to as radioisotope identifiers (RIIDs). Studies have shown that sodium iodide based RIIDs fall far short of 100% accurate identifications. The U.S. Department of Homeland Security (DHS) initiated the Regional Reachback (RRB) Program in 2006 to provide rapid expert interpretation of gamma spectroscopic data from radiation alarms from detection systems deployed by state and local authorities. With expert specialists on call 24/7, RRB provides an avenue for local and state authorities to verify routine results, interpret unknown identifications, and notify national response assets if needed. This paper will provide details of the RRE3 program, an outline of the analysis process, a description of the drills and training systems used to maintain specialists response performance, and examples of drills and incidents from the first full year of operation.

Nuclear Energy Readiness Indicator Index (NERI): A benchmarking tool for assessing nuclear capacity in developing countries

Declining natural resources, rising oil prices, looming climate change and the introduction of nuclear energy partnerships, such as GNEP, have reinvigorated global interest in nuclear energy. The convergence of such issues has prompted countries to move ahead quickly to deal with the challenges that lie ahead. However, developing countries, in particular, often lack the domestic infrastructure and public support needed to implement a nuclear energy program in a safe, secure, and nonproliferation-conscious environment. How might countries become ready for nuclear energy? What is needed is a framework for assessing a country's readiness for nuclear energy. This paper suggests that a Nuclear Energy Readiness Indicator (NERI) Index might serve as a meaningful basis for assessing a country's status in terms of progress toward nuclear energy utilization under appropriate conditions. The NERI Index is a benchmarking tool that measures a country's level of 'readiness' for nonproliferation-conscious nuclear energy development. NERI first identifies 8 key indicators that have been recognized by the International Atomic Energy Agency as key nonproliferation and security milestones to achieve prior to establishing a nuclear energy program. The U.S. Support Program to International Atomic Energy Agency (IAEA) Safeguards (USSP) was established in 1977 to transfer US technology and expertise to assist the IAEA Department of Safeguards because its limited budget and scope would not allow for R&D activities and the procurement of specialized or customized equipment. Over the years, the USSP and the Department of Safeguards have worked together continuously to develop and improve processes for requesting, selecting, and managing projects that support the Safeguards verification mission. This paper will discuss the main USSP processes for accepting and processing Safeguards requests, and managing and reporting task progress.

Technology Advancements to Lower Costs of Electrochromic Window Glazing

An Electrochromic (EC) Window is a solar control device that can electronically regulate the flow of sunlight and heat. In the case of the SageGlass{reg_sign} EC window, this property derives from a proprietary all-ceramic, intrinsically durable thin-film stack applied to an inner surface of a glass double-pane window. As solar irradiation and temperatures change, the window can be set to an appropriate level of tint to optimize the comfort and productivity of the occupants as well as to minimize building energy usage as a result of HVAC and lighting optimization. The primary goal of this project is to replace certain batch processes for EC thin film deposition resulting in a complete in-line vacuum process that will reduce future capital and labor coats, while increasing throughput and yields. This will require key technology developments to replace the offline processes. This project has enabled development of the next generation of electrochromic devices suitable for large-scale production. Specifically, the requirements to produce large area devices cost effectively require processes amenable to mass production, using a variety of different substrate materials, having minimal handling and capable of being run at high yield. Implementation of the MPC and A Operations Monitoring (MOM) System at IRT-T FSRE Nuclear Power Institute (NPI)

The Material Protection, Control and Accounting (MPC&A) Program has been working since 1994 with nuclear sites in Russia to upgrade the physical protection (PP) and material control and accounting (MC&A) functions at facilities containing weapons usable nuclear material. In early 2001, the MPC&A program initiated the MPC&A Operations Monitoring (MOM) Project to monitor facilities where MPC&A upgrades have been installed to provide increased confidence that personnel are present and vigilant, provide confidence that security procedures are being properly performed and provide additional assurance that nuclear materials have not been stolen. The MOM project began as a pilot project at the Moscow State Engineering Physics Institute (MEPhI) and a MOM system was successfully installed in October 2001. Following the success of the MEPhI pilot project, the MPC&A Program expanded the installation of MOM systems to several other Russian facilities, including the Nuclear Physics Institute (NPI) in Tomsk. The MOM system was made operational at NPI in October 2004. This paper is focused on the experience gained from operation of this system and the objectives of the MOM system.
