Testimony issued by the Government Accountability Office with an abstract that begins "DOD's investment in weapon systems represents one of the largest discretionary items in the budget. The department expects to invest about $900 billion (fiscal year 2008 dollars) over the next 5 years on development and procurement with more than $335 billion invested specifically in major defense acquisition programs. Every dollar spent inefficiently in acquiring weapon systems is less money available for other budget priorities--such as the global war on terror and growing entitlement programs. This testimony focuses on (1) the overall performance of DOD's weapon system investment portfolio; (2) our assessment of 72 weapon programs against best practices standards for successful product developments; and (3) potential solutions and recent DOD actions to improve weapon program outcomes. It is based on GAO-08-467SP, which included our analysis of broad trends in the performance of the programs in DOD's weapon acquisition portfolio and our assessment of 72 defense programs, and recommendations made in past GAO reports. Our nation has built a vast surface transportation system of roads, railways, ports, and transit systems that facilitate commerce and improve our quality of life. The flow of people and goods is enormous: The nation moved about 5 trillion ton miles of freight and 5 trillion passenger miles of people in 2004. In total, about 4 million miles of roads, 117,000 miles of rail, 600,000 bridges, 19,000 airports, 11,000 miles of transit lines, and 500 train stations make up the surface transportation network. For the past several decades, demand has outpaced the capacity of the surface transportation system, and population growth, technological change, and the increased globalization of the economy will further strain the system. For example, according to the Transportation Research Board, an expected population growth of 100 million people could double the demand for passenger travel. In general, the circular instructs agencies to base these decisions on competitions among public and private-sector entities conducted in accordance with the Federal Acquisition Regulation (FAR). Under the FAR, agencies have broad discretion in establishing the criteria they will use to select the winners of these competitions. An agency may decide, for example, that selection of the lowest priced, acceptable offer would best meet its needs. The FAR advises that this may be appropriate when requirements are clearly defined and the risk of unsuccessful performance is minimal. On the other hand, the FAR says that it may be in the best interest of an agency to provide for selecting other than the low offer when requirements are less definite, development work is required, or the risk of unsuccessful performance is high. Testimony issued by the Government Accountability Office with an abstract that begins "GAO previously reported that federal contractors abuse the tax system with little consequence. While performing those audits, GAO noted that much of the tax abuse involved contractors not remitting to the government payroll taxes that were withheld from salaries. As a result, GAO was asked to review the Internal Revenue Service's (IRS) processes and procedures to prevent and collect unpaid payroll taxes and determine (1) the magnitude of unpaid federal payroll tax debt, (2) the factors affecting IRS's ability to enforce compliance or pursue collections, and (3) whether some businesses with unpaid payroll taxes are engaged in abusive or potentially criminal activities with regard to the federal tax system. To address these objectives, GAO analyzed IRS's tax database, performed case study analyses of payroll tax offenders, and interviewed collection officials from IRS and several states."

Testimony issued by the Government Accountability Office with an abstract that begins "As part of the Food and Drug Administration's (FDA) oversight of the safety and effectiveness of medical devices marketed in the United States, it inspects domestic and foreign establishments where these devices are manufactured. To help FDA address shortcomings in its inspection program, the Medical Device User Fee and Modernization Act of 2002 required FDA to accredit third parties to inspect certain establishments. In response, FDA has implemented two such voluntary programs. GAO previously reported on the status of one of these programs, citing concerns regarding its implementation and factors that may influence manufacturers' participation. (Medical Devices: Status of FDA's Program for Inspections by Accredited Organizations, GAO-07-157, January 2007.) This statement (1) assesses FDA's management of inspections of establishments--particularly those in foreign countries--manufacturing devices for the U.S. market, and (2) provides the status of FDA's programs for third-party inspections of medical device manufacturing establishments. GAO interviewed FDA officials; reviewed pertinent statutes, regulations, guidance, and reports; and analyzed information from FDA databases. As new priorities emerge, policymakers have demonstrated interest in user fees as a means of financing new and existing services. User fees can be designed to reduce the burden on taxpayers to finance the portions of activities that provide benefits to identifiable users above and beyond what is normally provided to the public. By charging the costs of those programs or activities to beneficiaries, user fees can also promote economic efficiency and equity. However, to achieve these goals, user fees must be well designed. EPA's Integrated Risk Information System (IRIS) program is a chemical evaluation program that is a critical component of EPA's capacity to support scientifically sound environmental regulations and policies. The IRIS database contains EPA's scientific position on the potential human health effects of exposure to more than 540 chemicals. This testimony highlights GAO's work on toxic substances, focusing on (1) its March 2008 report, Chemical Assessments: Low Productivity and New Interagency Review Process Limit the Usefulness and Credibility of EPA's Integrated Risk Information System and (2) key changes to the IRIS assessment process EPA included in its revised IRIS assessment process released on April 10, 2008. Testimony issued by the Government Accountability Office with an abstract that begins "The Food and Drug Administration (FDA) is responsible for ensuring the safety of roughly 80 percent of the U.S. food supply, including $417 billion worth of domestic food and $49 billion in imported food annually. The recent outbreaks of E. coli in spinach, Salmonella in peanut butter, and contamination in pet food highlight the risks posed by the accidental contamination of FDA-regulated food products. Changing demographics and consumption patterns underscore the urgency for effective food safety oversight. In response to these challenges, in November 2007, FDA and others released plans that discuss the oversight of food safety. FDA's Food Protection Plan sets a framework for food safety oversight. In addition, FDA's Science Board released FDA Science and Mission at Risk, which concluded that FDA does not have the capacity to ensure the safety of the nation's food supply. This testimony focuses on (1) federal oversight of food safety as a high-risk area that needs a governmentwide reexamination, (2) FDA's opportunities to better leverage its resources, (3) FDA's Food Protection Plan, and (4) tools that can help agencies to address management challenges. The National Museum of the Pacific War presents an oral interview with Lloyd C. Fons. After completing midshipman's school and earning a commission, Fons served aboard patrol torpedo (PT) boats in the Philippines. He served in Squadron 17 aboard three different boats - 229, 230 and 231. He eventually became the commanding officer of PT 229 in July, 1945. His primary assignment seemed to be delivering guerrillas to various locations in Mindoro and Luzon. After the war, Fons was transferred to Hong Kong where he was commaning officer aboard a yard patrol boat, YP 641, for 11 months. Here, his primary duty seemed to be delivering frozen and refrigerated food to other ships.

The National Museum of the Pacific War presents an oral interview with Bernice Loewe. Loewe was an aircraft fabric and leather worker at Scott Air Force Base between 1943 and 1953. She replaced fabric on ailerons from B-17s and B-24s. Other of her duties included repairing flight jackets, boots, and bags, and fitting helmets with cups to house receivers for the radiomen. Just before D-Day, she went out to the air strip to make a repair onsite. There she was met with a long row of idling B-17s, their crews melancholic; later that evening, the planes all departed.

The National Museum of the Pacific War presents an interview with Millard Schwartz. Schwartz was drafted into the Army in December of 1942. He provides details of his weapons training and boot camp. He served with A Battery, 919th Field Artillery, 94th Infantry Division. They traveled to Scotland in August of 1944, and landed on Utah Beach on 7 September. Schwartz shares his experiences traveling overseas aboard the troop ship, the Queen Elizabeth and his time spent in London. His division relieved another in the St. Nazaire area serving to maintain security against the pockets of 50 to 60,000 Germans there. Going into December they traveled to Belgium and participated in the Battle of the Bulge, where they were attached to General Patton’s 3rd Army. They were assigned to an area around the Siegfried Line, near Eschweiler, Germany. He provides vivid details of his experiences through this battle. He was honorably discharged in December of 1945.

The National Museum of the Pacific War presents an oral interview with Marguerite Loveless. Loveless was born in Centerville, Texas in 1921. After attending Houston Brown College she was employed by the Texas Department of Public Welfare. She married Cleatus “Chuck” E. Loveless in 1941. She tells of her husband joining the Army Air Corps soon after the declaration of war and of the numerous moves and living conditions they encountered and of the long lasting relationships that developed with many of the people she met. While her husband was serving in the Philippines she was employed at Harmon General Hospital in Longview, Texas, and tells of German prisoners of war working maintenance at the hospital.
