During this contract, we continued testing underwater strobe lights to determine their effectiveness at repelling kokanee Oncorhynchus nerka away from Dworshak Dam. We tested one set of nine strobe lights flashing at a rate of 360 flashes/min in front of turbine 3 while operating at higher discharges than previously tested. The density and distribution of fish, (thought to be mostly kokanee), were monitored with a split-beam echo sounder. We then compared fish counts and densities during nights when the lights were flashing to counts and densities during adjacent nights without the lights on. On five nights between January 31 and February 28, 2006, when no lights were present, fish counts near turbine 3 averaged eight fish and densities averaged 91 fish/ha. When strobe lights were turned on during five adjacent nights during the same period, mean counts dropped to four fish and densities dropped to 35 fish/ha. The decline in counts (49%) was not statistically significant (p = 0.182), but decline in densities (62%) was significant (p = 0.049). A letter report issued by the Government Accountability Office with an abstract that begins "There have been long-standing questions about a lack of comprehensive and reliable information on consumer bankruptcies. The Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (Bankruptcy Reform Act) required the federal judiciary's Administrative Office of the U.S. Courts (AOUSC) to collect and report certain additional bankruptcy statistics and required the U.S. Trustee Program, which oversees bankruptcy case administration, to develop uniform final reports that provide certain specified data about each case. GAO was asked to examine the (1) availability and accessibility of data from the personal bankruptcy system and (2) potential benefits and limitations of the new data requirements of the Bankruptcy Reform Act in addressing these issues. GAO examined bankruptcy data systems and obtained documentation and interviewed staff from AOUSC, bankruptcy courts, and the Trustee Program; groups representing consumers and creditors; data providers; and academic researchers and other stakeholders."

For example, it includes a statute authorizing the eradication of predators, because one of the statute's purposes is to protect domestic and "game" animals; and it includes statutes to conserve fish, although their ultimate purpose may not be for the fishes' benefit. Correlation between Crystallographic and Magnetic Domains at Co/NiO(001) Interfaces

Using soft x-ray spectromicroscopy we show that NiO(001) exhibits a crystallographic and magnetic domain structure near the surface identical to that of the bulk. Upon Co deposition a perpendicular coupling between the Ni and Co moments is observed that persists even after formation of uncompensated Ni spins at the interface through annealing. The chemical composition at the interface alters its crystallographic structure and leads to a reorientation of the Ni moments from the <112> to the <110> direction. We show that this reorientation is driven by changes in the magnetocrystalline anisotropy rather than exchange coupling mediated by residual uncompensated spins.

Disaster Recovery: FEMA's Public Assistance Grant Program Experienced Challenges with Gulf Coast Rebuilding

A letter report issued by the Government Accountability Office with an abstract that begins "The devastation caused by the 2005 Gulf Coast hurricanes presented the nation with unprecedented rebuilding challenges. The Federal Emergency Management Agency's (FEMA) Public Assistance (PA) grant program is a key tool for providing funds to support recovery, including rebuilding public schools, roads, and utilities. GAO was asked to examine the amount of PA grants FEMA has provided for rebuilding the Gulf Coast; challenges in the day-to-day operation of the PA program; and human capital challenges; as well as actions taken to address them. Toward this end, GAO reviewed relevant laws, PA regulations and procedures, and analyzed data from FEMA's National Emergency Management Information System. GAO also interviewed federal officials from FEMA and the Department of Homeland Security's (DHS) Office of the Federal Coordinator for Gulf Coast Rebuilding as well as more than 60 officials from state government and eight localities in Louisiana and Mississippi."

Echo-enabled Harmonic Generation Free Electron Laser

In this paper, we systematically study the echo-enabled harmonic generation (EEHG) free electron laser (FEL). The EEHG FEL uses two modulators in combination with two dispersion sections that allow to generate in the beam a high harmonic density modulation starting with a relatively small initial energy modulation of the beam. After presenting analytical theory of the phenomenon, we address several practically important issues, such as the effect of incoherent synchrotron radiation in the dispersion sections, and the beam transverse size effect in the modulator. Using a representative realistic set of beam parameters, we show how the EEHG scheme enhances the FEL performance and allows to generate a fully (both longitudinally and transversely) coherent radiation. As an example, we demonstrate that 5 nm coherent soft x-rays with GW peak power can be generated directly from the 240 nm seeding laser using the proposed EEHG scheme.

Evaluation and Compensation of Detector Solenoid Effects on Disrupted Beam in the ILC 14 mrad Extraction Line

This paper presents calculations of detector solenoid effects on disrupted primary beam in the ILC 14 mrad extraction line. Particle tracking simulations are performed for evaluation of primary beam loss along the line as well as of beam distribution and polarization at Compton Interaction Point. The calculations are done both without and with solenoid compensation. The results are obtained for the baseline ILC energy of 500 GeV center-of-mass and three options of beam parameters.

Event generation with SHERPA 1.1

In this paper the current release of the Monte Carlo event generator Sherpa, version 1.1, is presented. Sherpa is a general-purpose tool for the simulation of particle collisions at high-energy colliders. It contains a very flexible tree-level matrix-element generator for the calculation of hard scattering processes within the Standard Model and various new physics models. The emission of additional QCD partons off the initial and final states is described through a parton-shower model. To consistently combine multi-parton matrix elements with the QCD parton cascades the approach of Catani, Krauss, Kuhn and Webber is employed. A simple model of multiple interactions is used to account for underlying events in hadron-hadron collisions. The fragmentation of partons into primary hadrons is described using a phenomenological cluster-hadronization model. A comprehensive library for simulating tau-lepton and hadron decays is provided. Where available form-factor models and matrix elements are used, allowing for the inclusion of spin correlations; effects of virtual and real QED corrections are included using the approach of Yennie, Frautschi and Suura.

Exact Reconstruction From Uniformly Attenuated Helical Cone-Beam Projections in SPECT

In recent years the development of cone-beam reconstruction algorithms has been an active research area in x-ray computed tomography (CT), and significant progress has been made in the advancement of algorithms. Theoretically exact and computationally efficient analytical algorithms can be found in the literature. However, in single photon emission computed tomography (SPECT), published cone-beam reconstruction algorithms are either approximate or involve iterative methods. The SPECT reconstruction problem is more complicated due to degradations in the imaging detection process, one of which is the effect of attenuation of gamma ray photons. Attenuation should be compensated for to obtain quantitative results. In this paper, an analytical reconstruction algorithm for uniformly attenuated cone-beam projection data is presented for SPECT imaging. The algorithm adopts the DBH method, a procedure consisting of differentiation and backprojection followed by a finite inverse cosh-weighted Hilbert transform. The significance of the proposed approach is that a selected region of interest can be reconstructed even with a detector with a reduced field of view. The algorithm is designed for a general trajectory. However, to validate the algorithm, a numerical study was performed using a helical trajectory. The implementation is efficient and the simulation result is promising.
