Federal Funding Gaps: A Brief Overview

The interval during the fiscal year when agency appropriations are not enacted into law, either in the form of a regular appropriations act or a continuing resolution, is referred to as a funding gap. When a funding gap occurs, the federal government begins a shutdown of the affected agencies, entailing the prompt furlough of non-emergency personnel and curtailment of agency activities. This report discusses the funding gaps that occurred between FY1977-FY2008, as well as the events surrounding them and related legislation.

United States-Southern African Customs Union (SACU) Free Trade Agreement Negotiations: Background and Potential Issues

Negotiations to launch a free trade agreement (FTA) between the United States and the five members of the Southern African Customs Union (SACU) (Botswana, Lesotho, Namibia, South Africa, and Swaziland) began on June 3, 2003. A potential FTA would eliminate tariffs over time, reduce or eliminate non-tariff barriers, liberalize service trade, protect intellectual property rights, and provide technical assistance to help SACU nations achieve the goals of the agreement. This potential agreement would be subject to congressional approval.

Drinking Water State Revolving Fund (DWSRF): Program Overview and Issues

The Safe Drinking Water Act (SDWA) Amendments of 1996 authorized a drinking water state revolving loan fund (DWSRF) program to help public water systems finance infrastructure projects needed to comply with federal drinking water regulations and to protect public health. The Environmental Protection Agency's (EPA's) latest (2003) survey of capital improvement needs for public water systems found that water systems need to invest $276.8 billion on infrastructure improvements over 20 years to ensure the provision of safe water. Key issues include the gap between estimated needs and funding, SDWA compliance costs, and the need for cities to update and maintain water infrastructure, apart from SDWA compliance.

U.S. Forces in Iraq

Varying media estimates of military forces in Iraq have raised concerns about the actual number of troops deployed in Operation Iraqi Freedom (OIF). Last year, a major announcement on a surge in troop deployments to Iraq by President Bush included a planned gradual increase of more than 20,000 U.S. troops on the ground in Baghdad and Anbar province over several months. Since the "new strategy for Iraq" speech by the President in January 2007, troop deployments gradually increased during the months of February through October 2007 but decreased beginning in November 2007. This report provides solely Department of Defense (DOD) statistical information on U.S. forces serving in Iraq. It also provides brief official information on the military units schedule for the next rotation of duty into Iraq.

The Future Role of U.S. Trade Policy: An Overview

The United States has become increasingly integrated with the rest of the world economy. This integration has offered benefits and presented challenges to U.S. business, agriculture, labor, and consumers. Those who can compete in the more integrated economy have enjoyed opportunities to broaden their success, while those who are challenged by increased foreign competition have been forced to adjust and some have exited the market or relocated overseas. Some observers contend that, in order to remain globally competitive, the United States must continue to support trade liberalization policies, while assisting those hurt by trade. Others have raised doubts over whether free trade policies benefit the U.S. economy. This report provides an overview and background on the debate over the future course of U.S. trade policy.

Costs of Major U.S. Wars

This CRS report provides estimates of the costs of major U.S. wars from the American Revolution through current conflicts in Iraq, Afghanistan, and elsewhere. It gives figures both in "current year dollars," that is, in prices in effect at the time of each war, and in inflation-adjusted "constant dollars" updated to the most recently available estimates of FY2008 prices. All estimates are of the costs of military operations only and do not include costs of veterans benefits, interest paid for borrowing money to finance wars, or assistance to allies. The report also provides estimates of the cost of each war as a share of Gross Domestic Product (GDP) during the peak year of each conflict and of overall defense spending as a share of GDP at the peak. This report will be updated periodically to reflect additional appropriations for ongoing conflicts and to adjust constant dollar figures to prices of the current fiscal year.

The World Bank's Clean Technology Fund (CTF) (open access)

The World Bank's Clean Technology Fund (CTF)

The United States Treasury has led efforts to create a $10 billion Clean Technology Fund (CTF), located at the World Bank, to help fund deployment of clean technology to reduce greenhouse gas emissions in developing economies. The Bush administration has asked Congress to authorize and appropriate U.S. funding of $2 billion over three years (FY2009 to FY2011). While many Members of Congress have expressed support for the CTF, others have raised concerns, primarily with respect to whether the CTF should finance carbon-based energy projects. To date, Congress has not passed legislation authorizing or appropriating U.S. contributions to the Fund.

U.S. National Science Foundation: An Overview

The majority of the research supported by the NSF is conducted at U.S. colleges and universities. Approximately 82.7% ($3,094.8 million) of NSF's FY2006 $3,740.6 million research and development (R&D) budget was awarded to U.S. colleges and universities. On September 30, 2008, the President signed into law the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (P.L. 110-329, H.R. 2638). The act includes, among other things, three of the 12 regular appropriations acts for FY2009. The Continuing Appropriations Act funds the NSF until passage of the Commerce, Justice, Science, and Related Appropriations bill or until March 6, 2009, whichever occurs first. P.L. 110-329 funds the NSF at the FY2008 level.

This report includes the results of an initial assessment of genealogists' requirements for the redesign of the Portal's interface. The UNT Libraries received a National Leadership Grant from the Institute of Museum and Library Services for a two-year project to identify the user interface requirements of genealogists interacting with the libraries' Portal to Texas History. The IOGENE project involves genealogists in the design process beginning with the initial assessment of their requirements and continuing through usability testing of the redesigned Portal interface.
