Higher Education: Veteran Students Received Similar Amounts of Title IV Aid As Nonveterans but More Total Aid with GI Benefits

A letter report issued by the Government Accountability Office with an abstract that begins "Over the past decade, average college tuition and fees increased between 20 and 38 percent, depending on the type of institution. This rising cost of college affects all students--both veteran and nonveteran students--who rely on a mix of family resources, grants, scholarships, loans, and work-study to finance their education. Students may face particular hardships when the cost of attendance outpaces students' available resources. For example, some lenders recently have tightened the eligibility criteria for obtaining student loans in response to problems in financial markets. In fiscal year 2007, the Department of Education (Education) provided $82 billion in financial aid in the form of grants, loans, and work-study programs under Title IV of the Higher Education Act of 1965, as amended, to 11 million students and their families. The primary Title IV aid programs include Pell Grants, Stafford Loans, and campus-based aid programs. Veterans also may be eligible for federal financial aid from the Department of Veterans Affairs (VA). International Environmental Oversight: U.S. Agencies Follow Certain Procedures Required by Law, but Have Limited Impact

Critics have claimed that some projects have harmed the environment and the local population. Title XIII of the International Financial Institutions Act of 1977 outlines in part the U.S. government's requirements for reviewing potential environmental and social impacts of proposed multilateral development bank projects. GAO was asked to assess the U.S. government's international environmental oversight efforts by examining (1) how U.S. agencies implement legislative requirements to review the potential environmental concerns associated with proposed World Bank Group projects, and (2) agencies' ability to identify and address these concerns. GAO reviewed Title XIII, World Bank Group reports, and U.S. agency documents and met with representatives from U.S. government agencies, the World Bank Group, and nongovernmental organizations."

Health Information Technology: More Detailed Plans Needed for the Centers for Disease Control and Prevention's Redesigned BioSense Program

A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, the Centers for Disease Control and Prevention (CDC), an agency within the Department of Health and Human Services (HHS), developed an electronic syndromic surveillance system called BioSense that uses health-related data to identify patterns of disease symptoms prior to specific diagnoses. In late 2007, CDC began to redesign the program to improve collaboration with stakeholders and address identified management weaknesses. Pursuant to House Report 110-231, GAO evaluated the BioSense program, focusing on the cost and timeline estimates and performance measures and benchmarks for implementing the program, among other objectives. To accomplish this, GAO analyzed relevant program documentation and interviewed CDC officials responsible for developing and implementing BioSense."

A letter report issued by the Government Accountability Office with an abstract that begins "The safety and economic security of the United States depends on the secure use of the world's seaports and waterways. Homeland Security Presidential Directive-13 (HSPD-13, also referred to as National Security Presidential Directive-41) directs the coordination of U.S. maritime security policy through the creation of a National Strategy for Maritime Security and supporting implementation plans. GAO was asked to evaluate this strategy and its eight supporting plans. This report discusses: (1) the extent to which the strategy and its supporting plans contain desirable characteristics of an effective national strategy, and (2) the reported status of the implementation of these plans. To conduct this work, GAO evaluated the National Strategy for Maritime Security and its supporting plans against the desirable characteristics of an effective national strategy that GAO identified in February 2004, reviewed HSPD-13 and supporting plans, and reviewed documents on the status of the plans' implementation."

A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, GAO designated federal disability programs as a high-risk area because federal disability programs remained grounded in outmoded concepts that have not been updated to reflect the current state of science, medicine, technology, and labor market conditions. In addition, the Social Security Administration (SSA) and the Department of Veterans Affairs (VA) faced management challenges, especially with their disability claims processing. Further, disability experts have expressed concerns about the level of coordination among the many federal agencies that provide benefits and services to individuals with disabilities. GAO was asked to determine: (1) what steps SSA and VA have taken to modernize their disability programs and (2) to what extent SSA and VA coordinate with other federal agencies that provide services to individuals with disabilities. To do this, GAO reviewed literature, agency strategic plans and performance and accountability reports, and interviewed agency officials."

Contract Management: DOD Developed Draft Guidance for Operational Contract Support but Has Not Met All Legislative Requirements

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. military has long used contractors to provide supplies and services to deployed U.S. forces as well as for post-conflict support. The Department of Defense's (DOD) use of contractors has grown significantly to the extent that the force in Iraq is composed of approximately 143,000 military personnel and 149,000 DOD contractor personnel. Congress,GAO, and others have frequently reported on or expressed concerns about the long-standing challenges that DOD faces when managing operational contract support. These challenges include a failure to adequately plan for the use of contractors, poorly defined or changing requirements, a lack of deployable contracting personnel with contingency contracting experience, and difficulties in coordinating contracts and contractor management across military services in joint contingency environments. Furthermore, as we have previously reported, DOD has not provided a sufficient number of trained contract oversight and management personnel in contingency operations, and visibility of contracting activities and contractors has been limited. As we have testified, problems associated with DOD's inability to overcome these challenges have resulted in higher costs, schedule delays, unmet goals, and negative operational impacts. Federal Farm Promotion ("Check-off") Programs

The U.S. Supreme Court in 2005 affirmed the constitutionality of the so-called beef check-off program, one of the 18 generic promotion programs for agricultural products that are now active nationally. Supporters view check-offs as economically beneficial self-help activities that need minimal government involvement or taxpayer funding. Producers, handlers, and/or importers are required to pay an assessment, usually deducted from revenue at time of sale - thus the name check-off. However, some farmers contend they are being "taxed" for advertising and related activities they would not underwrite voluntarily. The Supreme Court's decision to uphold the beef check-off is considered significant for the future of the other programs, although the Court left open the possibility of additional challenges.

There are roughly two hundred statutory exceptions, which were generally enacted to encourage private litigation to implement public policy.

CHARACTERIZATION OF ACTINIDES IN SIMULATED ALKALINE TANK WASTE SLUDGES AND LEACHATES

In this project, both the fundamental chemistry of actinides in alkaline solutions (relevant to those present in Hanford-style waste storage tanks), and their dissolution from sludge simulants (and interactions with supernatants) have been investigated under representative sludge leaching procedures. The leaching protocols were designed to go beyond conventional alkaline sludge leaching limits, including the application of acidic leachants, oxidants and complexing agents. The simulant leaching studies confirm in most cases the basic premise that actinides will remain in the sludge during leaching with 2-3 M NaOH caustic leach solutions. However, they also confirm significant chances for increased mobility of actinides under oxidative leaching conditions. Thermodynamic data generated improves the general level of experiemental information available to predict actinide speciation in leach solutions. Additional information indicates that improved Al removal can be achieved with even dilute acid leaching and that acidic Al(NO3)3 solutions can be decontaminated of co-mobilized actinides using conventional separations methods. Both complexing agents and acidic leaching solutions have significant potential to improve the effectiveness of conventional alkaline leaching protocols. The prime objective of this program was to provide adequate insight into actinide behavior under these conditions to enable prudent decision making as tank waste treatment protocols develop.

Use of Helical Fields to Allow a Long Pulse Reversed Field Pinch

The maintenance of the magnetic configuration of a Reversed Field Pinch (RFP) is an unsolved problem. Even a toroidal loop voltage does not suffice to maintain the magnetic configuration in axisymmetry but could if the plasma had helical shaping. The theoretical tools for plasma optimization using helical shaping have advanced, so an RFP could be relatively easily designed for optimal performance with a spatially constant toroidal loop voltage. A demonstration that interesting solutions exist is given.

The overall obljectives of this project are to critically review the currently used thermal neutron scattering laws for various moderators as a function of temperature, select as well documented and representative set of experimental data sensitive to the neutron spectra to generate a data base of benchmarks, update models and models parameters by introducing new developments in thermalization theory and condensed matter physics into various computational approaches in establishing the scattering laws, benchmark the results against the experimentatl set. In the case of graphite, a validation experiment is performed by observing nutron slowing down as a function of temperatures equal to or greater than room temperature.

The work has consisted of three projects. The first one is a continuation of the previous work that was done on the generation of zonal flows due to the four wave modulational instability. In this work, we examined the growth of streamers. This work was done with undergraduate student, and was presented at an APS DPP meeting. A summary of the work is given below. Another project was a study of the stability of curvature driven modes with tied field line geometry. The purpose of this study was to see if this instability was relevant to the observed 'blob' phenomenon in the edge. A summary of this work is given starting in Section II. This work was done with undergraduate student. The final project was an extension of electrostatic work that had been done on the parallel velocity shear instability. In this work, we included electromagnetic effects. We performed the linear stability analysis and discovered a new regime of instability. This work was done in collaboration with undergraduate student, who presented the work at an APS DPP meeting. Details of this are shown in Section III.

Inert Gas Buffered Milling and Particle Size Separation of μ­m-Scale Superconducting Precursor Powders: Final Report

The project developed an aerosol system for the met milling and particle size separation of the precursor powders used in fabrication of powder-in-tube superconductors. The work builds upon the results of a previous SBIR-funded development that proved the basic principles of the virtual impactor (VI) technology and its efficacy for the powders of interest. The new project extended that work in three respects: it integrated provisions for recirculating the aerosol flow using inert gas to avoid contamination from O2, CO2 and water in ambient air; a quad configuration of VI subassemblies to support kg/hr throughput; and it incorporated design features that eliminate error trajectories which would introduce trace contamination of larger particles into the separated flow. The project demonstrated the technical effectiveness of the process and established its economic feasibility by achieving kg/hr throughput within a cost profile that would be profitable within the range of competitive toll fees. The project is beneficial to the public through its potential to improve the performance of superconducting materials for research and for biomedicine. It also conveys potential benefits for powders used in high-performance ceramics (for example for engines for automobiles and for aircraft) and for high-performance electrical insulators for telecommunications circuitry.

Effects of Heavy Ions on ULF Wave Resonances Near the Equatorial Region

Pc1-2 ULF waves are strongly associated with the presence of various ions in the magnetosphere. We investigate the role of heavy ion resonances in nonuniform plasmas near the equatorial region. By adopting the invariant imbedding method, the coupled plasma wave equations are solved in an exact manner to calculate the resonant absorption at the ion-ion hybrid resonance. Our results show that irreversible mode conversion occurs at the resonance, which absorbs the fast wave energy. It is found that waves near the resonances appear with linear polarization, and their amplitude and frequency are sensitive to the properties of the heavy ion plasma composition. We examine how these resonances occur for various H+ - He+ populations in detail by performing an accurate calculation of the mode conversion effciency. Because the multi-ion hybrid resonance locations in cold plasmas are determined by simple parameters such as the fraction of the ion number density of each species and the magnetic field, we suggest that it is possible to monitor heavy ion composition by examining the peak frequencies of linearly polarized wave events in either electric field or magnetic field spectral data.

FY 2007 Miniature Spherical Retroreflectors Final Report

Miniature spherical retroreflectors, less than 8 millimeters in diameter, are currently being developed to enhance remote optical detection of nuclear proliferation activities. These retroreflecting spheres resemble small, sand-colored marbles that have the unique optical property of providing a strong reflection directly back to the source (i.e., retroreflecting) when illuminated with a laser. The addition of specific coatings, sensitive to specific chemicals or radioactive decay in the environment, can be applied to the surface of these retroreflectors to provide remote detection of nuclear proliferation activities. The presence of radioactive decay (e.g., alpha, gamma, neutron) or specific chemicals in the environment (e.g., TBP, acids) will change the optical properties of the spheres in a predictable fashion, thus indicating the presence or absence of the target materials. One possible scenario might employ an airborne infrared laser system (e.g., quantum-cascade lasers) to illuminate a section of ground littered with these retroreflective spheres. Depending on the coating and the presence of a specific chemical or radioisotope in the environment, the return signal would be modified in some predictable fashion because of fluorescence, frequency shifting, intensity attenuation/enhancement, or change in polarization. Corporate Functional Management Evaluation of the LLNL Radiation Safety Organization

A Corporate Assess, Improve, and Modernize review was conducted at Lawrence Livermore National Laboratory (LLNL) to evaluate the LLNL Radiation Safety Program and recommend actions to address the conditions identified in the Internal Assessment conducted July 23-25, 2007. This review confirms the findings of the Internal Assessment of the Institutional Radiation Safety Program (RSP) including the noted deficiencies and vulnerabilities to be valid. The actions recommended are a result of interviews with about 35 individuals representing senior management through the technician level. The deficiencies identified in the LLNL Internal Assessment of the Institutional Radiation Safety Program were discussed with Radiation Safety personnel team leads, customers of Radiation Safety Program, DOE Livermore site office, and senior ES&H management. There are significant issues with the RSP. LLNL RSP is not an integrated, cohesive, consistently implemented program with a single authority that has the clear roll and responsibility and authority to assure radiological operations at LLNL are conducted in a safe and compliant manner. There is no institutional commitment to address the deficiencies that are identified in the internal assessment.
