U.S. Nuclear Weapons: Changes in Policy and Force Structure

This report provides a general overview of the past, present, and possible future of U.S. nuclear policy. It begins with a review of the international security environment, highlighting the threats that the United States has sought to deter or respond to with its nuclear forces. It then reviews the strategy and doctrine guiding the U.S. nuclear force posture, targeting and employment policy, the numbers and types of weapons in the nuclear force structure, and the infrastructure that has supported design, development, and testing of U.S. nuclear weapons. In each of these areas, the report summarizes U.S. nuclear policy during the Cold War, identifies changes implemented in the decade after the collapse of the Soviet Union, and details how the Bush Administration proposes to bring continuity and change to U.S. nuclear weapons, policy, and infrastructure.

U.S. Office of Special Counsel's Procedures for Assigning Incoming Cases to and within Organizational Units

Correspondence issued by the Government Accountability Office with an abstract that begins "The U.S. Office of Special Counsel (OSC) is an independent federal investigative and prosecutorial agency. Its primary mission is to safeguard the merit system in federal employment by protecting employees and applicants for federal employment from prohibited personnel practices, especially reprisal from whistleblowing. Individuals who believe that a prohibited personnel practice, such as nepotism or obstruction of the right to compete for employment, has been committed may file complaints with OSC. In addition, the agency operates a secure channel for federal whistleblowing disclosures of violations of law, rule, or regulation; gross mismanagement; gross waste of funds; abuse of authority; and substantial and specific dangers to public health or safety. OSC's handling of cases has been publicized in the media and concerns were raised about the assignment of two cases that involved alleged violations of the Hatch Act that OSC officials appeared to handle differently from other such cases. This report responds to the request to provide information on OSC's policies and procedures for assigning incoming cases to and within its organizational units."

U.S. Strategic Nuclear Forces: Background, Developments, and Issues

This report reviews the ongoing programs that will affect the expected size and shape of the U.S. strategic nuclear force structure. It begins with an overview of this force structure during the Cold War, and summarizes the reductions and changes that have occurred since 1991. It then offers details about each category of delivery vehicle — land-based intercontinental ballistic missiles (ICBMs), submarine launched ballistic missiles (SLBMs) and heavy bombers — focusing on their current deployments and ongoing and planned modernization programs. The report concludes with a discussion of issues related to decisions about the future size and shape of the U.S. strategic nuclear force.

Military Health: Increased TRICARE Eligibility for Reservists Presents Educational Challenges

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the number of reservists mobilized for active duty has increased dramatically. Congress has expanded reservists' and their dependents' eligibility for TRICARE, the Department of Defense's (DOD) health insurance program. The National Defense Authorization Act (NDAA) for Fiscal Year 2004 directed GAO to examine the health insurance coverage of reservists and their dependents. This report (1) identifies the extent to which reservists have civilian health insurance, (2) examines DOD's efforts to educate reservists and their dependents about TRICARE, and (3) describes reservists' level of satisfaction with TRICARE and the types of problems reservists and their dependents experienced when using it. To do this, GAO relied on interviews with DOD and DOD's survey data. GAO also administered a survey of TRICARE benefit assistance coordinators."
