Safe Drinking Water Act: Background and Issues in the 109th Congress
This report examines the Safe Drinking Water Act, which is the key federal law for protecting public water supplies from harmful contaminants. First enacted in 1974 and broadly amended in 1986 and 1996, the act is administered through programs that regulate contaminants in public water supplies, provide funding for infrastructure projects, protect sources of drinking water, and promote the capacity of water systems to comply with SDWA regulations.

The Budget for Fiscal Year 2007
Congress used three continuing resolutions on appropriations to fund all but two appropriation acts in the first half of the fiscal year 2007. The third one runs through February 15, 2007. The new chairmen of the House and Senate Appropriations Committees indicated that they will present a full-year, modified resolution to Congress funding the remaining appropriations before the third continuing resolution expires. This report contains information on the background and analysis for the federal budget in the fiscal year 2007, the financial situation at that time, budgeting tools, budgetary actions, outlays, receipts, deficits, and related materials.

North Korea: Economic Sanctions
U.S. economic sanctions are imposed against North Korea for five primary reasons: (1) North Korea is seen as posing a threat to U.S. national security; (2) North Korea is designated by the Secretary of State as a state sponsor or supporter of international terrorism; (3) North Korea is a Marxist-Leninist state, with a Communist government; (4) North Korea has been found by the State Department to have engaged in proliferation of weapons of mass destruction; and (5) North Korea has been found by the President to have detonated a nuclear explosive device. This paper explains the U.S. economic sanctions currently in place, and summarizes recent events as they relate to the potential application of additional restrictions.

U.S. Nuclear Weapons: Changes in Policy and Force Structure
This report provides a general overview of the past, present, and possible future of U.S. nuclear policy. It begins with a review of the international security environment, highlighting the threats that the United States has sought to deter or respond to with its nuclear forces. It then reviews the strategy and doctrine guiding the U.S. nuclear force posture, targeting and employment policy, the numbers and types of weapons in the nuclear force structure, and the infrastructure that has supported design, development, and testing of U.S. nuclear weapons. In each of these areas, the report summarizes U.S. nuclear policy during the Cold War, identifies changes implemented in the decade after the collapse of the Soviet Union, and details how the Bush Administration proposes to bring continuity and change to U.S. nuclear weapons, policy, and infrastructure.

U.S. Strategic Nuclear Forces: Background, Developments, and Issues
This report reviews the ongoing programs that will affect the expected size and shape of the U.S. strategic nuclear force structure. It begins with an overview of this force structure during the Cold War, and summarizes the reductions and changes that have occurred since 1991. DOD's High-Risk Areas: Progress Made Implementing Supply Chain Management Recommendations, but Full Extent of Improvement Unknown
A letter report issued by the Government Accountability Office with an abstract that begins "Military operations in Iraq and Afghanistan have focused attention on the Department of Defense's (DOD) supply chain management. The supply chain can be critical to determining outcomes on the battlefield, and the investment of resources in DOD's supply chain is substantial. In 2005, with the encouragement of the Office of Management and Budget (OMB), DOD prepared an improvement plan to address some of the systemic weaknesses in supply chain management. GAO was asked to monitor implementation of the plan and DOD's progress toward improving supply chain management. GAO reviewed (1) the integration of supply chain management with broader defense business transformation and strategic logistics planning efforts; and (2) the extent DOD is able to demonstrate progress. In addition, GAO developed a baseline of prior supply chain management recommendations. GAO surveyed supply chain-related reports issued since October 2001, identified common themes, and determined the status of the recommendations."

Human Capital: Retirements and Anticipated New Reactor Applications Will Challenge NRC's Workforce
A letter report issued by the Government Accountability Office with an abstract that begins "The Nuclear Regulatory Commission (NRC) is responsible for licensing and inspecting the nation's nuclear power plants to ensure their safety and security. By 2010, about one third of NRC's workforce with mission-critical skills will be eligible to retire. At the same time, NRC's workforce needs to expand because NRC expects to receive at least 20 applications for 29 new nuclear power reactors beginning in October 2007. GAO assessed NRC's ability to meet its workforce needs by examining the extent to which NRC (1) has aligned its human capital planning framework with its strategic mission and programmatic goals; (2) is effectively recruiting, developing, and retaining critically skilled personnel; and (3) is addressing future uncertainties that could affect its overall workforce capacity. GAO examined strategic workforce planning and implementation documents, interviewed cognizant managers on NRC's human capital framework and activities, and surveyed these managers about NRC's human capital flexibilities and measures."
