Fuel Transformer Solid Oxide Fuel Cell (open access)

Fuel Transformer Solid Oxide Fuel Cell

The following report documents the technical approach and conclusions made by Acumentrics Corporation during latest budget period toward the development of a low cost 10kW tubular SOFC power system. The present program, guided under direction from the National Energy Technology Laboratory of the US DOE, is a nine-year cost shared Cooperative Agreement totaling close to $74M funded both by the US DOE as well as Acumentrics Corporation and its partners. The latest budget period ran from July of 2005 through December 2005. Work focused on cell technology enhancements as well as BOP and power electronics improvements and overall system design. Significant progress was made in increasing cell power enhancements as well as decreasing material cost in a drive to meet the SECA cost targets. The following report documents these accomplishments in detail as well as the layout plans for further progress in next budget period.

Final Technical Report (open access)

Final Technical Report

In the fiscal years 2003 through 2006, the LMU-IAC conducted 76 industrial assessments with 595 assessment recommendations, with 382 recommendations implemented, with practically all plant types and sizes, extending in geographical location from about 250 miles north of LMU-IAC to 50 miles south and 90 miles east. Plant sizes varied from one building of 30,000 sq ft to 17 buildings of 1.5 million sq ft. The amount of energy savings identified was worth about $34,303,699. Because of the national level Lean Productivity programs at the university, LMU-IAC is unique in its expertise of the impact of Lean productivity on energy savings, which is huge, far exceeding the energy savings from the equipment improvements. Besides energy savings, LMU-IAC promoted the good name of the program and DOE in the local industry, utilities, trade organizations, the vast aerospace industry, educational institutions, and the public. The IAC work resulted in numerous public lectures, a chapter in the Encyclopedia of Industrial Energy, and several journal articles. 37 students, including 8 graduate students have been trained and issued DOE IAC Certificates. Several of them found work as energy experts.

Providing the Basis for Innovative Improvements in Advanced LWR Reactor Passive Safety Systems Design: An Educational R&D Project (open access)

Providing the Basis for Innovative Improvements in Advanced LWR Reactor Passive Safety Systems Design: An Educational R&D Project

This project characterizes typical two-phase stratified flow conditions in advanced water reactor horizontal pipe sections, following activation of passive cooling systems. It provides (1) a means to educate nuclear engineering students regarding the importance of two-phase stratified flow in passive cooling systems to the safety of advanced reactor systems and (2) describes the experimental apparatus and process to measure key parameters essential to consider when designing passive emergency core cooling flow paths that may encounter this flow regime. Based on data collected, the state of analysis capabilities can be determined regarding stratified flow in advanced reactor systems and the best paths forward can be identified to ensure that the nuclear industry can properly characterize two-phase stratified flow in passive emergency core cooling systems.

Short Pulse Laser Absorption and Energy Partition at Relativistic Laser Intensities (open access)

Short Pulse Laser Absorption and Energy Partition at Relativistic Laser Intensities

We have performed experiments at the COMET and Calisto short pulse laser facilities to make the first comprehensive measurements of the laser absorption and energy partition in solid targets heated with an ultrashort laser pulse focused to relativistic laser intensities (>10 10{sup 17} W/cm{sup 2}). The measurements show an exceedingly high absorption for P polarized laser-target interactions above 10{sup 19} W/cm{sup 2}. Additionally, the hot electron population is observed to markedly increase at the same intensity range. An investigation of the relaxation process was initiated u using time sing time-resolved K{sub {alpha}} spectroscopy. Measurements of the time time-resolved K{sub {alpha}} radiation suggest a 10-20 ps relativistic electron relaxation time. However modeling difficulties of these data are apparent and a more detailed investigation on this subject matter is warranted.

Using Femtosecond Laser Subcellular Surgery as a Tool to Study Cell Biology (open access)

Using Femtosecond Laser Subcellular Surgery as a Tool to Study Cell Biology

Research on cellular function and regulation would be greatly advanced by new instrumentation using methods to alter cellular processes with spatial discrimination on the nanometer-scale. We present a novel technique for targeting submicrometer sized organelles or other biologically important regions in living cells using femtosecond laser pulses. By tightly focusing these pulses beneath the cell membrane, we can vaporize cellular material inside the cell through nonlinear optical processes. This technique enables non-invasive manipulation of the physical structure of a cell with sub-micrometer resolution. We propose to study the role mitochondria play in cell proliferation and apoptosis. Our technique provides a unique tool for the study of cell biology.

Department of Energy: Major Construction Projects Need a Consistent Approach for Assessing Technology Readiness to Help Avoid Cost Increases and Delays (open access)

Department of Energy: Major Construction Projects Need a Consistent Approach for Assessing Technology Readiness to Help Avoid Cost Increases and Delays

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Energy (DOE) spends billions of dollars on major construction projects that help maintain the nuclear weapons stockpile, conduct research and development, and process nuclear waste so that it can be disposed of. Because of DOE's long-standing project management problems, GAO determined the extent to which (1) DOE's major construction projects are having cost increases and schedule delays and the major factors contributing to these problems and (2) DOE ensures that project designs are sufficiently complete before construction begins to help avoid cost increases and delays. We examined 12 DOE major projects with total costs of about $27 billion, spoke with federal and contractor officials, and reviewed project management documents."

Final Report, Next-Generation Mega-Voltage Cargo-Imaging System for Cargo Conainer Inspection, March 2007

The UNLV Research Foundation, as the primary award recipient, teamed with Varian Medical Systems-Security & Inspection Products and the University of Nevada Las Vegas (UNLV) for the purpose of conducting research and engineering related to a "next-generation" mega-voltage imaging (MVCI) system for inspection of cargo in large containers. The procurement and build-out of hardware for the MVCI project has been completed. The K-9 linear accelerator and an optimized X-ray detection system capable of efficiently detecting X-rays emitted from the accelerator after they have passed through the device is under test. The Office of Science financial assistance award has made possible the development of a system utilizing a technology which will have a profound positive impact on the security of U.S. seaports. The proposed project will ultimately result in critical research and development advances for the "next-generation" Linatron X-ray accelerator technology, thereby providing a safe, reliable and efficient fixed and mobile cargo inspection system, which will very significantly increase the fraction of cargo containers undergoing reliable inspection as the enter U.S. ports. Both NNSA/NA-22 and the Department of Homeland Security's Domestic Nuclear Detection Office are collaborating with UNLV and its team to make this technology available as soon as possible.

Information Security: Sustained Progress Needed to Strengthen Controls at the Securities and Exchange Commission

A letter report issued by the Government Accountability Office with an abstract that begins "In carrying out its mission to ensure that securities markets are fair, orderly, and efficiently maintained, the Securities and Exchange Commission (SEC) relies extensively on computerized systems. Integrating effective information security controls into a layered control strategy is essential to ensure that SEC's financial and sensitive information is protected from inadvertent or deliberate misuse, disclosure, or destruction. As part of its audit of SEC's financial statements, GAO assessed (1) SEC's actions to correct previously reported information security weaknesses and (2) the effectiveness of controls for ensuring the confidentiality, integrity, and availability of SEC's information systems and information. To do this, GAO examined security policies and artifacts, interviewed pertinent officials, and conducted tests and observations of controls in operation."
