DOD is Making Progress in Adopting Best Practices for the Transformational Satellite Communications System and Space Radar but Still Faces Challenges

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) is working to achieve information superiority over adversaries and share information seamlessly among disparate weapons systems. Two programs envisioned as a part of this effort are Transformational Satellite Communications System (TSAT) and Space Radar. TSAT is designed to provide rapid worldwide secure communications with air and space systems--including Space Radar--through radio frequency and laser communications links. Space Radar is expected to provide global all-weather intelligence, surveillance, and reconnaissance, particularly in denied areas, for military, national intelligence, and civil users. Both TSAT and Space Radar will require major software development efforts and employ a significant number of experienced staff. TSAT and Space Radar development efforts are expected to be among the most costly space systems ever developed by DOD. In 2004, TSAT was estimated to have a total life cycle cost of about $16 billion, of which $2.0 billion will have been spent at the end of fiscal year 2007. Yucca Mountain: DOE Has Improved Its Quality Assurance Program, but Whether Its Application for a NRC License Will Be High Quality Is Unclear

A letter report issued by the Government Accountability Office with an abstract that begins "Nuclear power reactors generate highly radioactive waste. To permanently store this waste, the Department of Energy (DOE) has been working to submit a license application to the Nuclear Regulatory Commission (NRC) for a nuclear waste repository at Yucca Mountain about 100 miles from Las Vegas, Nevada. Although the project has been beset with delays, in part because of persistent problems with its quality assurance program, DOE stated in July 2006 that it will submit a license application with NRC by June 30, 2008. NRC states that a high-quality application needs to be complete, technically adequate, transparent by clearly justifying underlying assumptions, and traceable back to original source materials. GAO examined (1) DOE's development of its schedule for submitting a license application and the stakeholders with whom it consulted, (2) NRC's assessment of DOE's readiness to submit a high-quality application, and (3) DOE's progress in addressing quality assurance recommendations and challenges identified in GAO's March 2006 report. A letter report issued by the Government Accountability Office with an abstract that begins "Concerns over national security, environmental stresses, and high fuel prices have raised interest in reducing oil consumption. Through the Corporate Average Fuel Economy (CAFE) program, the National Highway Traffic Safety Administration (NHTSA) requires cars and light trucks to meet certain fuel economy standards. As requested, GAO discusses (1) how CAFE standards are designed to reduce fuel consumption, (2) strengths and weaknesses of the CAFE program and NHTSA's capabilities, and (3) market-based policies that could complement or replace CAFE. To do this work, GAO reviewed recent studies and interviewed leading experts and agency officials."

Gulf Coast Rebuilding: Observations on Federal Financial Implications

Testimony issued by the Government Accountability Office with an abstract that begins "The devastation caused by the Gulf Coast hurricanes presents the nation with unprecedented challenges as well as opportunities to reexamine shared responsibility among all levels of government. All levels of government, together with the private and nonprofit sectors, will need to play a critical role in the process of choosing what, where, and how to rebuild. Agreeing on what the costs are, what federal funds have been provided, and who will bear the costs will be key to the overall rebuilding effort. This testimony (1) places federal assistance provided to date in the context of damage estimates for the Gulf Coast, and (2) discusses key federal programs that provide rebuilding assistance to the Gulf Coast states. In doing so, GAO highlights aspects of rebuilding likely to place continued demands on federal resources. GAO visited the Gulf Coast region, reviewed state and local documents, and interviewed federal, state, and local officials. GAO's ongoing work on these issues focuses on the use of federal rebuilding funds and administration of federal programs in the Gulf Coast region."

Pushing the limits of plasma length in inertial fusion laser-plasma interaction experiments

We demonstrate laser beam propagation and low backscatter in laser produced hohlraum plasmas of ignition plasma length. At intensities I < 5 x 10{sup 14} W cm{sup -2} greater than 80% of the energy in a blue (3{omega}, 351 nm) laser is transmitted through a L=5-mm long, high-temperature (T{sub e} = 2.5 keV), high-density (n{sub e} = 5 x 10{sup 20} cm{sup -3}) plasma. These experiments show that the backscatter scales exponentially with plasma length which is consistent with linear theory. The backscatter calculated by a new steady state 3D laser-plasma interaction code developed for large ignition plasmas is in good agreement with the measurements.

Global polarization measurement in Au+Au collisions

The system created in non-central relativisticnucleus-nucleus collisions possesses large orbital angular momentum. Dueto spin-orbit coupling, particles produced in such a system could becomeglobally polarized along the direction of the system angular momentum. Wepresent the results of Lambda and anti-Lambda hyperon global polarizationmeasurements in Au+Au collisions at sqrt sNN=62.4 GeV and 200 GeVperformed with the STAR detector at RHIC. The observed globalpolarization of Lambda and anti-Lambda hyperons in the STAR acceptance isconsistent with zero within the precision of the measurements. Theobtained upper limit, lbar P Lambda, anti-Lambda rbar<= 0.02, iscompared to the theoretical values discussed recently in theliterature.

An X-ray Study of Shock-Recovered Tantalum Single Crystals

In this paper, we report shock-induced new grains and residual lattice tension in tantalum single crystals. The single crystals with orientations in [001], [011], [111], and [123] directions are shocked at {approx}55 GPa in gas gun under almost identical conditions. New grains in the shocked crystals are revealed by x-ray scanning analysis. Rather than lattice compression that is frequently probed by in situ x-ray diffraction technique, we find significant residual lattice tension in the recovered tantalum crystals. Such residual lattice tension is attributed to the dislocation cells and their deformation. The dislocation cells are accordingly estimated to be greater than 100 nm from broadening of x-ray diffraction peak.

Resonance transition 795-nm Rubidium laser using 3He buffer gas

We report the first demonstration of a 795-nm Rubidium resonance transition laser using a buffer gas consisting of pure {sup 3}He. This follows our recent demonstration of a hydrocarbon-free 795-nm Rubidium resonance laser which used naturally-occurring He as the buffer gas. Using He gas that is isotopically enriched with {sup 3}He yields enhanced mixing of the Rb fine-structure levels. This enables efficient lasing at reduced He buffer gas pressure, improving thermal management in high average power Rb lasers and enhancing the power scaling potential of such systems.

Self-Consistent Criteria for Evaluation of Neutron Interaction

New safe interaction criteria for containers of fissionable materials handled at the Oak Ridge Gaseous Diffusion Plant have been developed on the basis of an interaction theory using the basic concepts of a safe solid angle subtended by interacting containers, and the multiplication factor as determined by two-group theory for an individually safe containers The calculated results agree satisfactorily with experimental data obtained with identical interacting units involving both cylinders and slabs containing highly enriched uranium, the core compositions of which were varied between H/U-235 atomic ratios of 44.3 and 337. The application of the derived interaction criteria to items containing material with low moderation or low U-235 assay, and to containers for which nuclear safety is dependent upon control of the U-235 mass or U-235 concentration is discussed.

DATA QUALITY OBJECTIVE SUMMARY REPORT FOR THE 105 K EAST ION EXCHANGE COLUMN MONOLITH

The 105-K East (KE) Basin Ion Exchange Column (IXC) cells, lead caves, and the surrounding vault are to be removed as necessary components in implementing ''Hanford Federal Facility Agreement and Consent Order'' (Ecology et al. 2003) milestone M-034-32 (Complete Removal of the K East Basin Structure). The IXCs consist of six units located in the KE Basin, three in operating positions in cells and three stored in a lead cave. Methods to remove the IXCs from the KE Basin were evaluated in KBC-28343, ''Disposal of K East Basin Ion Exchange Column Evaluation''. The method selected for removal was grouting the six IXCs into a single monolith for disposal at the Environmental Restoration Disposal Facility (ERDF). Grout will be added to the IXC cells, IXC lead caves containing spent IXCs, and in the spaces between the lead cave walls and metal skin, to immobilize the contaminants, provide self-shielding, minimize void space, and provide a structurally stable waste form. The waste to be offered for disposal is the encapsulated monolith defined by the exterior surfaces of the vault and the lower surface of the underlying slab. Multicomponent Transport through Realistic Zeolite Membranes: Characterization & Transport in Nanoporous Networks

These research studies focused on the characterization and transport for porous solids which comprise both microporosity and mesoporosity. Such materials represent membranes made from zeolites as well as for many new nanoporous solids. Several analytical sorption techniques were developed and evaluated by which these multi-dimensional porous solids could be quantitatively characterized. Notably an approach by which intact membranes could be studied was developed and applied to plate-like and tubular supported zeolitic membranes. Transport processes were studied experimentally and theoretically based on the characterization studies.
