Defense Transformation: Background and Oversight Issues for Congress
This report addresses defense transformation from a DOD-wide perspective. The Bush Administration identified transformation as a major goal for the Department of Defense (DOD) soon after taking office and has since worked to refine and implement its plans for defense transformation. Defense transformation can be defined as large-scale, discontinuous, and possibly disruptive changes in military weapons, concepts of operations (i.e., approaches to warfighting) and organization. The issue for the 109th Congress is how to take the concept of defense transformation into account in assessing and acting on Administration proposals for DOD.

Emergency Communications: The Emergency Alert System (EAS) and All-Hazard Warnings
The Emergency Alert System (EAS) is one of several federally managed warning systems. The Federal Emergency Management Agency (FEMA) jointly administers EAS with the Federal Communications Commission (FCC), in cooperation with the National Weather Service (NWS), an organization within the National Oceanic and Atmospheric Administration (NOAA). The NOAA/NWS weather radio system has been upgraded to an all-hazard warning capability. Public Safety Communications Policy
Since September 11, 2001, the effectiveness of America’s communications capabilities in support of the information needs of first responders and other public safety workers have been a matter of concern to Congress. The Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) included sections that responded to recommendations made by the 9/11 Commission, in its report of July 2004, and by others in recent years, regarding public safety communications. Most public safety advocates consider that the communications failures following the the onslaught of Hurricane Katrina demonstrates that there is much still to be done to provide the United States with adequate communications capabilities in emergencies.

Spyware: Background and Policy Issues for Congress
The term “spyware” is not well defined. Generally, it is used to refer to any software that is downloaded onto a person’s computer without their knowledge. Spyware may collect information about a computer user’s activities and transmit that information to someone else. It may change computer settings, or cause “pop-up” advertisements to appear (in that context, it is called “adware”). Spyware may redirect a Web browser to a site different from what the user intended to visit or change the user’s home page. A type of spyware called “keylogging” software records individual keystrokes, even if the author modifies or deletes what was written, or if the characters do not appear on the monitor. Thus, passwords, credit card numbers, and other personally identifiable information may be captured and relayed to unauthorized recipients.

The Navy in February 2006 proposed to maintain in coming years a fleet of 313 ships, including, among other things, 11 aircraft carriers, 48 attack submarines (SSNs), 88 cruisers and destroyers, 55 Littoral Combat Ships (LCSs), 31 amphibious ships, and a Maritime Prepositioning Force (Future), or MPF(F), squadron with 12 new-construction amphibious and sealift-type ships. In conjunction with this proposed 313-ship fleet, the Navy submitted a 5-year (FY2007-FY2011) shipbuilding plan as part of the FY2007-FY2011 Future Years Defense Plan (FYDP), and a 30- year (FY2007-FY2036) shipbuilding plan that the Navy is required by law to submit each year.

The Budget for Fiscal Year 2006
The July 2005 mid-year budget report from the Administration had an improved deficit outlook through FY2010, while CBO’s August 2005 mid-year report included a somewhat worsened baseline deficit outlook. Congress passed three continuing resolutions (CRs) on appropriations during the fall and early winter to fund otherwise unfunded activities. It needed the time to complete action on the regular appropriation bills for FY2006. The last two cleared Congress on December 21, almost three months after the start of FY2006.

Palestinian Education and the Debate Over Textbooks
Palestinian education reform is often seen as a key element in internal Palestinian reform and the Palestinian-Israeli peace process. Many analysts frequently have expressed concern that the Palestinian Authority (PA) education curriculum incites a younger generation of Palestinians to reject Israel, Judaism, and the achievement of peace in the region. Furthermore, some policymakers maintain that Palestinian education reform is important not only for Israeli-Palestinian peace but also for broader U.S. interests in the region. From their perspective, a diverse, balanced curriculum may serve as a benchmark toward greater peace, democratization, and the development of a vibrant civil society in the Palestinian Territories.
