Since 1992, the United States has provided more than $26 billion in assistance to the 12 states of the former Soviet Union (FSU). It continues to provide nearly $2 billion annually. This report describes the broad framework of U.S. assistance programs and policies in the region and then focuses on the FREEDOM Support Act (FSA) account under the foreign operations budget which, encompassing all U.S. objectives in the region, has often been the means by which Congress has expressed its views and sought to influence policy.

Wideband Multichannel Time-Reversal Processing for Acoustic Communications in a Tunnel-like Structure

The development of multichannel time-reversal (T/R) processing techniques continues to progress rapidly especially when the need to communicate in a highly reverberative environment becomes critical. The underlying T/R concept is based on time-reversing the Green's function characterizing the uncertain communications channel investigating the deleterious dispersion and multipath effects. In this paper, attention is focused on two major objectives: (1) wideband communications leading to a time reference modulation technique; and (2) multichannel acoustic communications in a tunnel (or cave or pipe) with many obstructions, multipath returns, severe background noise, disturbances, long propagation paths ({approx}180) with disruptions (bends). For this extremely hostile environment, it is shown that multichannel T/R receivers can easily be extended to the wideband designs while demonstrating their performance in both the ''canonical'' stairwell of our previous work as well as a tunnel-like structure. Acoustic information signals are transmitted with an 8-element host or base station array to two client receivers with a significant loss in signal levels due to the propagation environment. In this paper, the results of the new wideband T/R processor and modulation scheme are discussed to demonstrate the overall performance for both high (24-bit) and low (1-bit) bit level analog-to-digital (A/D) converter designs. WTO Doha Round: The Agricultural Negotiations

The pace of negotiations in the Doha Round of multilateral trade negotiations quickened in October 2005 as the December Hong Kong Ministerial Conference of the World Trade Organization (WTO) approached. At Hong Kong, however, while WTO members agreed on a broad outline of negotiating objectives for further liberalizing global trade in agriculture, industry and services, they made only limited progress in determining precise numerical formulas (known as modalities) for meeting the Round’s aims. WTO members agreed to intensify efforts to reach agreement on modalities and conclude Doha Round negotiations by the end of 2006. This report assesses the current status of agricultural negotiations in the Doha Round; traces the developments leading up to the Hong Kong Ministerial; examines the major agricultural negotiating proposals; discusses the potential effects of a successful Doha Round agreement on global trade, income, U.S. farm policy, and U.S. agriculture; and provides background on the WTO, the Doha Round, the key negotiating groups, and a schedule of historical and upcoming events relevant to the agricultural negotiations.

Afghanistan: Post-War Governance, Security, and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

AGN Feedback And Evolution of Radio Sources: Discovery of An X-Ray Cluster Associated With Z=1 Quasar

We report the first significant detection of an X-ray cluster associated with a powerful (L{sub bol} {approx} 10{sup 47} erg sec{sup -1}) radio-loud quasar at high redshift (z=1.06). Diffuse X-ray emission is detected out to {approx} 120 kpc from the CSS quasar 3C 186. A strong Fe-line emission at the z{sub rest} = 1.06 confirms its thermal nature. We find that the CSS radio source is highly overpressured with respect to the thermal cluster medium by 2-3 orders of magnitude. This provides direct observational evidence that the radio source is not thermally confined as posited in the ''frustrated'' scenario for CSS sources. Instead, the radio source may be young and at an early stage of its evolution. This source provides the first detection of the AGN in outburst in the center of a cooling flow cluster. Powerful radio sources are thought to be triggered by the cooling flows. The evidence for the AGN activity and intermittent outbursts comes from the X-ray morphology of low redshift clusters, which usually do not harbour quasars. 3C186 is a young active radio source which can supply the energy into the cluster and potentially prevent its cooling. The time-dependent CP asymmetries in fully reconstructed B{sup 0} {yields} D{sup (*){+-}}{pi}{sup {-+}}/{rho}{sup {-+}} decays (new preliminary result), and in partially reconstructed B{sup 0} {yields} D{sup (*){+-}}{pi}{sup {-+}} decays, are measured with the BABAR detector at the PEP-II asymmetric B factory at SLAC, using 232 million {Upsilon}(4S) {yields} B{bar B} decays. We combine the above results and, using other measurements and theoretical assumptions, they interpret them in terms of the angles of the unitarity triangle describing the Cabibbo-Kobayashi-Maskawa matrix. They find |sin(2{beta} + {gamma})| > 0.64(0.42) at 68%(90%) confidence level using a frequentistic approach and |2{beta}+ {gamma}| = (90 {+-} 43){sup o} using a Bayesian approach.
