Originally published in 1979, Geraldine Ellis Watson’s Big Thicket Plant Ecology is now back in print. This updated edition explores the plant biology, ecology, geology, and environmental regions of the Big Thicket National Preserve. After decades of research on the Big Thicket, Watson concluded that the Big Thicket was unique for its biological diversity, due mainly to interactions of geology and climate. A visitor in the Big Thicket could look in four different directions from one spot and view scenes typical of the Appalachians, the Florida Everglades, a southwestern desert, or the pine barrens of the Carolinas. Watson covers the ecological and geological history of the Big Thicket and introduces its plant life, from longleaf pines and tupelo swamps to savannah wetlands and hardwood flats. “This is the work on the plant biology of the Big Thicket.”—Pete A.Y. Military Personnel: Reserve Components Need Guidance to Accurately and Consistently Account for Volunteers on Active Duty for Operational Support

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) and Congress have expressed concern with the frequency and length of time that volunteer reservists serve on active duty. In fiscal year 2006, DOD nearly doubled its fiscal year 2005 estimate for the total maximum levels of reservists volunteering to be on active duty for operational support. Congress required GAO to review the reasons behind the increases and expressed an interest in understanding which reservists were being included or excluded from these numbers. In this report, GAO (1) identified the factors that led to the increase in DOD's requests for the maximum number of volunteer reserve personnel authorized to be on active duty for operational support since DOD's initial request in fiscal year 2005 and (2) assessed the extent to which the reserve components have consistently reported the number of reservists serving in an operational support capacity since 2005. Indian Issues: BLM's Program for Issuing Individual Indian Allotments on Public Lands Is No Longer Viable

Correspondence issued by the Government Accountability Office with an abstract that begins "Beginning in the late nineteenth century the federal government began an effort to assimilate Indians by transferring them from communal tribal existence to individual land ownership. The Act of February 8, 1887, commonly referred to as the General Allotment Act, initiated the federal government's Indian allotment policy. The act authorized the President to allot parcels of land to individual Indians--generally in sizes of 40, 80, or 160 acres--on Indian reservations and on public lands. The act was implemented by the Department of the Interior's (Interior) Bureau of Indian Affairs (BIA) and Bureau of Land Management (BLM). Under this authority, BIA issued millions of acres of individual allotments on Indian reservations, and BLM issued thousands of acres of individual Indian allotments on public lands. However, in 1934, the Indian Reorganization Act largely reversed the federal government's Indian allotment policy and replaced it with a policy that encouraged tribal self-governance. Section 5 of the Indian Reorganization Act also provided the Secretary of the Interior new authority to acquire land, on and off reservations, on behalf of federally recognized tribes or their members. A letter report issued by the Government Accountability Office with an abstract that begins "The September 11 attacks showed that agencies must balance the need to protect and share sensitive information to prevent future attacks. Agencies classify this information or designate it sensitive but unclassified to protect and limit access to it. The National Archives' Information Security Oversight Office (ISOO) assesses agencies' classification management programs, and in July 2004 and April 2005 recommended changes to correct problems at the Justice Department (DOJ) and Federal Bureau of Investigation (FBI). GAO was asked to examine (1) DOJ's and FBI's progress in implementing the recommendations and (2) the management controls DOJ components have to ensure the proper use of sensitive but unclassified designations. GAO reviewed ISOO's reports and agency documentation on changes implemented and controls in place, and interviewed security program managers at DOJ, its components, and ISOO to examine these issues."

A letter report issued by the Government Accountability Office with an abstract that begins "Because terrorists do not operate on a 9-5 schedule, the Department of Homeland Security (DHS) and its operational components have established information gathering and analysis centers that conduct activities 24 hours a day, 7 days a week, 365 days a year. Staff at these operations centers work to help detect, deter, and prevent terrorist acts. DHS has determined that out of 25 operations centers, four require higher levels of collaboration that can only be provided by personnel from multiple DHS agencies, and other federal, and sometimes state and local, agencies. For these four multi-agency operations centers, this report (1) describes their missions, products, functions, and customers and (2) assesses the extent to which DHS efforts to promote collaboration among the multiple agencies responsible for the centers reflect key practices for enhancing and sustaining collaborative efforts. To do so, GAO visited operations centers, reviewed data and reports from the centers, and interviewed center and other DHS officials."

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2003, the Department of Homeland Security's U.S. Customs and Border Protection (CBP) has been unable to collect at least $480 million in antidumping (AD) and countervailing (CV) duties. In July 2004, CBP revised its policy regarding the continuous bonds (CB) that importers post. The policy potentially significantly increases the amount of the bonds for affected importers. Following the application of the policy to imports of shrimp as a "test case," U.S. importers and trading partners initiated legal action to prevent CBP from continuing to apply the policy. GAO examined why and how CBP revised its CB policy, how CBP implemented the revised policy, and the effects of the revised policy."

Capital Financing: Department Management Improvements Could Enhance Education's Loan Program for Historically Black Colleges and Universities

A letter report issued by the Government Accountability Office with an abstract that begins "Historically Black Colleges and Universities (HBCU), which number around 100, undertake capital projects to provide appropriate settings for learning, but many face challenges in doing so. In 1992, Congress created the HBCU Capital Financing Program to help HBCUs fund capital projects by offering loans with interest rates near the government's cost of borrowing. We reviewed the program by considering (1) HBCU capital project needs and program utilization, (2) program advantages compared to other sources of funds and schools' views on loan terms, (3) the Department of Education's (Education) program management, and (4) certain schools' perspectives on and Education's plan to implement loan provisions specifically authorized by Congress in June 2006 to assist in hurricane recovery efforts. To conduct our work, we reviewed applicable laws and program materials and interviewed officials from federal agencies and 34 HBCUs."

A letter report issued by the Government Accountability Office with an abstract that begins "GAO continues to have concerns about restatements to federal agencies' previously issued financial statements. During fiscal year 2005, at least 7 of the 24 Chief Financial Officers (CFO) Act agencies restated certain of their fiscal year 2004 financial statements to correct misstatements. To study this trend, GAO reviewed the nature and causes of the restatements made by certain CFO Act agencies in fiscal year 2004 to their fiscal year 2003 financial statements. Eleven CFO Act agencies had restatements for fiscal year 2003. Nine of those 11 received unqualified opinions on their originally issued fiscal year 2003 financial statements. GAO's view is that users of federal agencies' financial statements and the related audit reports need to be provided at least a basic understanding of why a restatement was necessary and its effect on the agencies' previously issued financial statements and related audit reports. This report communicates GAO's observations on the transparency and timeliness of the 9 federal agencies' and their auditors' restatement disclosures."

A letter report issued by the Government Accountability Office with an abstract that begins "To identify areas facing shortages of health care providers, the Department of Health and Human Services (HHS) relies on its health professional shortage area (HPSA) designation system. HHS designates geographic, population-group, and facility HPSAs. HHS also gives each HPSA a score to rank its need for providers relative to other HPSAs. The Health Care Safety Net Amendments of 2002 required GAO to report on the HPSA designation system. GAO reviewed (1) the number and location of HPSAs and federal programs that use HPSA designations to allocate resources or provide benefits, (2) available research on HPSA designation criteria and methodology, and (3) the impact of a 2002 provision that automatically designates federally qualified health centers and certain rural health clinics as facility HPSAs. GAO obtained and analyzed HHS's data on primary care HPSA designations as of September 2005 and January 2006 and identified reports on HPSA criteria and methodology through a literature search of peer-reviewed journals and other reports published since 1995."

Because of the FBI's experience with VCF and the importance of Sentinel, GAO was requested to address a number of program management issues associated with acquiring Sentinel via a prime development contractor. This report focuses on one of these issues: whether the FBI is adequately providing for the program's human capital needs. Correspondence issued by the Government Accountability Office with an abstract that begins "Since the attacks of September 11, 2001, combating terrorism has been one of the nation's highest priorities. As part of that effort, preventing nuclear and radioactive material from being smuggled into the United States--perhaps to be used by terrorists in a nuclear weapon or in a radiological dispersal device (a "dirty bomb")--has become a key national security objective. The Department of Homeland Security (DHS) is responsible for providing radiation detection capabilities at U.S. ports-of-entry. Until April 2005, U.S. Customs and Border Protection (CBP) under DHS managed this program. However, on April 15, 2005, the president directed the establishment, within DHS, of the Domestic Nuclear Detection Office (DNDO), whose duties include acquiring and supporting the deployment of radiation detection equipment. CBP continues its traditional screening function at ports-of-entry to interdict dangerous nuclear and radiological materials through the use of radiation detection equipment, including portal monitors. The Pacific Northwest National Laboratory (PNNL), one of the Department of Energy's (DOE) national laboratories, manages the deployment of radiation portal monitors for DHS. A letter report issued by the Government Accountability Office with an abstract that begins "The Forest Service manages over 192 million acres of land, in part through vegetation management projects such as thinning trees. The National Environmental Policy Act (NEPA) requires the Forest Service to prepare either an environmental assessment (EA) or an environmental impact statement (EIS) before approving a project that may significantly affect the environment. The agency generally does not need to prepare such environmental analyses, however, if the project involves categories of activities that it previously found to have no significant environmental effects--activities known as a categorical exclusion. As of 2003, the Forest Service had one categorical exclusion--activities to improve timber stands or wildlife habitat. It has since added four new exclusions, but little is known about their use. GAO was asked to determine, for calendar years 2003 through 2005, (1) how many vegetation management projects the Forest Service approved, including those approved using categorical exclusions; (2) which categorical exclusions the agency used in approving projects; and (3) if field offices are not using categorical exclusions, why. A letter report issued by the Government Accountability Office with an abstract that begins "As Hurricane Katrina so forcefully demonstrated, the nation's critical infrastructures and key resources have been vulnerable to a wide variety of threats. Because about 85 percent of the nation's critical infrastructure is owned by the private sector, it is vital that the public and private sectors work together to protect these assets. The Department of Homeland Security (DHS) is responsible for coordinating a national protection strategy including formation of government and private sector councils as a collaborating tool. The councils, among other things, are to identify their most critical assets, assess the risks they face, and identify protective measures, in sector-specific plans that comply with DHS's National Infrastructure Protection Plan (NIPP). GAO examined (1) the extent to which these councils have been established; (2) the key facilitating factors and challenges affecting the formation of the councils; and (3) the overall status of the plans and key facilitating factors and challenges encountered in developing them. Correspondence issued by the Government Accountability Office with an abstract that begins "The White House Commission on the National Moment of Remembrance (Commission) was created on December 28, 2000, by the National Moment of Remembrance Act. The Commission's purpose is to sustain the American spirit through acts of remembrance, not only on Memorial Day but also throughout the year, for those who died serving our country. Congress appropriated $1.25 million to the Commission to fund its operations for fiscal years 2002 through 2005. In fiscal year 2005, the Commission received net appropriations of approximately $248,000, along with cash and in-kind donations of approximately $103,000 from individuals and businesses. In addition, it had approximately $244,000 in unexpended appropriations from prior fiscal years. The Commission expended approximately $239,000 of appropriated funds and funded costs of approximately $103,000 with cash and in-kind donations received during the fiscal year. The National Moment of Remembrance Act requires GAO to annually audit the financial transactions of the Commission. For this reason, the Financial Institutions, Reform, Recovery, and Enforcement Act of 1989 (FIRREA) established goals that the Federal Deposit Insurance Corporation (FDIC) and the Office of Thrift Supervision (OTS) must work toward to preserve and promote such institutions (support efforts). To evaluate their efforts, as well as those of the Office of the Comptroller of the Currency (OCC) and the Federal Reserve, GAO (1) reviewed the profitability of minority banks, (2) identified the regulators' support and assessment efforts, and (3) obtained the views of minority banks on the regulators' efforts. A letter report issued by the Government Accountability Office with an abstract that begins "During economic downturns, states may struggle to finance Medicaid, a federal-state health financing program for certain low-income individuals. States receive federal matching funds for their Medicaid programs according to a statutory formula based on each state's per capita income (PCI) in relation to national PCI. The number of individuals eligible for Medicaid can increase during downturns as a result of rising unemployment. GAO previously reported that any federal assistance to respond to downturns should be well-timed and account for each state's fiscal circumstances. GAO was asked to consider strategies to help states offset increased Medicaid expenditures in the event of future economic downturns. GAO analyzed policy proposals and federal and state strategies to cope with downturns to identify and develop three potential strategies. The Federal Aviation Administration (FAA), which has responsibility for safety and industry promotion, licenses operations of commercial space launches and launch sites. To allow the industry to grow, Congress prohibited FAA from regulating crew and passenger safety before 2012, except in response to high-risk events.
