A letter report issued by the Government Accountability Office with an abstract that begins "In 1991 the U.S. Department of Justice sued nine colleges and universities, alleging that they had restrained competition by making collective financial aid determinations for students accepted to more than one of these schools. Against the backdrop of this litigation, Congress enacted a temporary exemption from antitrust laws for higher education institutions in 1992. The exemption allows limited collaboration regarding financial aid practices with the goal of promoting equal access to education. The exemption applies only to institutional financial aid and can only be used by schools that admit students without regard to ability to pay. In passing an extension to the exemption in 2001, Congress directed GAO to study the effects of the exemption. GAO examined (1) how many schools used the exemption and what joint practices they implemented, (2) trends in costs and institutional grant aid at schools using the exemption, (3) how expected family contributions at schools using the exemption compare to those at similar schools not using the exemption, and (4) the effects of the exemption on affordability and enrollment. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on space to support a wide range of vital military missions. Many factors contribute to DOD success in space activities, and having sufficient quantities of space-qualified personnel to design, oversee, and acquire space assets, on which DOD expects to spend about $20 billion in fiscal year 2007, is critical to DOD's ability to carry out its mission. The individual services are responsible for providing adequately qualified space personnel to meet mission needs. The Air Force provides over 90 percent of the space personnel to DOD's mission, but has not identified the space acquisition workforce. This report examines the extent to which (1) the Air Force's space acquisition workforce is managed using a strategic workforce management approach, (2) there are sufficient numbers of Air Force space acquisition personnel to meet DOD's national security needs, and (3) the Air Force's space acquisition personnel are adequately qualified for their positions. For its analysis, GAO identified the space acquisition workforce as those Air Force scientists, engineers, and program managers with experience developing space assets."

For example, the Chief Financial Officers (CFO) Act of 1990 contains several provisions related to managerial cost accounting (MCA), one of which states that an agency's CFO should develop and maintain an integrated accounting and financial management system that provides for the development and reporting of cost information. Statement of Federal Financial Accounting Standards No.4, Managerial Cost Accounting Concepts and Standards for the Federal Government, and the Joint Financial Management Improvement Program's (JFMIP) Framework for Federal Financial Management Systems established accounting standards and system requirements for MCA information at federal agencies. The Federal Financial Management Improvement Act of 1996 built on this foundation and required, among other things, CFO Act agencies to comply substantially with federal accounting standards and federal financial management systems requirements. Testimony issued by the Government Accountability Office with an abstract that begins "This testimony's aim is to assist the Senate Committee on Appropriations, Subcommittee on the Legislative Branch in monitoring progress on the Capitol Visitor Center (CVC) project. Our remarks will focus on (1) the Architect of the Capitol's (AOC) progress in achieving selected project milestones and in managing the project's schedule since the Subcommittee's August 2, 2006, hearing on the project; (2) our assessment of the project's currently scheduled completion date; and (3) an update on the project's expected cost at completion and funding situation. As part of this discussion, we will address a number of key challenges and risks that continue to face the project, as well as actions we believe that AOC will need to take to meet its currently scheduled completion date. Testimony issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act (NCLBA) requires districts with schools receiving Title I funds that have not met state performance goals for 3 consecutive years to offer low-income students enrolled in these schools supplemental educational services (SES), such as tutoring. This testimony discusses early implementation of SES, including (1) how SES participation changed in recent years; (2) how providers work with districts to deliver services; (3) how states monitor and evaluate SES; and (4) how the Department of Education (Education) monitors and supports SES implementation. This testimony is based on an August 2006 report (GAO-06-758). For this report, GAO used the best available data on participation and obtained more recent information on other SES implementation issues through a state survey and a district survey, as well as visits to four school districts and interviews with providers."

In the proposed E-166 experiment at SLAC, 50 GeV electrons pass through a helical undulator, and produce circularly polarized photons, which interact with a tungsten target and generate longitudinally polarized positrons. The background is an important issue for an experiment under consideration. To address this issue, simulations were performed with the code GEANT3 to model the production of secondary particles from high-energy electrons hitting an undulator. The energy density of photons generated at the target has been analyzed. Results of the simulations are presented and discussed.

To study microwave instability the tracking code is developed. For bench marking, results are compared with Oide-Yokoya results [1] for broad-band Q = 1 impedance. Results hint to two possible mechanisms determining the threshold of instability.

This dissertation describes studies of the rare decays B{sub d} {yields} K{ell}{sup +}{ell}{sup -} and B{sub d} {yields} K*{ell}{sup +}{ell}{sup -}, where {ell}{sup +}{ell}{sup -} is either an e{sup +}e{sup -} or a {mu}{sup +}{mu}{sup -} pair. These decays are highly suppressed in the Standard Model, and could be strongly affected by physics beyond the Standard Model. The authors measure the total branching fractions {Beta}(B{sub d} {yields} K{ell}{sup +}{ell}{sup -}) = (0.34 {+-} 0.07 {+-} 0.03) x 10{sup -6}, {Beta}(B{sub d} {yields} K*{ell}{sup +}{ell}{sup -}) = (0.78{sub -0.17}{sup +0.19} {+-} 0.12) x 10{sup -6}. In addition, they measure the partial branching fractions, relative abundance of muons to electrons, direct CP asymmetry, dilepton forward-backward asymmetry, and longitudinal polarization of the K* in these modes. They also search for the lepton flavor-violating decays B{sub d} {yields} Ke{sup {+-}}{mu}{sup {-+}} and B{sub d} {yields} K*e{sup {+-}}{mu}{sup {-+}}. The measurements were performed at the SLAC PEP II storage ring running at the {Upsilon}(4S) resonance.

We present a scheme to solve the nonlinear multigroup radiation diffusion (MGD) equations. The method is incorporated into a massively parallel, multidimensional, Eulerian radiation-hydrodynamic code with adaptive mesh refinement (AMR). The patch-based AMR algorithm refines in both space and time creating a hierarchy of levels, coarsest to finest. The physics modules are time-advanced using operator splitting. On each level, separate 'level-solve' packages advance the modules. Our multigroup level-solve adapts an implicit procedure which leads to a two-step iterative scheme that alternates between elliptic solves for each group with intra-cell group coupling. For robustness, we introduce pseudo transient continuation ({Psi}tc). We analyze the magnitude of the {Psi}tc parameter to ensure positivity of the resulting linear system, diagonal dominance and convergence of the two-step scheme. For AMR, a level defines a subdomain for refinement. For diffusive processes such as MGD, the refined level uses Dirichet boundary data at the coarse-fine interface and the data is derived from the coarse level solution. After advancing on the fine level, an additional procedure, the sync-solve (SS), is required in order to enforce conservation. The Performance Demonstration Program (PDP) for Resource Conservation and Recovery Act (RCRA) constituents distributes test samples for analysis of volatile organic compounds (VOCs), semivolatile organic compounds (SVOCs), and metals in solid matrices. Each distribution of test samples is termed a PDP cycle. These evaluation cycles provide an objective measure of the reliability of measurements performed for transuranic (TRU) waste characterization. The primary documents governing the conduct of the PDP are the Quality Assurance Program Document (QAPD; DOE/CBFO-94-1012) and the Waste Isolation Pilot Plant (WIPP) Waste Analysis Plan (WAP) contained in the Hazardous Waste Facility Permit (NM4890139088-TSDF) issued by the New Mexico Environment Department. The WAP requires participation in the PDP; the PDP must comply with the QAPD and the WAP. This plan implements the general requirements of the QAPD and the applicable requirements of the WAP for the RCRA PDP. Participating laboratories demonstrate acceptable performance by successfully analyzing single- blind performance evaluation samples (subsequently referred to as PDP samples) according to the criteria established in this plan. PDP samples are used as an independent means to assess laboratory performance regarding compliance with the WAP quality assurance objectives (QAOs). This report describes the revised environmental rules, the background of the previous Clean Water Act rules and the Clinton Administration proposal, and perspectives of key interest groups on the proposal and final regulations. It also identifies several issues likely to be of congressional interest as implementing the rules, research needs, oversight of the implementation of the rules, and possible need for legislation.
