This report reviews (1) U.S. representation status and employment trends at five UN agencies, (2) factors affecting these agencies' ability to meet employment targets, and (3) the U.S. Department of State's (State) efforts to improve U.S. representation and additional steps that can be taken. A letter report issued by the Government Accountability Office with an abstract that begins "Hurricane Katrina was the largest, most destructive natural disaster in our nation's history. The problems experienced in responding to Katrina resulted in a number of investigations--by congressional committees, the White House Homeland Security Council, and others--regarding the preparations for and response to Katrina. GAO assisted the congressional investigations and, under the Comptroller General's authority, initiated a number of Katrina-related reviews. In March 2006 testimony, GAO provided its preliminary observations to Congress. The purpose of this report is to summarize what went well and why, what did not go well and why, and what changes are needed to improve the nation's readiness to respond to a catastrophic disaster; and to identify selected issues associated with the Gulf Coast's recovery. This report is based on GAO's prior work on catastrophic disasters, including Hurricane Andrew in 1992, the over 30 GAO reports completed to date on Hurricanes Katrina and Rita, ongoing GAO work, and other Hurricane Katrina reviews and lessons learned."

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) Financial Accountability Act, Public Law Number 108-330, requires DHS management to provide an assertion on the internal control that applies to financial reporting for fiscal year 2005 and to obtain an auditor's opinion on the department's internal control over its financial reporting for fiscal year 2006. The act also directs the Chief Financial Officers (CFO) Council and the President's Council on Integrity and Efficiency (PCIE) to conduct a joint study, and report to the Congress and to the Comptroller General of the United States, on the potential costs and benefits of requiring agencies subject to the Chief Financial Officers Act of 1990 to obtain audit opinions of their internal control over financial reporting. The DHS Financial Accountability Act also requires that the Comptroller General of the United States review the joint study and report the results of this analysis to the Congress. Hurricanes Rita and Wilma further exacerbated damage to the region. The Federal Emergency Management Agency (FEMA), within the Department of Homeland Security (DHS), was tasked with the primary role of managing the federal relief and recovery efforts. This review was performed under the Comptroller General's authority because of widespread congressional interest in the response to this disaster. GAO examined whether the federal government was adequately tracking and reporting on the use of the funding provided in the four emergency supplemental appropriations acts enacted as of June 2006. GAO analyzed the emergency supplemental appropriations acts and conference reports, reviewed FEMA's required weekly reports, and interviewed federal agency officials."

Global Health: Spending Requirement Presents Challenges for Allocating Prevention Funding under the President's Emergency Plan for AIDS Relief

Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 authorizes the President's Emergency Plan for AIDS Relief (PEPFAR). It promotes the ABC model (Abstain, be faithful, or use Condoms); recommends that 20 percent of funds appropriated pursuant to the act be spent on prevention; and requires that, starting in fiscal year 2006, 33 percent of prevention funds appropriated pursuant to the act be spent on abstinence-until-marriage activities. The Office of the U.S. Global AIDS Coordinator (OGAC) oversees PEPFAR and administers the Global HIV/AIDS Initiative (GHAI) account, the main repository for PEPFAR funds. For our April 2006 report, GAO reviewed PEPFAR prevention funding trends; described the PEPFAR strategy to prevent sexual transmission of HIV; and examined related challenges. The report recommended that the Coordinator collect and report information on the effects of the abstinence-until-marriage spending requirement and use it to, among other things, assess whether the requirement should apply only to the GHAI account. OGAC agreed to collect information but disagreed with applying the requirement only to certain funds; GAO modified the recommendation. Endangered Species: Many Factors Affect the Length of Time to Recover Select Species

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Fish and Wildlife Service and the National Marine Fisheries Service (the services) are responsible for administration and implementation of the Endangered Species Act of 1973. The act generally requires the services to develop recovery plans for endangered and threatened species--species facing extinction or likely to face extinction, respectively. Recovery plans identify threats to the species' survival and the actions needed to mitigate those threats. Proposed amendments to the act are under consideration and GAO was asked to provide information to facilitate this effort. In April 2006, GAO issued a report providing high-level information on the extent to which recovery plans contain estimates of when species are expected to be recovered, among other things. This follow-on report provides more detailed information on the factors that affect species recovery and the importance of recovery plans in recovery efforts. A letter report issued by the Government Accountability Office with an abstract that begins "Since 1990, GAO has considered Medicare at high risk for fraud, waste, abuse, and mismanagement. The Medicare Integrity Program (MIP) provides funds to the Centers for Medicare & Medicaid Services (CMS--the agency that administers Medicare--to safeguard over $300 billion in program payments made on behalf of its beneficiaries. CMS conducts five program integrity activities: audits; medical reviews of claims; determinations of whether Medicare or other insurance sources have primary responsibility for payment, called secondary payer; benefit integrity to address potential fraud cases; and provider education. In this report, GAO determined (1) the amount of MIP funds that CMS has allocated to the five program integrity activities over time, (2) the approach that CMS uses to allocate MIP funds, and (3) how major changes in the Medicare program may affect MIP funding allocations."

Application of Argonne's Glass Furnace Model to Longhor Glass Corporation Oxy-Fuel Furnace for the Production of Amber Glass.

The objective of this project is to apply the Argonne National Laboratory's Glass Furnace Model (GFM) to the Longhorn oxy-fuel furnace to improve energy efficiency and to investigate the transport of gases released from the batch/melt into the exhaust. The model will make preliminary estimates of the local concentrations of water, carbon dioxide, elemental oxygen, and other subspecies in the entire combustion space as well as the concentration of these species in the furnace exhaust gas. This information, along with the computed temperature distribution in the combustion space may give indications on possible locations of crown corrosion. An investigation into the optimization of the furnace will be performed by varying several key parameters such as the burner firing pattern, exhaust number/size, and the boost usage (amount and distribution). Results from these parametric studies will be analyzed to determine more efficient methods of operating the furnace that reduce crown corrosion. Finally, computed results from the GFM will be qualitatively correlated to measured values, thus augmenting the validation of the GFM.

Atmospheric Radiation Measurement Program Climate Research Facility Operations Quarterly Report.

Individual raw data streams from instrumentation at the Atmospheric Radiation Measurement (ARM) Program Climate Research Facility (ACRF) fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real time. Raw and processed data are then sent daily to the ACRF Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual data stream, site, and month for the current year and (2) site and fiscal year dating back to 1998. The U.S. Department of Energy requires national user facilities to report time-based operating data. The requirements concern the actual hours of operation (ACTUAL); the estimated maximum operation or uptime goal (OPSMAX), which accounts for planned downtime; and the VARIANCE [1-(ACTUAL/OPSMAX)], which accounts for unplanned downtime. The OPSMAX time for the third quarter for the Southern Great Plains (SGP) site is 2,074.80 hours (0.95 x 2,184 hours this quarter). Atomistically-informed Dislocation Dynamics in fcc Crystals

We develop a nodal dislocation dynamics (DD) model to simulate plastic processes in fcc crystals. The model explicitly accounts for all slip systems and Burgers vectors observed in fcc systems, including stacking faults and partial dislocations. We derive simple conservation rules that describe all partial dislocation interactions rigorously and allow us to model and quantify cross-slip processes, the structure and strength of dislocation junctions and the formation of fcc-specific structures such as stacking fault tetrahedra. The DD framework is built upon isotropic non-singular linear elasticity, and supports itself on information transmitted from the atomistic scale. In this fashion, connection between the meso and micro scales is attained self-consistently with core parameters fitted to atomistic data. We perform a series of targeted simulations to demonstrate the capabilities of the model, including dislocation reactions and dissociations and dislocation junction strength. Additionally we map the four-dimensional stress space relevant for cross-slip and relate our findings to the plastic behavior of monocrystalline fcc metals.

Interaction of Nocturnal Low-Level Jets with Urban Geometries as seen in Joint URBAN 2003 Data

As accurate modeling of atmospheric flows in urban environments requires sophisticated representation of complex urban geometries, much work has been devoted to treatment of the urban surface. However, the importance of the larger-scale flow impinging upon the urban complex to the flow, transport and dispersion within it and downwind has received less attention. Building-resolving computational fluid dynamics (CFD) models are commonly employed to investigate interactions between the flow and three-dimensional structures comprising the urban environment, however such models are typically forced with simplified boundary conditions that fail to include important regional-scale phenomena that can strongly influence the flow within the urban complex and downwind. This paper investigates the interaction of an important and frequently occurring regional-scale phenomenon, the nocturnal low-level jet (LLJ), with urban-scale turbulence and dispersion in Oklahoma City using data from the Joint URBAN 2003 (JU2003) field experiment. Two simulations of nocturnal tracer release experiments from JU2003 using Lawrence Livermore National laboratory's FEM3MP CFD model yield differing levels of agreement with the observations in wind speed, turbulence kinetic energy (TKE) and concentration profiles in the urban wake, approximately 750m downwind of the central business district. In this paper, the author addresses four main topics: (1) A description of the topic of his internship at the U.S. Department of Homeland Security; (2) A description of his contributions to the project; (3) A discussion of research directions beneficial to the Department of Homeland Security (DHS); and (4) A discussion of the impact the internship experience had on his career aspirations. He feels the first three points can best be addressed using the contents of a paper his mentor, Dr. Tina Eliassi-Rad, and he have published based on their work this summer [Roberts and Eliassi-Rad, 2006]. Sections 2 - 5 are intended for this purpose and have been excerpted from that paper. He concludes this paper in Section 6 with a discussion of the fourth point.

The overall objective of this presentation is to demonstratea conceptual multiscale, multidomain model of coupling of biogeochemicaland hydrogeological processes during bioremediation of Cr(VI)contaminated groundwater at Hanford 100H site. A slow releasepolylactate, Hydrogen Release Compound (HRCTM), was injected in Hanfordsediments to stimulate immobilization of Cr(VI). The HRC injectioninduced a 2-order-of-magnitude increase in biomass and the onset ofreducing biogeochemical conditions [e.g., redox potential decreased from+240 to -130 mV and dissolved oxygen (DO) was completely removed]. Athree-well system, comprised of an injection well and upgradient anddowngradient monitoring wells, was used for conducting the in situbiostimulation, one regional flow (no-pumping) tracer test, and fivepumping tests along with the Br-tracer injection. Field measurements wereconducted using a Br ion-selective electrode and a multiparameter flowcell to collect hourly data on temperature, pH, redox potential,electrical conductivity, and DO. Groundwater sampling was conducted bypumping through specially designed borehole water samplers.Cross-borehole radar tomography and seismic measurements were carried outto assess the site background lithological heterogeneity and themigration pathways of HRC byproducts through groundwater after the HRCinjection.
