Central Asia: Regional Developments and Implications for U.S. Interests

After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics, supported their admission into Western organizations, and elicited Turkish support to counter Iranian influence in the region. The Administration's diverse goals in Central Asia reflect the different characteristics of these states. U.S. interests in Kazakhstan include securing and eliminating Soviet-era nuclear and biological weapons materials and facilities. In Tajikistan, U.S. aid focuses on economic reconstruction. U.S. energy firms have invested in oil and natural gas development in Kazakhstan and Turkmenistan. This report outlines the above, as well as several ongoing debates regarding general relations between the U.S. and Central Asia.

DARHT-II Injector Transients and the Ferrite Damper

This report summarizes the transient response of the DARHT-II Injector and the design of the ferrite damper. Initial commissioning of the injector revealed a rise time excited 7.8 MHz oscillation on the diode voltage and stalk current leading to a 7.8 MHz modulation of the beam current, position, and energy. Commissioning also revealed that the use of the crowbar to decrease the voltage fall time excited a spectrum of radio frequency modes which caused concern that there might be significant transient RF electric field stresses imposed on the high voltage column insulators. Based on the experience of damping the induction cell RF modes with ferrite, the concept of a ferrite damper was developed to address the crowbar-excited oscillations as well as the rise-time-excited 7.8 MHz oscillations. After the Project decided to discontinue the use of the crowbar, further development of the concept focused exclusively on damping the oscillations excited by the rise time. The design was completed and the ferrite damper was installed in the DARHT-II Injector in February 2006. The organization of this report is as follows. A letter report issued by the Government Accountability Office with an abstract that begins "GAO has reported in recent years on a number of human capital issues that have hampered the Department of State's ability to carry out U.S. foreign policy priorities and objectives, particularly at posts central to the war on terror. In 2002, State implemented the Diplomatic Readiness Initiative (DRI) to address shortfalls in the number and skills of State employees. This report discusses State's progress in (1) addressing staffing shortfalls since the implementation of DRI and (2) filling gaps in the language proficiency of foreign service officers and other staff. To accomplish these objectives, GAO analyzed staffing and language data and met with State officials."

Effects of Temporal Wind Patterns on the Value of Wind-GeneratedElectricity at Different Sites in California and the Northwest

Wind power production varies on a diurnal and seasonal basis. In this paper, we use wind speed data from three different sources to assess the effects of wind timing on the value of electric power from potential wind farm locations in California and the Northwestern United States. By ''value'', we refer to either the contribution of wind power to meeting the electric system's peak loads, or the financial value of wind power in electricity markets. Sites for wind power projects are often screened or compared based on the annual average power production that would be expected from wind turbines at each site (Baban and Parry 2001; Brower et al. 2004; Jangamshetti and Rau 2001; Nielsen et al. 2002; Roy 2002; Schwartz 1999). However, at many locations, variations in wind speeds during the day and year are correlated with variations in the electric power system's load and wholesale market prices (Burton et al. 2001; Carlin 1983; Kennedy and Rogers 2003; Man Bae and Devine 1978; Sezgen et al. 1998); this correlation may raise or lower the value of wind power generated at each location.
