Advancement of Nucleic Acid-Based Tools for Monitoring in Situ Reductive Dechlorination

Regulatory protocols generally recognize that destructive processes are the most effective mechanisms that support natural attenuation of chlorinated solvents. In many cases, these destructive processes will be biological processes and, for chlorinated compounds, will often be reductive processes that occur under anaerobic conditions. The existing EPA guidance (EPA, 1998) provides a list of parameters that provide indirect evidence of reductive dechlorination processes. In an effort to gather direct evidence of these processes, scientists have identified key microorganisms and are currently developing tools to measure the abundance and activity of these organisms in subsurface systems. Drs. Edwards and Luffler are two recognized leaders in this field. The research described herein continues their development efforts to provide a suite of tools to enable direct measures of biological processes related to the reductive dechlorination of TCE and PCE. This study investigated the strengths and weaknesses of the 16S rRNA gene-based approach to characterizing the natural attenuation capabilities in samples. The results suggested that an approach based solely on 16S rRNA may not provide sufficient information to document the natural attenuation capabilities in a system because it does not distinguish between strains of organisms that have different biodegradation capabilities. A Bayesian Approach to Surface X-ray Diffraction

We report on the development of an iterative method to directly invert surface x-ray diffraction (SXRD) data and thereby provide a map of electron density in the near-surface region of a solid. We have termed this method PARADIGM, which stands for Phase and Amplitude Recovery And Diffraction Image Generation Method. Significant advances in the PARADIGM theory were made during the grant period, and experimental milestones have also been achieved. The two components of the research program worked in concert, each spurring progress in the other. The method works by iteratively recovering the phases of surface scattering factors. Initially, random phases are assigned to the structure factors. After subtracting off the known bulk component, a Fourier transform converts these factors into an estimate of the real-space electron density map. This map is subjected to a support constraint, which holds that the electron density may only be non-zero near the solid surface. The modified electron density is then subjected to an inverse Fourier transform, and the bulk contributions are added back in. Evidence for the Rare Decay B+ to Ds+ pi0 (open access)

Evidence for the Rare Decay B+ to Ds+ pi0

The authors have searched for the rare decay B{sup +} {yields} D{sub s}{sup +}{pi}{sup 0}. The analysis is based on a sample of 232 million {Upsilon}(4S) {yields} B{bar B} decays collected with the BABAR detector at the PEP-II e{sup +}e{sup -} storage ring. They find 19.6 signal events, corresponding to a significance of 4.7 {sigma}. The extracted signal yield including statistical and systematic uncertainties is 20.1{sub -6.0-1.5}{sup +6.8+0.4}, and they measure {Beta}(B{sup +} {yields} D{sub s}{sup +}{pi}{sup 0}) = (1.5{sub -0.4}{sup +0.5} {+-} 0.1 {+-} 0.2) x 10{sup -5}, where the first uncertainty is statistical, the second is systematic, and the last is due to the uncertainty on the D{sub s}{sup +} decay and its daughter decay branching fractions.

A letter report issued by the Government Accountability Office with an abstract that begins "Begun in 1998, the Job Access and Reverse Commute (JARC) program provides grants to states and localities for improving the mobility of low-income persons seeking work. The Federal Transit Administration (FTA) administers this program. In 2005, the Safe, Accountable, Flexible, Efficient Transportation Equity Act--A Legacy for Users (SAFETEA-LU) authorized $727 million for JARC for fiscal years 2005 through 2009, changed how these funds were to be awarded after fiscal year 2005, and required FTA to evaluate the program by August 2008. GAO examined (1) SAFETEA-LU's changes to JARC, (2) FTA's progress in implementing these changes, (3) states' and localities' efforts to respond and challenges they have encountered, and (4) FTA's proposed strategy for evaluation and oversight. GAO's work included analyzing program guidance as well as interviewing officials from FTA, industry groups, and more than 30 state and local agencies."

Head Start: Additional Information on Implementation of Transportation Regulations

Correspondence issued by the Government Accountability Office with an abstract that begins "The Head Start program, administered by the U. S. Department of Health and Human Services (HHS), provides grants to local organizations to offer comprehensive early childhood services to approximately 900,000 poor children, ages 5 years or younger. While transportation is not a required service, in order to make Head Start more widely available to very poor children, over 70 percent of Head Start grantees and delegates provide transportation to at least some of the children they enroll. To address concerns about transporting children safely, the 1992 Head Start Improvement Act directed the Office of Head Start (OHS) to develop transportation regulations to ensure the safety and effectiveness of transportation services made available to children by Head Start grantees and delegates. In 2001, citing safety concerns related to vehicles as well as the variation in states' standards for pupil transport, Head Start issued regulations governing transportation services. Among other things, the regulations mandated that grantees and delegates use school buses or similar alternative vehicles and that children be placed in restraints and attended by bus monitors. Hybrid atomic models for spectroscopic plasma diagnostics

We propose a hybrid approach to treating atomic structure and rates in collisional-radiative models, combining the completeness of highly averaged models with the accuracy of detailed models. The hybrid scheme supplements a small subset of coronally accessible fine structure levels with a complete set of configuration- and superconfiguration-averaged levels and produces spectra based on transitions among a mix of fine-structure and relativistic configuration-averaged levels. Convenient expressions are given for obtaining rates between the fine structure and averaged levels and a technique for propagating configuration interaction from the fine structure calculations to configuration averages is described. We present results from a trial hybrid model of germanium which demonstrate the accuracy of the hybrid model for charge state distributions and spectra.

Ion Deflection for Final Optics In Laser Inertial Fusion Power Plants

Left unprotected, both transmissive and reflective final optics in a laser inertial fusion power plant would quickly fail from melting, pulsed thermal stresses, or degradation of optical properties as a result of ion implantation. One potential option for mitigating this threat is to magnetically deflect the ions such that they are directed into a robust energy dump. In this paper we detail integrated studies that have been carried out to asses the viability of this approach for protecting final optics.
