Information Technology: FBI Has Largely Staffed Key Modernization Program, but Strategic Approach to Managing Program's Human Capital Is Needed

A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Bureau of Investigation (FBI) recently began a 6-year, $425 million program called Sentinel to replace and expand on both its failed Virtual Case File (VCF) project and its antiquated, paper-based, legacy system for supporting mission-critical intelligence analysis and investigative case management activities. Because of the FBI's experience with VCF and the importance of Sentinel, GAO was requested to address a number of program management issues associated with acquiring Sentinel via a prime development contractor. This report focuses on one of these issues: whether the FBI is adequately providing for the program's human capital needs. The findings are based on GAO's review of relevant program documentation, interviews with program officials, and human capital management guidance."

Critical Infrastructure Protection: Progress Coordinating Government and Private Sector Efforts Varies by Sectors' Characteristics

A letter report issued by the Government Accountability Office with an abstract that begins "As Hurricane Katrina so forcefully demonstrated, the nation's critical infrastructures and key resources have been vulnerable to a wide variety of threats. Because about 85 percent of the nation's critical infrastructure is owned by the private sector, it is vital that the public and private sectors work together to protect these assets. The Department of Homeland Security (DHS) is responsible for coordinating a national protection strategy including formation of government and private sector councils as a collaborating tool. The councils, among other things, are to identify their most critical assets, assess the risks they face, and identify protective measures, in sector-specific plans that comply with DHS's National Infrastructure Protection Plan (NIPP). GAO examined (1) the extent to which these councils have been established; (2) the key facilitating factors and challenges affecting the formation of the councils; and (3) the overall status of the plans and key facilitating factors and challenges encountered in developing them. GAO obtained information by reviewing key documents and conducting interviews with federal and private sector representatives. Linear Scaling 3D Fragment Method for Large-Scale ElectronicStructure Calculations

We present a linear scaling 3 dimensional fragment (LS3DF)method that uses a novel decomposition and patching scheme to do abinitio density functional theory (DFT) calculations for large systems.This method cancels out the artificial boundary effects that arise fromthe spatial decomposition. As a result, the LS3DF results are essentiallythe same as the original full-system DFT results with errors smaller thanthe errors introduced by other sources of numerical approximations. Inaddition, the resulting computational times are thousands of timessmaller than conventional DFT methods, making calculations with 100,000atom systems possible. The LS3DF method is applicable to insulator andsemiconductor systems, which covers a current gap in the DOE's materialsscience code portfolio for large-scale ab initio simulations.

This paper addresses design principles and best practices regarding the implementation and operation of Wireless LAN (WLAN) communication networks based on the 802.11i security standard. First, a general overview of WLAN technology and standards is provided in order to ground the discussion in the evolution of WLAN standards and security approaches. This is followed by a detailed explanation of the 802.11i standard for securing WLAN networks. Principles for designing secure WLAN networks are then presented, followed by a list of specific best practices that can be used as a guideline for organizations considering the deployment of WLAN networks for non-critical control and monitoring applications. Finally, a section on technical issues and considerations for deploying WLAN networks in critical environments is presented.

The Search for Magnetic Order in delta-Pu metal using muon spin relaxation

We review results from previous muon spin relaxation ({mu}SR) measurements in applied fields of H{sub 0} = 0 and 0.25 T which established an upper limit for the ordered or disordered frozen spin moment above T = 4 K in {delta}-Pu (4.3 at. % Ga) of {micro}{sub ord} {le} 10{sup -3} {mu}{sub B}. In addition, we present new data in H{sub 0} = 0.25 T and 2 T applied field on a highly annealed {delta}-Pu (4.3 at. % Ga) sample. Neither the muon Knight shift (H{sub 0} = 2 T) nor the inhomogeneous linewidths in the new sample show appreciable temperature dependence below about T = 60 K, also consistent with no spin freezing. Recent theoretical arguments advanced to explain these results are mentioned.

A PRECISION MEASUREMENT OF THE NEUTRINO MIXING ANGLE THETA (SUB 13) USING REACTOR ANTINEUTRINOS AT DAYA BAY.

This document describes the design of the Daya Bay reactor neutrino experiment. Recent discoveries in neutrino physics have shown that the Standard Model of particle physics is incomplete. The observation of neutrino oscillations has unequivocally demonstrated that the masses of neutrinos are nonzero. The smallness of the neutrino masses (<2 eV) and the two surprisingly large mixing angles measured have thus far provided important clues and constraints to extensions of the Standard Model. The third mixing angle, {delta}{sub 13}, is small and has not yet been determined; the current experimental bound is sin{sup 2} 2{theta}{sub 13} < 0.17 at 90% confidence level (from Chooz) for {Delta}m{sub 31}{sup 2} = 2.5 x 10{sup -3} eV{sup 2}. It is important to measure this angle to provide further insight on how to extend the Standard Model. A precision measurement of sin{sup 2} 2{theta}{sub 13} using nuclear reactors has been recommended by the 2004 APS Multi-divisional Study on the Future of Neutrino Physics as well as a recent Neutrino Scientific Assessment Group (NUSAG) report. We propose to perform a precision measurement of this mixing angle by searching for the disappearance of electron antineutrinos from the nuclear reactor complex in Daya Bay, China. A reactor-based …

Performance of low-rank QR approximation of the finite element Biot-Savart law

In this paper we present a low-rank QR method for evaluating the discrete Biot-Savart law. Our goal is to develop an algorithm that is easily implemented on parallel computers. It is assumed that the known current density and the unknown magnetic field are both expressed in a finite element expansion, and we wish to compute the degrees-of-freedom (DOF) in the basis function expansion of the magnetic field. The matrix that maps the current DOF to the field DOF is full, but if the spatial domain is properly partitioned the matrix can be written as a block matrix, with blocks representing distant interactions being low rank and having a compressed QR representation. While an octree partitioning of the matrix may be ideal, for ease of parallel implementation we employ a partitioning based on number of processors. The rank of each block (i.e. the compression) is determined by the specific geometry and is computed dynamically. In this paper we provide the algorithmic details and present computational results for large-scale computations.

Level densities and radiative strength functions are crucial for stewardship science, in particular for radiochemical studies. In addition, this information is key to undertanding nucleosynthesis and thus very important for astrophysics. We utilized a method derives simultaneously the nuclear level density and the radiative strength function for energy regions that are extremely difficult to study via other methods. In heavy nuclei there is evidence for the systematic appearance of a low energy resonance in the radiative strength function (the so-called pygmy resonance). We have studied the same final nuclide (171Yb) via different nuclear reactions and obtained the same energy and width for the pygmy resonance. We also extended the method to lighter nuclei, including 56,57Fe, 93-98Mo and 116,117Sn. For the iron and molybdenum isotopes an enhancement of the radiative strength function was observed at low energy. Subsequent measurements in iron appear to confirm this unusual effect. Our measurements in tin do not observe this enhancement, nor did any of the earlier measurements in heavy nuclei. The issue is still unsettled.

Using Bitmap Indexing Technology for Combined Numerical and TextQueries

In this paper, we describe a strategy of using compressedbitmap indices to speed up queries on both numerical data and textdocuments. By using an efficient compression algorithm, these compressedbitmap indices are compact even for indices with millions of distinctterms. Moreover, bitmap indices can be used very efficiently to answerBoolean queries over text documents involving multiple query terms.Existing inverted indices for text searches are usually inefficient forcorpora with a very large number of terms as well as for queriesinvolving a large number of hits. We demonstrate that our compressedbitmap index technology overcomes both of those short-comings. In aperformance comparison against a commonly used database system, ourindices answer queries 30 times faster on average. To provide full SQLsupport, we integrated our indexing software, called FastBit, withMonetDB. The integrated system MonetDB/FastBit provides not onlyefficient searches on a single table as FastBit does, but also answersjoin queries efficiently. Furthermore, MonetDB/FastBit also provides avery efficient retrieval mechanism of result records.

Electronics and Algorithms for HOM Based Beam Diagnostics

The signals from the Higher Order Mode (HOM) ports on superconducting cavities can be used as beam position monitors and to do survey structure alignment. A HOM-based diagnostic system has been installed to instrument both couplers on each of the 40 cryogenic accelerating structures in the DESY TTF2 Linac. The electronics uses a single stage down conversion form the 1.7 GHz HOM spectral line to a 20MHz IF which has been digitized. The electronics is based on low cost surface mount components suitable for large scale production. The analysis of the HOM data is based on Singular Value Decomposition. The response of the OM modes is calibrated using conventional BPMs.

Prevention of corrosion is a vital goal for the Department of Defense when billions of dollars are spent every year. Corrosion resistant materials have applications in all sort of military vehicles, and more importantly in naval vessels and submarines which come in contact with the seawater. An important application of the corrosion resistant material is in the radioactive waste disposable field where the vessels or containers are expected to hold the radioactive toxic materials for thousands of years to surpass the half life of the radiation. It has been known that corrosion resistance can be improved by the used of structurally designed materials in the amorphous state where the atoms are arranged in a non-periodic conditions, even though, some local chemical short range ordering may occur in the amorphous arrangement. On the other hand, the final material can also be elementally tailored to specific application. This work documents in details the characterization effort for the amorphous materials using x-ray diffraction technique as part of the High Performance Corrosion-Resistant Material--Structural Amorphous Metal (HPCRM-SAM) program here at LLNL.
