The National Museum of the Pacific War presents an oral interview with Charles E. Jones. With his father's consent, Jones joined the Marine Corps in Tennessee when he was 15 years old in 1940. When he finished training at Parris Island, South Carolina, he was assigned to the Fourth Defense Battalion at Guantanimo Bay, Cuba. In November, 1941, his unit was assigned to Wake Island. He was at Pearl Harbor en route to Wake Island when the Japanese struck Hawaii on 7 December 1941. Jones describes his activities during the battle. Shortly thereafter, Jones was sent to Efate, New Hebrides where his unit defended an airstrip from which the US was able to attack Guadalcanal. Jones retunred to the US and trained on 155mm artillery guns at Camp Lejeune, North Carolina. While at Camp Lejeune, Jones was able to shake President Roosevelt's hand. Jones recalls a story about meeting his brother randomly on Guam. Jones was on Guam when the war ended. He mustered out of the Marines in November, 1945 and eventually reenlisted in the US Air Force. He served in the print shop at Sheppard Air Force Base in Wichita Falls, Texas.

The National Museum of the Pacific War presents an oral interview with Robert E. Mills. Mills joined the Marine Corps in 1939 and trained at Parris Island, South Carolina. After training, Mills was assigned to 4th Defense Battalion and sent to Cuba in 1940. Late in 1941, Mills was transferred out to Pealr Harbor and describes the Japanese attack. He manned a machine gun until he ran out of ammunition, then went aboard a small vessel and rescued folks from out of the harbor. Shortly thereafter, Mills was sent to the Solomon Islands where he discusses building an airstrip at Vella Lavella. Mills then speaks about getting communications established at Nagasaki after the war ended. He also shares an anecdote about assisting a chaplain with the baptism of several men on Iwo Jima. He also describes the time he was wounded by a Japanese shell.

Then National Museum of the Pacific War presents an oral interview with LaVergne Thomas. Thomas was born in Louisville, Kentucky 31 March 1921. After graduating from high school in 1939 she entered nurse training, which she completed at St. Joseph’s Hospital in Houston, Texas in 1942. Joining the US Army Nurse Corps 7 December 1942 she entered the service as a second lieutenant at Randolph Field, Texas and was sent to Bowman Field, Kentucky for training as a flight nurse. She trained in C-47 aircraft that could hold eighteen patients. She boarded HMS Queen Elizabeth 1 February 1944 with other members of the 814th Medical Air Evacuation Transport Squadron and landed at Firth, Scotland. Her unit flew to various points in Europe with gasoline and supplies and returned with wounded soldiers. She treated German prisoners of war as they were being taken to England. She also treated American casualties, injured during the Battle of the Bulge. After a year of traveling between England and the Continent, Thomas began flying to the United States in C-54 aircraft, which would carry twenty-four patients. These flights took twenty-six hours with an overnight stop in Newfoundland. She continued making these flights until Germany surrendered. …

The National Museum of the Pacific War presents an oral interview with Melvin Best. Best was born 10 February 1921 in Paducah, Texas. He received his private pilot’s license while enrolled at Texas Tech University. He joined the Army Air Corps on 13 January 1942 and reported to Kelly Field in San Antonio for training. He received his primary flight training at several locations, and then he transferred to Columbia, South Carolina for B-25 training. Upon graduating in October 1942, he was assigned to the 345th Bombardment Group and sent to Australia. His group initially flew missions to New Guinea dropping supplies to Australian troops in the mountains. Best was next sent to Townsville, Australia in August 1943 where he met Colonel Paul Irvin Gunn, a retired Navy pilot commissioned into the Army Air Forces at the start of the war and was instrumental in modifying the B-25 for strafing missions. His first strafing missions were conducted over Rabaul. The modified B-25s made three more strafing runs on Rabaul, resulting in the destruction of 140 Japanese aircraft. Best was escorted during more than half of his strafing raids by Richard Bong. Following the Rabaul raids he returned to Townsville, Australia …

Testimony issued by the Government Accountability Office with an abstract that begins "The Pipeline Safety Improvement Act of 2002 established a risk-based program for gas transmission pipelines--termed integrity management--which requires pipeline operators to identify areas where the consequences of a pipeline incident would be the greatest, such as highly populated areas. Operators must assess pipelines in these areas for safety threats (such as corrosion), repair or replace defective segments, and reassess their pipelines at least every 7 years. Under the Pipeline and Hazardous Materials Safety Administration's (PHMSA) regulations, operators must reassess their pipelines for corrosion at least every 7 years and for all safety threats at least every 10, 15, or 20 years. State pipeline safety agencies that assist PHMSA are eligible to receive matching funds up to 50 percent of the cost of their pipeline safety programs. This statement is based on ongoing work for Congress and for others. It focuses on three areas germane to current legislative reauthorization proposals: (1) an overall assessment of the integrity management program, (2) the 7-year reassessment requirement, and (3) provisions to increase state pipeline safety grants. A statement of record issued by the Government Accountability Office with an abstract that begins "Over a decade ago, GAO listed the Federal Aviation Administration's (FAA) effort to modernize the nation's air traffic control (ATC) system as a high-risk program because of systemic management and acquisition problems. Two relatively new offices housed within FAA--the Air Traffic Organization (ATO) and the Joint Planning and Development Office (JPDO)--are now primarily responsible for planning and implementing these modernization efforts. Congress created ATO to be a performance-based organization that would improve both the agency's culture, structure, and processes, and the ATC modernization program's performance and accountability. Congress created JPDO, made up of seven partner agencies, to coordinate the federal and nonfederal stakeholders necessary to plan a transition from the current air transportation system to the "next generation air transportation system" (NGATS). This statement is based on GAO's recently completed and ongoing studies of the ATC modernization program. GAO provides information on (1) the status of ATO's efforts to improve the ATC modernization program, (2) the status of JPDO's planning efforts for NGATS, and (3) actions to control costs and leverage resources for ATC modernization and the transformation to NGATS."

Several members of the House and the Senate have expressed concerns over the upward trending prices and factors that may be causing the perceived increases in volatility of several energy commodities, including crude oil, gasoline, natural gas, and heating oil. The government needs to understand what went right and what went wrong, and to apply these lessons to strengthen its disaster response and recovery operations. The federal government relies on partnerships across the public and private sectors to achieve critical results in preparing for and responding to natural disasters, with an increasing reliance on contractors to carry out specific aspects of its missions. This testimony discusses how three agencies--the General Services Administration, the Federal Emergency Management Agency (FEMA), and the U.S. Army Corps of Engineers (the Corps)--conducted oversight of 13 key contracts awarded to 12 contractors for hurricane response, as well as public and private sector practices GAO identified that provide examples of how the federal government could better manage its disaster-related procurements."

Testimony issued by the Government Accountability Office with an abstract that begins "Today's hearing focuses on Medicare Part D, the program's new outpatient prescription drug benefit. On January 1, 2006, Medicare began providing this benefit, and beneficiaries have until May 15, 2006, to enroll without the risk of penalties. The Centers for Medicare & Medicaid Services (CMS), which administers the Part D benefit, has undertaken outreach and education efforts to inform beneficiaries and their advisers. GAO was asked to discuss how CMS can better ensure that Medicare beneficiaries are informed about the Part D benefit. Testimony issued by the Government Accountability Office with an abstract that begins "Unemployment Insurance (UI) has been a key component in ensuring the financial security of America's workforce for over 70 years. In fiscal year 2004, UI covered about 129 million wage and salary workers and paid about $41 billion in benefits to nearly 9 million workers who lost their jobs. The Department of Labor (Labor) and states have a shared responsibility to enhance UI program performance by ensuring that only eligible individuals receive benefits while on the UI rolls and fostering reemployment. Labor's Office of Inspector General and others have found that aspects of UI may be vulnerable to fraud and improper payments, and despite the size and scope of UI, there has been little national information to fully assess states' efforts to foster reemployment. This testimony draws upon results of several GAO reports on (1) Labor's efforts to identify, estimate, and prevent improper benefit payments and (2) federal and state efforts to help speed UI claimants' return to work.
