Fate of Mercury in Synthetic Gypsum Used for Wallboard Production

This report presents and discusses results from Task 6 of the study 'Fate of Mercury in Synthetic Gypsum Used for Wallboard Production,' performed at a full-scale commercial wallboard plant. Synthetic gypsum produced by wet flue gas desulfurization (FGD) systems on coal-fired power plants is commonly used in the manufacture of wallboard. This practice has long benefited the environment by recycling the FGD gypsum byproduct, which is becoming available in increasing quantities, decreasing the need to landfill this material, and increasing the sustainable design of the wallboard product. However, new concerns have arisen as recent mercury control strategies involve the capture of mercury in FGD systems. The objective of this study is to determine whether any mercury is released into the atmosphere when the synthetic gypsum material is used as a feedstock for wallboard production. The project is being co-funded by the U.S. DOE National Energy Technology Laboratory (Cooperative Agreement DE-FC26-04NT42080), USG Corporation, and EPRI. USG Corporation is the prime contractor, and URS Group is a subcontractor. The project scope now includes six discrete tasks, each conducted at various USG wallboard plants using synthetic gypsum from different FGD systems. New Mexico Climate Change Advisory Group Final Report

Recognizing the profound implications that global warming and climate variation could have on the economy, environment and quality of life in the Southwest, New Mexico Governor Bill Richardson signed Executive Order 05-33 on June 5th, 2005, establishing the New Mexico Climate Change Advisory Group. The Governor directed the CCAG to prepare a report that includes a projection of the State's future GHG emissions and policy recommendations for reducing New Mexico's total greenhouse gas emissions to 2000 levels by the year 2012, 10 percent below 2000 levels by 2020 and 75 percent by 2050.

Oral History Interview with Douglas A. Skinner, December 1, 2006

The National Museum of the Pacific War presents and oral interview with Douglas A. Skinner. Born 13 January 1923 in Fleetwood, Oklahoma, Skinner joined the Army 1 April 1943 and was sent to Fort Hood, Texas for basic training. Upon completion of basic, he volunteered for the Parachute Infantry and was sent to Fort Benning, Georgia for airborne training. He describes the training they received. Assigned to the 501st Parachute Infantry Regiment, 101st Airborne Division he was sent to England. On 6 June 1944 the unit participated in the invasion of Normandy. He recalls the plane in which he was aboard being hit by anti-aircraft fire and going down in flames. Skinner was able to bail out before it crashed. He remembers that only he and two others on the plane survived. Briefly discussing the action in which he was involved, Skinner tells of being wounded. As a result of his wound, he spent six months in the hospital. He was discharged from the Army 2 December 1944.

Other written product issued by the Government Accountability Office with an abstract that begins "Two key measures that have been used as indicators of the government's annual fiscal condition are the unified budget deficit measured primarily on a cash basis and the net operating cost measured on an accrual basis for financial statement purposes. The unified budget deficit has historically been the focus of budget debates and media reports in part because it closely approximates the government's short-term borrowing needs. Cash accounting can also be useful for controlling spending in the current year. However, the cash measure of fiscal condition, which is similar to keeping a checkbook, by nature excludes information about the long-term consequences of today's policy decisions and operations. Indeed, understanding our nation's long-term fiscal outlook is important because, as GAO's long-term simulations show, current fiscal policy is unsustainable. The accrual measure primarily provides more information on the longer-term implications of today's policy decisions and operations by showing certain costs incurred today but not payable for years to come, such as civilian and military pensions and retiree health care. Energy Employees Compensation: GAO's Prior Work Has Identified Needed Improvements in Various Aspects of the Program

Testimony issued by the Government Accountability Office with an abstract that begins "The Energy Employees Occupational Illness Compensation Program Act (EEOICPA) was enacted in 2000 to compensate Department of Energy employees and contractors who developed work-related illnesses such as cancer and lung disease. Energy administered Subtitle D of the program. Subtitle B of the program is administered by the Department of Labor, which uses estimates of workers' likely radiation exposure to make compensation decisions. The estimates, known as dose reconstructions, are performed by the National Institute for Occupational Safety and Health (NIOSH) under the Department of Health and Human Services (HHS). The act specified that the President establish an Advisory Board on Radiation and Worker Health to review the scientific validity of NIOSH's dose reconstructions and recommend whether workers should be part of special exposure cohorts whose claimants can be compensated without dose reconstructions. A recent memorandum from the Office of Management and Budget (OMB) to Labor has raised concern about potential efforts to unduly contain the cost of benefits paid to claimants. The ultimate goal is to minimize such payments because, as a practical matter, they cannot be entirely eliminated. GAO's testimony is primarily based on its recently issued report, GAO-07-92, which included a review of improper payment information reported by 35 agencies in their fiscal year 2005 performance and accountability or annual reports. This statement focuses on the progress agencies have made in their improper payment reporting, the challenges that remain, and the total amount of improper payments recouped through recovery auditing."

Childhood Obesity: Factors Affecting Physical Activity

Correspondence issued by the Government Accountability Office with an abstract that begins "The latest data show continued increases in rates of childhood obesity. For example, obesity rates for children 6 to 11 years old are estimated to have increased from 15.1 to 18.8 percent between 1999 and 2004. The Department of Health and Human Services estimates that 20 percent of children and youth in the United States will be obese by 2010. There are numerous negative health outcomes and financial consequences related to childhood obesity. Researchers have found that childhood obesity is associated with a number of disorders including hypertension, insulin resistance, sleep apnea, menstrual abnormalities, and orthopedic problems. According to one estimate, insured children treated for obesity are approximately three times more expensive for the health system than the average insured child. Some researchers have suggested that childhood obesity is largely the result of a decline in regular physical activity. In our October 2005 report, we surveyed experts on the key strategies to include in the design or implementation of a program to prevent or reduce childhood obesity.
