Diagnostic Examination of Generation 2 Lithium-Ion Cells and Assessment Ofperformance Degradation Mechanisms.

The Advanced Technology Development (ATD) Program is a multilaboratory effort to assist industrial developers of high-power lithium-ion batteries overcome the barriers of cost, calendar life, abuse tolerance, and low-temperature performance so that this technology may be rendered practical for use in hybrid electric vehicles (HEVs). Included in the ATD Program is a comprehensive diagnostics effort conducted by researchers at Argonne National Laboratory (ANL), Brookhaven National Laboratory (BNL), and Lawrence Berkeley National Laboratory (LBNL). The goals of this effort are to identify and characterize processes that limit lithium-ion battery performance and calendar life, and ultimately to describe the specific mechanisms that cause performance degradation. This report is a compilation of the diagnostics effort conducted since spring 2001 to characterize Generation 2 ATD cells and cell components. The report is divided into a main body and appendices. Information on the diagnostic approach, details from individual diagnostic techniques, and details on the phenomenological model used to link the diagnostic data to the loss of 18650-cell electrochemical performance are included in the appendices. The next major the issue to be addressed in Hong Kong is the pace of further democratization and the the extent to which the next elections for the Legislative Counsel will be based on direct elections of all seats or a larger portion thereof.

A Piecewise Linear Finite Element Discretization of the Diffusion Equation for Arbitrary Polyhedral Grids

We develop a piecewise linear (PWL) Galerkin finite element spatial discretization for the multi-dimensional radiation diffusion equation. It uses piecewise linear weight and basis functions in the finite element approximation, and it can be applied on arbitrary polygonal (2D) or polyhedral (3D) grids. We show that this new PWL method gives solutions comparable to those from Palmer's finite-volume method. However, since the PWL method produces a symmetric positive definite coefficient matrix, it should be substantially more computationally efficient than Palmer's method, which produces an asymmetric matrix. We conclude that the Galerkin PWL method is an attractive option for solving diffusion equations on unstructured grids.

Testing high-Z QED with SuperEBIT: An estimate of the U91+ 1s two-loop Lamb shift based on a measurement of the 2s1/2 - 2p1/2 transition in U89+

Starting from the results of a recent measurement of the 2s{sub 1/2}-2p{sub 1/2} transition in U{sup 89+} has been made on the SuperEBIT electron beam ion trap, which provided a determination of the 2s two-loop QED contribution, we estimate 1.27 {+-} 0.45 eV for the two-loop contribution to the 1s level in U{sup 91+}. This estimate could be improved by a factor of two or more, if the uncertainties associated with the three-photon exchange in the theoretical calculations were eliminated in the future.

Assistance to States on Policies Related to Wind Energy Issues

This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. Continued Development and Improvement of Pneumatic Heavy Vehicles

The objective of this applied research effort led by Georgia Tech Research Institute is the application of pneumatic aerodynamic technology previously developed and patented by us to the design of an appropriate Heavy Vehicle (HV) tractor-trailer configuration, and experimental confirmation of this pneumatic configuration's improved aerodynamic characteristics. In Phases I to IV of our previous DOE program (Reference 1), GTRI has developed, patented, wind-tunnel tested and road-tested blown aerodynamic devices for Pneumatic Heavy Vehicles (PHVs) and Pneumatic Sports Utility Vehicles (PSUVs). To further advance these pneumatic technologies towards HV and SUV applications, additional Phase V tasks were included in the first year of a continuing DOE program (Reference 2). Based on the results of the Phase IV full-scale test programs, these Phase V tasks extended the application of pneumatic aerodynamics to include: further economy and performance improvements; increased aerodynamic stability and control; and safety of operation of Pneumatic HVs. Continued development of a Pneumatic SUV was also conducted during the Phase V program. Phase V was completed in July, 2003; its positive results towards development and confirmation of this pneumatic technology are reported in References 3 and 4. Atomistic mechanism of shock-induced void collapse in nano-porous metals

We have investigated the microstructural changes in ductile porous metals during high pressure-high strain rate loading employing atomistic simulations and explored their relation to recent experiments on polycrystalline copper samples. Molecular-dynamics simulations of shocks in porous, single crystal samples show the formation of nano-grains due to localized massive plastic deformation induced by the presence of voids. In the process of grain formation the individual voids serve as dislocation sources. The efficiency of these sources is further enhanced by their collective interaction which eventually leads to very high dislocation densities. In agreement with experimental studies, the simulations display a temporal delay of the particle velocity in comparison to perfectly crystalline samples. This delay increases with porosity. Our results point towards the importance of void-void interactions and collective effects during dynamic loading of porous materials.

Energy Saving Method of Manufacturing Ceramic Products from Fiber Glass Waste

The U.S. fiber glass industry disposes of more than 260,000 tons of industrial fiber glass waste in landfills annually. New technology is needed to reprocess this industrial waste into useful products. A low-cost energy-saving method of manufacturing ceramic tile from fiber glass waste was developed. The technology is based on sintering fiber glass waste at 700-900 degrees C to produce products which traditionally require firing temperatures of >1200 degrees C, or glass-melting temperatures >1500 degrees C. The process also eliminates other energy intensive processing steps, including mining and transportation of raw materials, spray-drying to produce granulated powder, drying pressed tile, and glazing. The technology completely transforms fiber glass waste into a dense ceramic product, so that all future environmental problems in the handling and disposal of the fibers is eliminated. The processing steps were developed and optimized to produce glossy and matte surface finishes for wall and floor tile applications. High-quality prototype tile samples were processed for demonstration and tile standards testing. A Market Assessment confirmed the market potential for tile products produced by the technology. Spectrally Resolved Magnetic Resonance Imaging of the XenonBiosensor

Due to its ability to non-invasively record images, as well as elucidate molecular structure, nuclear magnetic resonance is the method of choice for applications as widespread as chemical analysis and medical diagnostics. Its detection threshold is, however, limited by the small polarization of nuclear spins in even the highest available magnetic fields. This limitation can, under certain circumstances, be alleviated by using hyper-polarized substances. Xenon biosensors make use of the sensitivity gain of hyperpolarized xenon to provide magnetic resonance detection capability for a specific low-concentration target. They consist of a cryptophane cage, which binds one xenon atom, and which has been connected via a linker to a targeting moiety such as a ligand or antibody. Recent work has shown the possibility of using the xenon biosensor to detect small amounts of a substance in a heterogeneous environment by NMR. Here, we demonstrate that magnetic resonance (MR) provides the capability to obtain spectrally and spatially resolved images of the distribution of immobilized biosensor, opening the possibility for using the xenon biosensor for targeted imaging.
