Securities Markets: Decimal Pricing has Contributed to Lower Trading Costs and a More Challenging Trading Environment

A letter report issued by the Government Accountability Office with an abstract that begins "In early 2001, U.S. stock and option markets began quoting prices in decimal increments rather than fractions of a dollar. At the same time, the minimum price increment, or tick size, was reduced to a penny on the stock markets and to 10 cents and 5 cents on the option markets. Although many believe that decimal pricing has benefited small individual (retail) investors, concerns have been raised that the smaller tick sizes have made trading more challenging and costly for large institutional investors, including mutual funds and pension plans. In addition, there is concern that the financial livelihood of market intermediaries, such as the broker-dealers that trade on floor-based and electronic markets, has been negatively affected by the lower ticks, potentially altering the roles these firms play in the U.S. capital market. GAO assessed the effect of decimal pricing on retail and institutional investors and on market intermediaries."

Simulation of Hypervelocity Penetration in Limestone

A parameter study was performed to examine the (shock) damage obtained with long-rod and spherical mono-material penetrators impacting two varieties of limestone. In all cases, the impacts were assumed to be normal to the plane of the rock and at zero angle of attack (in the case of the rods). Impact velocities ranged to 15 km/s but most calculations were performed at 4 and 6 km/s and the penetrator mass was fixed at 1000 kg. For unlined underground structures, incipient damage was defined to occur when the peak stress, {sigma}{sub pk}, exceeds 1 kb (100 MPa) and the applied impulse per unit area, I{sub pk}, exceeds 1 ktap (1 kb-{micro}s). Severe damage was assumed to occur when {sigma}{sub pk} exceeds 1 kb and I{sub pk} exceeds 1000 ktaps. Using the latter definition it was found that severe damage in hard, non-porous limestone with spherical impactors extended to a depth of 9 m on-axis for an impact velocity of 4 km/s and 12 m at 6 km/s. Cylinders with length-to-diameter (L/D) ratio of 8.75 achieved depth to severe damage of 23 m and 40 m, respectively under the same conditions. Simulation of penetration into porous geologic media

We present a computational study on the penetration of steel projectiles into porous geologic materials. The purpose of the study is to extend the range of applicability of a recently developed constitutive model to simulations involving projectile penetration into geologic media. The constitutive model is non-linear, thermodynamically consistent, and properly invariant under superposed rigid body motions. The equations are valid for large deformations and they are hyperelastic in the sense that the stress tensor is related to a derivative of the Helmholtz free energy. The model uses the mathematical structure of plasticity theory to capture the basic features of the mechanical response of geological materials including the effects of bulking, yielding, damage, porous compaction and loading rate on the material response. The new constitutive model has been successfully used to simulate static laboratory tests under a wide range of triaxial loading conditions, and dynamic spherical wave propagation tests in both dry and saturated geologic media.

Social Security Disability Insurance: SSA Actions Could Enhance Assistance to Claimants with Inflammatory Bowel Disease and Other Impairments

A letter report issued by the Government Accountability Office with an abstract that begins "Advocates for patients with inflammatory bowel disease (IBD) believe that the Social Security Administration's (SSA) process for determining eligibility for Disability Insurance (DI) may treat some claimants unfairly. As a result, claimants with IBD believe they are likely to be denied benefits at the initial decision and reconsideration levels, making it necessary for them to appeal to SSA's hearings level to have their claims allowed. This congressionally mandated study focuses on (1) how SSA evaluates claims involving IBD to establish disability under Title II of the Social Security Act and (2) what unique challenges claimants with IBD encounter when applying for DI benefits, and what actions, if any, SSA has taken to address these challenges."

This annual report summarizes work to date on our EMSP project: ?Sources, Speciation and Mobility of Plutonium and Other Transuranics in the Groundwater at the Savannah River Site? (Sept. 2003-Sept. 2006 ABSTRACT Our research focus is to further evaluate the sources and fate of Pu and other transuranics in groundwater at the Savannah River Site (SRS). Our overarching goal is to understand Pu speciation and mobility well enough to support safe remediation, containment and long term stewardship at any site with transuranic wastes and sources. Methods developed under prior funding for the determination Pu isotopes, oxidation state and size fractionation in groundwater are providing the best direct evidence for rejecting or not, hypotheses concerning whether colloids enhance the transport of Pu and other transuranics in groundwater. Survey samples collected in the fall of 2003 from F-area well FSB 78 had a 240/239 Pu atom ratio 7.087 +/-0.048 and reflects the continued presences of decayed 244Cm. In October 2004, we returned to the F-area and completed comprehensive field sampling of 7 wells. Field experiments included 6 different extraction rates at well 92D to test sensitivity to artifacts related to well pumping rates, and an aging experiment to evaluate Pu behavior by …

Status of Continuum Edge Gyrokinetic Code Physics Development

We are developing an edge gyro-kinetic continuum simulation code to study the boundary plasma over a region extending from inside the H-mode pedestal across the separatrix to the divertor plates. A 4-D ({psi}, {theta}, {epsilon}, {mu}) version of this code is presently being implemented, en route to a full 5-D version. A set of gyrokinetic equations[1] are discretized on computational grid which incorporates X-point divertor geometry. The present implementation is a Method of Lines approach where the phase-space derivatives are discretized with finite differences and implicit backwards differencing formulas are used to advance the system in time. A fourth order upwinding algorithm is used for particle cross-field drifts, parallel streaming, and acceleration. Boundary conditions at conducting material surfaces are implemented on the plasma side of the sheath. The Poisson-like equation is solved using GMRES with multi-grid preconditioner from HYPRE. A nonlinear Fokker-Planck collision operator from STELLA[2] in ({nu}{sub {parallel}},{nu}{sub {perpendicular}}) has been streamlined and integrated into the gyro-kinetic package using the same implicit Newton-Krylov solver and interpolating F and dF/dt|{sub coll} to/from ({epsilon}, {mu}) space. With our 4D code we compute the ion thermal flux, ion parallel velocity, self-consistent electric field, and geo-acoustic oscillations, which we compare with standard neoclassical …

The Rare Earth elements (REE) are known to undergo crystallographic as well as electronic structure changes with applied pressure. On increasing pressure, the trivalent lanthanides follow the sequence hcp {yields} Sm-type {yields} dhcp {yields} fcc {yields} dfcc. In this report we present room-temperature high-pressure x-ray diffraction data for Dy as well as our observations on the post-dfcc phases and concomitant volume changes in the heavy REE.

Ultra-Deepwater Production Systems

The report herein is a summary of the work performed on three projects to demonstrate hydrocarbon drilling and production methods applicable to deep and ultra deepwater field developments in the Gulf of Mexico and other like applications around the world. This work advances technology that could lead to more economic development and exploitation of reserves in ultra-deep water or remote areas. The first project is Subsea Processing. Its scope includes a review of the ''state of the art'' in subsea components to enable primary production process functions such as first stage liquids and gas separation, flow boosting, chemical treatment, flow metering, etc. These components are then combined to allow for the elimination of costly surface production facilities at the well site. A number of studies were then performed on proposed field development projects to validate the economic potential of this technology. The second project involved the design and testing of a light weight production riser made of composite material. The proposed design was to meet an actual Gulf of Mexico deepwater development project. The various engineering and testing work is reviewed, including test results. World Trade Organization: Global Trade Talks Back on Track, but Considerable Work Needed to Fulfill Ambitious Objectives

A letter report issued by the Government Accountability Office with an abstract that begins "The outcome of ongoing World Trade Organization (WTO) negotiations is vital to the U.S. economy, because trade with WTO members accounts for about one-fifth of the U.S. gross domestic product. The current round of trade negotiations--called the Doha Round--was supposed to end by January 2005 with agreement on the key issues of agriculture, industrial market access, services, and to strengthen the trading system's contribution to economic development. Failure to reach any agreement at the last WTO ministerial meeting in Cancun, Mexico, in September 2003, put the talks behind schedule and threatened the outcome; however, talks resumed in 2004, and a new ministerial conference will convene in Hong Kong in December 2005. In light of these events, and with the impending renewal decision on U.S. Trade Promotion Authority, which streamlines the process by which Congress approves trade agreements, GAO was asked to assess (1) the overall status of the Doha Round negotiations, (2) progress on key negotiating issues, and (3) factors affecting progress toward concluding the negotiations."
