Stem Cell Research (open access)

Stem Cell Research

Embryonic stem cells have the ability to develop into virtually any cell in the body, and they may have the potential to treat medical conditions such as diabetes and Parkinson’s disease. In August 2001, President Bush announced that for the first time federal funds would be used to support research on human embryonic stem cells, but funding would be limited to “existing stem cell lines.” The National Institutes of Health (NIH) has established the Human Embryonic Stem Cell Registry, which lists stem cell lines that are eligible for use in federally funded research. Although 78 cell lines are listed, 22 embryonic stem cell lines are currently available. Scientists are concerned about the quality, longevity, and availability of the eligible stem cell lines.

Indonesia is a very important country to the United States, especially since the terrorist attacks of 9/11. Its importance stems from its status as the world’s fourth most populous country and the most numerous Islamic country, its political instability, its role as an unwitting host to radical Islamic and terrorist groups, and its geographic position astride key trade routes linking the oil-rich Middle East with the developing Far East. This report surveys key aspects of Indonesia’s domestic politics and foreign policy orientation. It provides an overview of the bilateral relationship between the United States and Indonesia and examines Indonesia’s domestic and international politics.

Bolivia: Political and Economic Developments and Implications for U.S. Policy

This report includes background information on Bolivia’s political unrest, economic situation, and relations with the United States. In the past few years, Bolivia has experienced extreme political unrest resulting in the country having six presidents since 2001. Under policies of recently-elected leftist-leaning President Evo Morales, Bolivia's relations with neighboring countries, foreign investors, and the United States have been complicated. For some 20 years, U.S. interest in Bolivia has centered on its role as a coca producer and its relationship to Colombia and Peru, the two other major coca- and cocaine-producing countries in the Andes. U.S.-Bolivian relations have become tense in 2006 in the wake of the Morales government's questionable commitment to combating illegal drugs, increasing ties with Venezuela and Cuba, and the nationalization measure.

United States Fire Administration: An Overview

The U.S. Fire Administration (USFA) — which includes the National Fire Academy (NFA) — is an entity within the Federal Emergency Management Agency (FEMA), now part of the Emergency Preparedness and Response Directorate of the Department of Homeland Security (DHS). Its objective is to significantly reduce the nation’s loss of life from fire, while also achieving a reduction in property loss and nonfatal injury due to fire. A major issue in the 109th Congress is the viability and status of the USFA and NFA within the Department of Homeland Security. Currently, fire service groups are expressing concerns that USFA and NFA programs are being progressively diminished by DHS, pointing to reductions in the USFA and NFA budgets since FEMA was incorporated into DHS. Meanwhile, the FY2004 National Defense Authorization (P.L. 108-136) contains a provision (the “SAFER Act”) which establishes a federal grant program administered by USFA to provide funding to fire departments for hiring personnel.

Indonesian Elections

On April 5, 2004, Indonesia successfully completed the first step of a multi-phase the election process for 2004. The first phase elected the national legislature and the new regional representative council. The second phase held on July 5, 2004, sought to elect a President. This led to a run-off election on September 20, 2004, between Susilo Bambang Yudhoyono, the current president, and Megawati Sukarnoputri, the former president of Indonesia. The 2004 elections were judged to be free and fair. This bodes well for the evolution of democracy in Indonesia. Nationalist and secular parties were the most popular with voters. The Islamist parties’ limited appeal can be attributed more to their anti-corruption and good governance policies than to an overtly Islamist agenda. This report will not be updated.

DR-CAFTA, Textiles, and Apparel

The Dominican Republic-Central America-United States Free Trade Agreement (DR-CAFTA), signed on August 5, 2004, by the United States, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and the Dominican Republic is a comprehensive and reciprocal trade agreement that, if ratified by all parties, would govern market access of goods, services trade, investment, government procurement, intellectual property, labor, and the environment. With respect to textiles and apparel, DR-CAFTA is comparatively less restrictive than most other trade agreements and trade preference programs regarding what qualifies for duty-free access to the United States.
