Border Security: Key Agencies and Their Missions

After the massive reorganization of federal agencies precipitated by the creation of the Department of Homeland Security (DHS), there are now four main federal agencies charged with securing the United States’ borders: the Bureau of Customs and Border Protection (CBP), which patrols the border and conducts immigrations, customs, and agricultural inspections at ports of entry; the Bureau of Immigrations and Customs Enforcement (ICE), which investigates immigrations and customs violations in the interior of the country; the United States Coast Guard, which provides maritime and port security; and the Transportation Security Administration (TSA), which is responsible for securing the nation’s land, rail, and air transportation networks. This report is meant to serve as a primer on the key federal agencies charged with border security; as such it will briefly describe each agency’s role in securing our nation’s borders.

FIBROUS MONOLITH WEAR RESISTANT COMPONENTS FOR THE MINING INDUSTRY

The work performed on this program was to develop wear resistant, tough FM composite materials with efforts focused on WC-Co based FM systems. The materials were developed for use in mining industry wear applications. Components of interest were drill bit inserts for drilling blast holes. Other component applications investigated included wear plates for a variety of equipment such as pit shovels, wear surfaces for conveyors, milling media for ball milling operations, hydrocyclone cones, grader blades and dozer teeth. Cross-cutting technologies investigated included hot metal extrusion dies, drill bits for circuit board fabrication, cutting tools for cast iron and aluminum machining. An important part of the work was identification of the standard materials used in drilling applications. A materials trade study to determine those metals and ceramics used for mining applications provided guidance for the most important materials to be investigated. WC-Co and diamond combinations were shown to have the most desirable properties. Other considerations such as fabrication technique and the ability to consolidate shifted the focus away from diamond materials and toward WC-Co. Cooperating partners such as Kennametal and Kyocera assisted with supplies, evaluations of material systems, fabricated parts and suggestions for cross-cutting technology applications for FM architectures. A letter report issued by the Government Accountability Office with an abstract that begins "U.S. government officials working overseas are at risk from terrorist threats. Since 1968, 32 embassy officials have been attacked--23 fatally--by terrorists outside the embassy. As the State Department continues to improve security at U.S. embassies, terrorist groups are likely to focus on "soft" targets--such as homes, schools, and places of worship. GAO was asked to determine whether State has a strategy for soft target protection; assess State's efforts to protect U.S. officials and their families while traveling to and from work; assess State's efforts overseas to improve security at schools attended by the children of U.S. officials; and describe issues related to protection at their residences."

Plan Colombia: A Progress Report

Plan Colombia was developed by former President Pastrana (1998-2002) as a six-year plan to end Colombia’s long armed conflict, eliminate drug trafficking, and promote economic and social development. The Andean Counterdrug Initiative (ACI) is the primary U.S. program that supports Plan Colombia. In addition, Colombia receives assistance from the Foreign Military Financing (FMF) program and the Department of Defense’s central counternarcotics account. ACI funding for Plan Colombia from FY2000 through FY2005 totals approximately $2.8 billion. When FMF and DOD assistance is included, the total level of U.S. support to Colombia is $4.5 billion.
