Bosnia and Herzegovina: Issues for U.S. Policy
This report provides background information on the Dayton Peace Accords, and also describes Bosnia’s current political structure of two semi-autonomous, ethnically-based “entities” and a relatively weak central government. This report discusses another important issue such as whether Bosnia is still important to U.S. interests.

Detecting, Locating, and Characterizing Remote Power Sources
A feasibility study to determine range and back-azimuth detection methods for an isolated generator powering common loads was completed. The study deployed 3-component E and B field sensors with sampling rates of 100 kHz in a low noise test location in Southern California. Scripted power and load cycling was recorded at ranges of 40 meters to 4 km from the generator/load source. Three loads were tested: a 100 meter string of lights, an inverter powering an air blower, and a resistive heater. No E-field or B-field radiated signals were detected at ranges greater than 40 meters with a signal-to-noise ratio greater than one. Large variations in the broadband background electromagnetic noise were observed and may have been responsible for null detections at some measurement locations. At the 40-meter station, a frequency shift upon generator loading was observed for all load types. Harmonics from the detuned generator (operating at 56.7 Hz) could be observed for all load types but were most pronounced for the inverter source. A back-azimuth estimation methodology was applied to detected harmonics with stable and consistent results. For the inverter source, consistent back azimuths to the source were determined for the fundamental and higher detected harmonics up to …

Development of a Fast Microfluidic Mixer for Studies of Protein Folding KineticsFinal Report Cover Page
We designed and fabricated mixing devices that will help us elucidate the mechanisms of protein folding through measurements of folding reaction rates. These devices can be used in studying of other biological systems and are compatible with various spectroscopic observation methods. The project involved development of fabrication processes and setup of a laboratory for assembly and characterization of microfluidic devices, as well as measurements of protein folding kinetics. We produced three variants of the mixer: (1) The ultra fast mixer for Foerster Resonance Energy Transfer measurements (described by Anal. Chem. Article UCRL-JRNL-206676) and MicroTAS Conference Proceedings article (UCRL-JC-153057 ) included in the report; (2) The ultra fast mixer for UV measurements (described by the poster presented at MicroTAS conference (UCRL-POST-207476) included in the report); and (3) The mixer for single molecule measurements (described by the Science article UCRL-JC-153057) included in the report. In these mixers, the channels are narrow, ranging from a few to hundreds of {micro}m, so that the flow is laminar and all of the mixing is achieved through diffusion. Our goal is to develop robust microfluidic mixer with at least 100 times lower consumption rate, shorter dead time and time resolution than commercially available mixers that would …

The Doha Development Agenda: The WTO Framework Agreement
On July 31, 2004, the 147 members of the World Trade Organization (WTO) reached a Framework Agreement for conducting future Doha Round trade negotiations. The Framework Agreement is the latest step in the Doha Development Agenda (DDA) round of trade negotiations at the WTO, which was launched at the 4th Ministerial of the WTO at Doha, Qatar in November 2001. This report provides analysis of the framework agreement and its significant results (agriculture, industrial market access, services, and trade facilitation) in the context of U.S. objectives.

Edge cladding gain media according to IL-11317
In this patent application we wish to claim the following approach to ameliorating spontaneous amplified emission (ASE) that occurs in a laser amplifier slab. There are two important elements of our approach. We wish to claim the application of both together but not either one alone. (1) The first element of the invention is to roughen the edge surfaces of the amplifier slab. A rough surface with random planar features larger than the wavelength of light will reflect and refract incident light rays at angles different than the median plane of the surface. The rough surface can then be characterized by two parameters. First there is a distribution of heights about the zero mean plane of the surface. If normal this distribution is characterized by a standard deviation. The second parameter is the correlation distance that describes how close together on average are the peaks and valleys. The ratio of these two numbers determines the spread of light reflected off the surface of the edge of the slab. (2) The second element in our invention is to bond the roughened edges of the gain medium to an ASE absorbing media using a suitable bonding agent. In order for the ASE …

Final Report for LDRD project 03-ERD-021: ''Analyzing the Long-Range Transport of Asian Aerosols Using an LLNL Atmospheric Model and CAMS/NOAA Measurements from Northern California''
The primary purposes of this project were to (1) improve and validate the LLNL/IMPACT atmospheric chemistry and aerosol transport model, (2) experimentally analyze size- and time-resolved aerosol measurements taken during spring 2001 in Northern California, and (3) understand the origin of dust impacting Northern California. Under this project, we (1) more than doubled the resolution of the LLNL-IMPACT global atmospheric chemistry and aerosol model (to 1 x 1 degree), (2) added an interactive dust emission algorithm to the IMPACT model in order to simulate observed events, (3) added detailed microphysics to the IMPACT model to calculate the size-distribution of aerosols in terms of mass, (4) analyzed the aerosol mass and elemental composition of the size- and time-resolved aerosol measurements made by our UC Davis collaborators, and (5) determined that the majority of the observed soil dust is from intercontinental transport across the Pacific. A detailed report on this project is in the attached document ''Impact of Long-Range Dust Transport on Northern California in Spring 2002'' (UCRL-TR-209597), except for the addition of aerosol microphysics, which is covered in the attached document ''Implementation of the Missing Aerosol Physics into LLNL IMPACT'' (UCRL-TR-209568). In addition to the technical results, this project has (1) …
