International Trade: Treasury Assessments Have Not Found Currency Manipulation, but Concerns about Exchange Rates Continue

A letter report issued by the Government Accountability Office with an abstract that begins "The 1988 Trade Act requires the Department of the Treasury to annually assess whether countries manipulate their currencies for trade advantage and to report semiannually on specific aspects of exchange rate policy. Some observers have been concerned that China and Japan may have maintained undervalued currencies, with adverse U.S. impacts, which has brought increased attention to Treasury's assessments. In 2004, Congress mandated that Treasury provide additional information about currency manipulation assessments, and Treasury issued its report in March 2005. Members of Congress have continued to propose legislation to address China currency issues. We examined (1) Treasury's process for conducting its assessments and recent results, particularly for China and Japan; (2) the extent to which Treasury has met legislative reporting requirements; (3) experts' views on whether or by how much China's currency is undervalued; and (4) the implications of a revaluation of China's currency for the United States. In commenting on a draft of this report, Treasury emphasized it does consider the impact of the exchange rate on the economy, and factors influencing exchange rates also affect U.S. production and competitiveness."

In-Tank Peroxide Oxidation Process for the Decomposition of Tetraphenylborate in Tank 48H

Tank 48H return to service is critical to the processing of high level waste (HLW) at the Savannah River Site (SRS). Tank 48H currently holds legacy material containing organic tetraphenylborate (TPB) compounds from the operation of the In-Tank Precipitation process. The TPB was added during an in-tank precipitation process to removed soluble cesium, but excessive benzene generation curtailed this treatment method. This material is not compatible with the waste treatment facilities at SRS and must be removed or undergo treatment to destroy the organic compounds before the tank can be returned to routine Tank Farm service. Tank 48H currently contains approximately 240,000 gallons of alkaline slurry with approximately 19,000 kg (42,000 lb) of potassium and cesium tetraphenylborate (KTPB and CsTPB). Out of Tank processing of the Tank 48H has some distinct advantages as aggressive processing conditions (e.g., high temperature, low pH) are required for fast destruction of the tetraphenylborate. Also, a new facility can be designed with the optimum materials of construction and other design features to allow the safe processing of the Tank 48H waste. However, it is very expensive to build a new facility. As a result, an in-tank process primarily using existing equipment and facilities is desirable. …

Effect of Ambipolar Plasma Flow on the Penetration of Resonant Magnetic Perturbations in a Quasi-axisymmetric Stellarator

A reference equilibrium for the U.S. National Compact Stellarator Experiment is predicted to be sufficiently close to quasi-symmetry to allow the plasma to flow in the toroidal direction with little viscous damping, yet to have sufficiently large deviations from quasi-symmetry that nonambipolarity significantly affects the physics of the shielding of resonant magnetic perturbations by plasma flow. The unperturbed velocity profile is modified by the presence of an ambipolar potential, which produces a broad velocity profile. In the presence of a resonant magnetic field perturbation, nonambipolar transport produces a radial current, and the resulting j x B force resists departures from the ambipolar velocity and enhances the shielding.

According to the Federal Trade Commission, identity theft is the most common complaint from consumers in all fifty states, and complaints regarding identity theft have grown for four consecutive years. Victims of identity theft may incur damaged credit records, unauthorized charges on credit cards, and unauthorized withdrawals from bank accounts. Sometimes, victims must change their telephone numbers or even their social security numbers. Victims may also need to change addresses that were falsified by the impostor.

In August 2001, the Iran-Libya Sanctions Act (ILSA, P.L. 104-172) was renewed for another five years (P.L. 107-24). No firms have been sanctioned under ILSA, and ILSA has terminated with respect to Libya. In the 109th Congress, H.R. 282 and S. 333 contain provisions that would modify ILSA. This report discusses various issues including the background and passages of the ILSA and its effectiveness.

Several temporary tax provisions will expire this year. Often referred to as “extenders,” these provisions were originally enacted with an expiration date that may well be extended. Several have been extended numerous times in the past, sometimes after their expiration date. The extenders provide special tax treatment for certain types of activities and investment and benefit both individuals and corporations. They occur in a variety of policy areas including wage credits to support employment of certain populations; excise taxes on fuel, tires, and other commodities; energy production incentives; deductions for charitable contributions; special depreciation allowances; and many others.
