Counterintelligence Reform at the Department of Energy: Policy Issues and Organizational Alternatives
Lapses in the Department of Energy’s (DOE) security and counterintelligence program have plagued DOE since 1977, when the Department was established through the merger of 40 government organizations, including the Energy Research and Development Administration and the Federal Energy Administration.1 Some policymakers expected the new agency to focus the government’s energy-related enterprises almost solely on the energy crisis. Others saw DOE as an unsuccessful attempt to fuse vastly diverse organizations, many with significantly different, if not conflicting missions.

HIV/AIDS International Programs: Appropriations, FY2003-FY2006
On February 7th, 2005, the Bush Administration requested $3.16 billion for international HIV/AIDS, tuberculosis, and malaria program in FY2006, a 9% increase over the estimated amount to be provided in FY2005. The request included $2.564 billion to be appropriated through the Foreign Operations appropriations and $596 million through appropriations for the Departments of Labor and Health and Human Services.

Afghanistan: Presidential and Parliamentary Elections
Presidential elections in Afghanistan were held on October 9, 2004, with heavy turnout and minimal violence. Karzai was declared the winner on November 3, 2004 with about 55% of the vote. Parliamentary, provincial, and district elections were to be held in April-May 2005, but parliamentary and provincial elections are now to be held September 18, 2005; district elections are put off until 2006. Palestinian Factions
Palestinian factionalism continues to dominate the political landscape in the West Bank and Gaza Strip. The manner in which competing nationalist, socialist, Islamist, and democratic-minded Palestinians vie to control the direction of any future Palestinian state may influence United States objectives in the region. These include ending antiIsraeli violence, supporting Palestinian reforms, and bolstering Palestinian democratization and civil society. Some factions are designated foreign terrorist organizations by the State Department. One of these, Hamas, is building on recent electoral successes and may soon join the Palestinian parliament. Pension Sponsorship and Participation: Summary of Recent Trends
According to the Census Bureau’s Current Population Survey (CPS), the number of private-sector workers between the ages of 25 and 64 whose employer sponsored a retirement plan fell from 53.3 million in 2003 to 53.1 million in 2004. The number of workers who participated in an employer-sponsored retirement plan fell from 43.5 million in 2003 to 43.3 million in 2004. The percentage of 25 to 64- year-old workers in the private sector who participated in an employer-sponsored retirement plan declined from 46.7% in 2003 to 46.3% in 2004.
