W-band ARM Cloud Radar (WACR) Handbook

The W-band Atmospheric Radiation Measurement (ARM) Program Cloud Radar (WACR) systems are zenith pointing Doppler radars that probe the extent and composition of clouds at 95.04 GHz. The main purpose of this radar is to determine cloud boundaries (e.g., cloud bottoms and tops). This radar reports estimates for the first three spectra moments for each range gate up to 15 km. The 0th moment is reflectivity, the 1st moment is radial velocity, and the 2nd moment is spectral width. Also available are the raw spectra files. Unlike the millimeter wavelength cloud radar (MMCR), the WACR does not use pulse coding and operates in only copolarization and cross-polarization modes.

Mechanistic Studies of Improved Foam EOR Processes

The objective of this research is to widen the application of foam to enhanced oil recovery (EOR) by investigating fundamental mechanisms of foams in porous media. This research will lay the groundwork for more applied research on foams for improved sweep efficiency in miscible gas, steam and surfactant-based EOR. Task 1 investigates the pore-scale interactions between foam bubbles and polymer molecules. Task 2 examines the mechanisms of gas trapping, and interaction between gas trapping and foam effectiveness. Task 3 investigates mechanisms of foam generation in porous media.

Quantifying object and material surface areas in residences

The dynamic behavior of volatile organic compounds (VOCs) in indoor environments depends, in part, on sorptive interactions between VOCs in the gas phase and material surfaces. Since information on the types and quantities of interior material surfaces is not generally available, this pilot-scale study was conducted in occupied residences to develop and demonstrate a method for quantifying surface areas of objects and materials in rooms. Access to 33 rooms in nine residences consisting of bathrooms, bedroom/offices and common areas was solicited from among research group members living in the East San Francisco Bay Area. A systematic approach was implemented for measuring rooms and objects from 300 cm{sup 2} and larger. The ventilated air volumes of the rooms were estimated and surface area-to-volume ratios were calculated for objects and materials, each segregated into 20 or more categories. Total surface area-to-volume ratios also were determined for each room. The bathrooms had the highest total surface area-to-volume ratios. Bedrooms generally had higher ratios than common areas consisting of kitchens, living/dining rooms and transitional rooms. Digital Rights Management (DRM) refers to the technology that copyright owners use to protect digital media. This report surveys several of the DRM bills that were introduced in the 107th and 108th Congresses. Generally, the bills are directed at two separate goals. One goal is to increase access to digitally-protected media for lawful purposes. The other attempts to thwart digital piracy and would do so by enhancing civil and criminal sanctions for digital (and traditional) copyright infringement and educating the public about the rights of copyright holders.

Capital Punishment: An Overview of Federal Death Penalty Statutes

With the passage of P.L. 103-322, the Violent Crime Control and Law Enforcement Act of 1994, the federal death penalty became available as a possible punishment for a substantial number of new and existing civilian offenses. On April 24, 1996, the Antiterrorism and Effective Death Penalty Act of 1996 made further modifications and additions to the list of federal capital crimes. On June 25, 2002, P.L. 107-197, the Terrorist Bombings Convention Implementation Act of 2002, added another capital crime to the United States Code. The Intelligence Reform and Terrorism Prevention Act of 2004, P.L. 108-458, enacted December 17, 2004, included provisions which impacted or expanded some of the existing death penalty provisions. This report lists the current federal capital offenses and summarizes the procedures for federal civilian death penalty cases.

In 2003 the United States incurred a merchandise trade deficit of $535.7 billion on a Census basis and $549.4 billion on a balance-of-payments basis (BoP). A surplus in services trade of $60 billion gave a deficit of $489.3 billion on goods and services (BoP) for the year, 17% higher than 2002. Year-to-date (January-October 2004), the trade deficit in goods and services, at $500.5 billion, is 21% higher compared to the same period in 2003.
