The purpose of this DOE-funded effort is to develop continuous processes for solvent extraction of coal for the production of carbon products. These carbon products include materials used in metals smelting, especially in the aluminum and steel industries, as well as porous carbon structural material referred to as ''carbon foam'' and carbon fibers. During this reporting period, efforts have focused on the development of continuous processes for hydrogenation as well as continuous production of carbon foam and coke.

The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots is 4.5 acres, and the complete installation at each site is 13.5 acres. This report discusses the quench protection and power supply requirements of the MICE superconducting magnets. A section of the report discusses the quench process and how to calculate the peak voltages and hotspot temperature that result from a magnet quench. A section of the report discusses conventional quench protection methods. Thermal quench back from the magnet mandrel is also discussed. Selected quench protection methods that result in safe quenching of the MICE focusing and coupling magnets are discussed. The coupling of the MICE magnets with the other magnets in the MICE is described. The consequences of this coupling on magnet charging and quenching are discussed. Calculations of the quenching of a magnet due quench back from circulating currents induced in the magnet mandrel due to quenching of an adjacent magnet are discussed. The conclusion of this report describes how the MICE magnet channel will react when one or magnets in that channel are quenched.

In February 2002, the Administration proposed its welfare reauthorization plan. The debate was dominated by controversy over the amount of child care funding and the Administration's proposed changes to Temporary Assistance for Needy Families (TANF) work participation standards. The final agreement reflects the same child care funding increase that was provided in House-passed welfare reauthorization measures in 2002 and 2003 ($1 billion in additional mandatory child care funding over five years). The 2005 Senate Finance Committee welfare reauthorization bill would have provided $6 billion in additional child care funding over five years. Though the final agreement would require states to increase the share of their families participating in TANF work activities, it does not include the Administration's proposal to set a 40-hour workweek standard or revise the activities that count toward the standard. The reauthorization debate also reflected a renewed focus on noncustodial parents and on family formation issues. The budget agreement includes responsible fatherhood initiatives and a scaled back version of the President's initiative to promote healthy marriages.

Palestinian factionalism continues to dominate the political landscape in the West Bank and Gaza Strip. The manner in which competing nationalist, socialist, Islamist, and democratic-minded Palestinians vie to control the direction of any future Palestinian state may influence United States objectives in the region. These include ending antiIsraeli violence, supporting Palestinian reforms, and bolstering Palestinian democratization and civil society. Some factions are designated foreign terrorist organizations by the State Department. One of these, Hamas, is building on recent electoral successes and may soon join the Palestinian parliament. Advances in wireless telecommunications technology are converging with Internet technology to foster new generations of applications and services. Presently, the United States and other countries are moving to third-generation (3G) and fourth-generation mobile telephony. The defining feature of these technologies is that transmission speeds are significantly faster than prevailing technologies. A related trend is the growth in use of Wi-Fi (wireless fidelity) and WiMAX (an industry designation for a specific broadband standard). This report describes various legislation relating to this expansion and ongoing telecommunications development.

Since September 11, 2001, the effectiveness of America’s communications capabilities in support of the information needs of first responders and other public safety workers have been a matter of concern to Congress. The Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) included sections that responded to recommendations made by the 9/ll Commission, in its report of July 2004, and by others in recent years, regarding public safety communications. Nonetheless, there is much still to be done to bring the United States to the threshold of adequate communications capabilities in emergencies. Congress can expect that the many advocates for public safety, in all its forms, will continue to push for improvements in public safety communications and interoperability.
