This report discusses trade issues in the 109th Congress. For over 50 years, U.S. trade officials have negotiated multilateral trade agreements to achieve lower trade barriers and rules to cover international trade. During the 108th Congress, U.S. officials negotiated and Congress approved four bilateral free-trade agreements with Australia, Chile, Morocco, and Singapore.

This report tackles the issue of Social Security reform from an economic perspective that focuses not merely on reform that achieves programmatic sustainability (sustainability within the trust fund), but reform that achieves sustainability for the government and economy as a whole. The President has indicated that Social Security reform will be a major issue in the 109th Congress. For some time comprehensive reform has been an issue of debate in Congress, but no major action has occurred.

The nation’s air, land, and marine transportation systems are designed for accessibility and efficiency, two characteristics that make them highly vulnerable to a terrorist attacks. While hardening the transportation sector from terrorist attacks is difficult, reasonable measures can be taken to deter terrorists. The focus of this issue brief is how best to construct and finance a system of deterrence, protection, and response that effectively reduces the possibility and consequences of another terrorist attack without unduly interfering with travel, commerce, and civil liberties.

This report discusses the United States and Mexico relations and the North American Free Trade Agreement (NAFTA). The major issues discussed by Congress are trade, migration/border security, drug trafficking, and political issues.
