FAA delegates the vast majority of its safety certification activities to about 13,600 private persons and organizations, known as "designees," which are currently grouped into 18 different programs. Among other tasks, designees perform physical examinations to ensure that pilots are medically fit to fly and examine the airworthiness of aircraft. A letter report issued by the Government Accountability Office with an abstract that begins "Concerns were raised about the current system Medicare uses to determine annual changes to physician fees--the sustainable growth rate (SGR) system--when fees were reduced by 5.4 percent in 2002. Subsequent administrative and legislative actions modified or overrode the SGR system, resulting in fee increases for 2003, 2004, and 2005. However, projected fee reductions for 2006-2012 have raised new concerns about the SGR system. Policymakers are considering whether to eliminate spending targets or modify them. The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) required that GAO study SGR and potential alternatives to the system. This report examines (1) how the SGR system is designed to control spending for physician services, (2) what concerns have been raised about the SGR system and its components, (3) what affects the stability and predictability of physician fee updates under the SGR system, and (4) what alternatives to the current SGR system exist. A letter report issued by the Government Accountability Office with an abstract that begins "Smart cards--plastic devices about the size of a credit card--use integrated circuit chips to store and process data, much like a computer. Among other uses, these devices can provide security for physical assets and information by helping to verify the identity of people accessing buildings and computer systems. They can also support functions such as tracking immunization records or storing cash value for electronic purchases. Government adoption of smart card technology is being facilitated by the General Services Administration (GSA), which has implemented a governmentwide Smart Card Access Common ID contract, which federal agencies can use to procure smart card products and services. GAO was asked to update information that it reported in January 2003 on the progress made by the federal government in promoting smart card technology. A letter report issued by the Government Accountability Office with an abstract that begins "The former Immigration and Naturalization Service (INS) had five interior (non-border-related) immigration enforcement objectives to address federal immigration law violations: identify and remove criminal aliens from the United States; deter and dismantle alien trafficking and smuggling; respond to community reports and complaints about illegal immigration; minimize immigration benefit fraud; and block employers' access to undocumented workers. After the terrorist attacks of September 11, 2001, the INS and other federal agencies began merging their law enforcement functions into the U.S. Bureau of Immigration and Customs Enforcement (ICE) within the Department of Homeland Security. Congress sought information on how the newly formed ICE was addressing legacy INS's immigration enforcement objectives. GAO addressed the following questions: (1) What is the status of ICE's efforts to incorporate legacy INS's interior immigration enforcement objectives? (2) How is ICE developing budget needs, workforce plans, and performance measures for immigration-related objectives?"

A letter report issued by the General Accounting Office with an abstract that begins "The Small Business Administration (SBA) has been challenged in the past in developing a lender oversight capability and a loan monitoring system to facilitate its oversight. While SBA has made progress in its lender oversight program, its past efforts to develop a loan monitoring system were unsuccessful. In 2003, SBA obtained loan monitoring services from Dun & Bradstreet. GAO evaluated SBA's loan monitoring needs, how well those needs are met by the new service, and the similarities and differences for the purposes of credit risk management between SBA and private sector best practices."

A letter report issued by the Government Accountability Office with an abstract that begins "American Indians and Alaska Natives generally face worse economic conditions than the rest of the U.S. population. The Economic Development Administration (EDA) within the Department of Commerce provides grants to distressed communities, including to American Indian tribes and Alaska Native entities, to generate employment and stimulate economic growth. Because data on how these EDA grants helped tribes was not publicly available, GAO analyzed all EDA grants made to Indian tribes from 1993-2002 and determined what economic development resulted. Tribes also enter into self-governance and other contracting arrangements with two federal agencies--the Bureau of Indian Affairs (BIA) and the Indian Health Service--to assume the management of individual services, including law enforcement, education, social services, and road maintenance. GAO also analyzed the relationship between changes in tribes' economic profile and the extent to which they had self-governance or contracting arrangements to perform their own services. BIA and EDA provided comments on a draft of this report. BIA generally agreed with GAO's conclusions. EDA took issue with GAO's characterization of the relative success of EDA grant programs."

Specifically, they have reported that (1) they receive unclear guidance on program requirements and (2) because policies and procedures change frequently, they may rely on obsolete guidance, resulting in billing errors. Some government agencies issue advisory opinions in response to specific questions from requesters. These opinions permit agencies to apply law and regulation to a particular set of facts and provide requesters with specific guidance. The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 directed GAO to determine the appropriateness and feasibility of establishing in the Secretary of Health and Human Services authority to issue legally binding advisory opinions to interpret Medicare regulations. A letter report issued by the General Accounting Office with an abstract that begins "Each year, the U.S. Army spends about $3 billion on depot-level maintenance and repair work for weapons systems and other equipment. However, because its data gathering and reporting processes have been limited, the Army historically has been unable to fully identify how much depotlevel maintenance takes place outside its five public depots. As a result, it has not been able to determine with precision how well it was meeting statutory requirements to limit contracted depot-level maintenance work to 50 percent of the program budget. In the House report on the Fiscal Year 2001 Defense Authorization Act, Congress directed the Army to report on the proliferation of depot-level maintenance work at nondepot facilities and asked GAO to review that report. GAO examined the extent to which (1) the Army's report identifies the amount of depot-level maintenance work done outside public depots; (2) the Army can account for its depot-level maintenance workload, as required by statute; and (3) the corrective actions in the report are likely to address the proliferation issue and enhance the Army's reporting."

Linear-response (LR) theory in combination with the first-principles band structure codes allows to calculate phonons in an efficient way. In this report a formalism which enables us to apply LR theory within an all-electron framework utilizing the relativistic full-potential linearized augmented plane-wave (RFLAPW) method is presented. As first part, the equations for the calculations of the atomic forces are given and they are used for the calculation of forces in {alpha}-Pu. As a second step, a complete set of formulaes for the dynamic matrices calculation is presented.
