What happens when an expert on grief is faced with the slow decline of her beloved mother? Like A Grief Observed by C. S. Civil War Heavy Explosive Ordnance is the definitive reference book on Union and Confederate large caliber artillery projectiles, torpedoes, and mines. Some of these projectiles are from the most famous battles of the Civil War, such as those at Fort Sumter, Charleston, Vicksburg, and Richmond. Others were fired from famous cannon, such as the “Swamp Angel” of Charleston and “Whistling Dick” of Vicksburg. And some were involved in torpedo attacks against major warships. Army Stryker Brigades: Assessment of External Logistics Support Should Be Documented for the Congressionally Mandated Review of the Army's Operational Evaluation Plan

We plan to complete our review and report the results in June 2003. In the meantime, the Army will be conducting an operational evaluation of the first Stryker brigade from late April through May 2003 as required by law. The purpose of this letter is to bring attention to issues concerning the adequacy of the Army's proposed operational evaluation plan. The operational evaluation is intended to facilitate an understanding of the initial brigade's overall capabilities. The evaluation was first directed by the conference report accompanying the 2001 defense authorization act. Subsequently, Congress included the requirement in Section 113 of the National Defense Authorization Act for fiscal year 2002, which provides that (1) the Secretary of the Army is to evaluate the brigade's execution of combat missions across the full spectrum of potential threats and operational scenarios, (2) the Department of Defense's Director of Operational Test and Evaluation (DOT&E) must approve the Army's operational evaluation plan before the evaluation may be conducted, and (3) the Secretary of Defense is to certify to Congress that the results of …

Environmental Protection: Information on the Purchase, Use, and Disposal of Engine Lubricating Oil
A briefing report issued by the General Accounting Office with an abstract that begins "Concerned with the time, money, and resources that the federal government expends servicing its vehicle and engine fleet, the Senate Committee on Environment and Public Works asked GAO to compile information on the government's use of engine lubricating oil. GAO was asked to determine: (1) how much engine lubricating oil the federal government bought in fiscal years 1999, 2000, and 2001; (2) what costs are incurred for the disposal and recycling of engine lubricating oil; (3) what costs are incurred for changing motor oil in military and civilian fleets; (4) what logistical implications exist for the transport of engine lubricating oil during recent military operations; and (5) what options exist for reducing purchase, maintenance, and disposal costs for engine lubricating oil. To conduct its study, GAO focused on three agencies that account for 79 percent of all non-tactical vehicles owned or leased by the U.S. government: the U.S. Postal Service (USPS), the Department of Defense (DOD), and the General Services Administration (GSA). It compiled information only on engine lubricating oil used in ground vehicles and equipment and not in aircraft and ships."

CDC's April 2002 Report On Smoking: Estimates of Selected Health Consequences of Cigarette Smoking Were Reasonable
Correspondence issued by the General Accounting Office with an abstract that begins "Despite a recent decline in the population that smokes, smoking is considered the leading cause of preventable death in this country. According to the Centers for Disease Control and Prevention (CDC), over 2 million deaths in the 5-year period from 1995 through 1999 were attributable to cigarette smoking. CDC, part of the Department of Health and Human Services (HHS), is a primary source of information on the health consequences of smoking tobacco. CDC reported its most recent estimates of selected health consequences of cigarette smoking in an April 2002 issue of its publication Morbidity and Mortality Weekly Report. CDC reported that, on average, over 440,000 deaths, 5.6 million years of potential life lost, $82 billion in mortality-related productivity losses, and $76 billion in medical expenditures were attributable to cigarette smoking each year from 1995 through 1999. CDC and others tasked with making such estimates face challenges. They build estimates on a set of assumptions and make choices about the data sources and methods used, each of which may have limitations that must be weighed against its advantages. Specialty Hospitals: Information on National Market Share, Physician Ownership, and Patients Served
Correspondence issued by the General Accounting Office with an abstract that begins "Specialty hospitals represent a small but growing segment of the health care industry. These hospitals specialize in providing care for certain conditions, such as cardiac care, or performing certain procedures, such as orthopedic surgery. Specialty hospitals are not an entirely new phenomenon, as children's and other types of specialty hospitals have existed for decades. Consequently, it is challenging to distinguish between the old and new types of specialty hospitals. One aspect that sets apart the newer genre of specialty hospitals is that many are owned, in part, by the physicians who work in them. Advocates contend that, because of their focused mission, specialty hospitals can provide high-quality specialty services more efficiently than general hospitals. Because specialty hospitals can tailor their facilities and resources to best fit the needs of certain types of patients, individuals treated in such hospitals may enjoy relatively greater convenience and comfort. Specialty hospitals may also offer physicians financial and work environment advantages.
