Mercury Control With The Advanced Hybrid Particulate Collector

This project was awarded under U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) Program Solicitation DE-PS26-00NT40769 and specifically addresses Technical Topical Area 4 - Testing Novel and Less Mature Control Technologies on Actual Flue Gas at the Pilot Scale. The project team includes the Energy & Environmental Research Center (EERC) as the main contractor; W.L. Gore & Associates, Inc., as a technical and financial partner; and the Big Stone Plant operated by Otter Tail Power Company, host for the field-testing portion of the research. Since 1995, DOE has supported development of a new concept in particulate control called the advanced hybrid particulate collector (AHPC). The AHPC has been licensed to W.L. Gore and Associates, Inc., and is now marketed as the Advanced Hybrid{trademark} filter by Gore. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in a unique configuration, providing major synergism between the two collection methods, both in the particulate collection step and in the transfer of dust to the hopper. The AHPC provides ultrahigh collection efficiency, overcoming the problem of excessive fine-particle emissions with conventional ESPs, and it solves the problem of reentrainment and re-collection of dust in conventional baghouses. Microanalysis of NY/NJ Harbor Sediments Using Synchrotron X-Ray Beams.

Sediments found in the New York/New Jersey Harbor are widely contaminated with organic and inorganic compounds of anthropogenic origin. As a result, the environmental health of the Harbor has deteriorated and the efficient operation of the Port compromised by difficulties in disposing of sediments resulting from maintenance and improvements of navigational channels. Knowledge of the properties of the sediments on a micro-scale is useful in understanding the transport of contaminants through the environment, for developing effective methods for sediment decontamination, and for subsequent beneficial use of the cleaned sediments. We have investigated several properties of these sediments using synchrotron radiation techniques. These include computed microtomography using absorption and fluorescence contrast mechanisms, x-ray microscopy, microbeam x-ray fluorescence, and Fourier Transform Infrared Spectroscopy (FTIR) for measurements of microstructure, distribution of metals on individual sediment particles, and chemical forms of the contaminants on a micrometer scale. Typical results obtained with these techniques are presented.

MULTIFUNCTIONAL (NOx/CO/O2) SOLID-STATE SENSORS FOR COAL COMBUSTION CONTROL

The composition and microstructure of the sensing electrode are the key parameters that influence the sensing mechanism, and hence key sensor performance parameters: sensitivity, selectivity and response time. During this reporting period we investigated the effect of microstructure and the fundamental heterogeneous gas solid interactions of our NO sensor electrode material. In order to optimize the sensor electrode microstructure, powders were prepared using four different powder synthesis routes, resulting in different particle sizes distributions and BET surface areas. Different electrode processing conditions, e.g. screen-printing slurry composition, sintering schedule, etc. were also applied. In this report we demonstrate that the microstructure of electrodes, synthesized with the same composition, has a dramatic effect on both sensitivity and response time of potentiometric NO sensors. A quartz reactor and a tube furnace were built for the catalysis experiments. The installation of a quadrupole mass spectrometer (QMS) and a multi gas controller were completed. Moreover, the system for the temperature-programmed reaction (TPR) and desorption (TPD) were completed by combining the equipment. We used this heterogeneous catalysis system to determine the adsorption characteristics of O{sub 2}, NO, CO, CO{sub 2}, and their mixtures, on the electrode material using TPD, and related the results to sensor performance.

Natural Attenuation for Ecosystem Restoration in NY/NJ Harbor

We have investigated the feasibility of using natural attenuation methods for ecosystem restoration in New York/New Jersey Harbor. Measurements were made of the most probable number of sulfate-reducing bacteria (SRB) in native sediments and in samples, which had been supplemented with an appropriate electron donor and electron acceptor. The results showed that the activity of the endogenous microbial population in the native sediment was high enough to make possible adequate chemical transformation rates. The bioavailability of the zinc in the sediments was measured using the BIOMET biosensor technique. The bioavailability of the zinc was effectively eliminated following the microbial activities. We concluded that natural attenuation could be used effectively in treating sediments from Newark Bay and surrounding waters and that the resultant materials could likely be used in environmental restoration projects of the type proposed for construction in South Kearny, NJ.

Natural Resource Management Plan for Brookhaven National Laboratory.

Brookhaven National Laboratory (BNL) is located near the geographic center of Long Island, New York. The Laboratory is situated on 5,265 acres of land composed of Pine Barrens habitat with a central area developed for Laboratory work. In the mid-1990s BNL began developing a wildlife management program. This program was guided by the Wildlife Management Plan (WMP), which was reviewed and approved by various state and federal agencies in September 1999. The WMP primarily addressed concerns with the protection of New York State threatened, endangered, or species of concern, as well as deer populations, invasive species management, and the revegetation of the area surrounding the Relativistic Heavy Ion Collider (RHIC). The WMP provided a strong and sound basis for wildlife management and established a basis for forward motion and the development of this document, the Natural Resource Management Plan (NRMP), which will guide the natural resource management program for BNL. The body of this plan establishes the management goals and actions necessary for managing the natural resources at BNL. Naval Reactors Facility Environmental Monitoring Report, Calendar Year 2003

The results of the radiological and nonradiological environmental monitoring programs for 2003 at the Naval Reactors Facility are presented in this report. The results obtained from the environmental monitoring programs verify that releases to the environment from operations at NRF were in accordance with Federal and State regulations. Evaluation of the environmental data confirms that the operation of NRF continues to have no adverse effect on the quality of the environment or the health and safety of the general public. Furthermore, a conservative assessment of radiation exposure to the general public as a result of NRF operations demonstrated that the dose received by any member of the public was well below the most restrictive dose limits prescribed by the U.S. Environmental Protection Agency and the U.S. Department of Energy.

NOx Control for Utility Boiler OTR Compliance

Under sponsorship of the Department of Energy's National Energy Technology Laboratory (NETL), the Babcock and Wilcox Company (B and W), and Fuel Tech teamed together to investigate an integrated solution for NO{sub x} control. The system is comprised of B and W's DRB-4Z{trademark} ultra low-NO{sub x} pulverized coal (PC) burner technology and Fuel Tech's NOxOUT{reg_sign}, a urea-based selective non-catalytic reduction (SNCR) technology. Development of the low-NO{sub x} burner technology has been a focus in B and W's combustion program. The DRB-4Z{trademark} burner is B and W's newest low-NO{sub x} burner capable of achieving very low NO{sub x}. The burner is designed to reduce NO{sub x} by controlled mixing of the fuel and air. Based on data from several 500 to 600 MWe boilers firing PRB coal, NOx emissions levels of 0.15 to 0.20 lb/ 106 Btu have been achieved from the DRB-4Z{trademark} burners in combination with overfire air ports. Although NOx emissions from the DRB-4Z{trademark} burner are nearing the Ozone Transport Rule (OTR) level of 0.15 lb NO{sub x}/106 Btu, the utility boiler owners can still benefit from the addition of an SNCR and/or SCR system in order to comply with the stringent NO{sub x} emission levels facing them. NOx Control Options and Integration for US Coal Fired Boilers Quarterly Progress Report: October-December 2003

This is the fourteenth Quarterly Technical Report for DOE Cooperative Agreement No: DEFC26-00NT40753. The goal of the project is to develop cost effective analysis tools and techniques for demonstrating and evaluating low NOx control strategies and their possible impact on boiler performance for boilers firing US coals. The Electric Power Research Institute (EPRI) is providing co-funding for this program. Using the initial CFD baseline modeling of the Gavin Station and the plant corrosion maps, six boiler locations for the corrosion probes were identified and access ports have been installed. Preliminary corrosion data obtained appear consistent and believable. In situ, spectroscopic experiments at BYU reported in part last quarter were completed. New reactor tubes have been made for BYU's CCR that allow for testing smaller amounts of catalyst and thus increasing space velocity; monolith catalysts have been cut and a small reactor that can accommodate these pieces for testing is in its final stages of construction. A poisoning study on Ca-poisoned catalysts was begun this quarter. A possible site for a biomass co-firing test of the slipstream reactor was visited this quarter. The slipstream reactor at Rockport required repair and refurbishment, and will be re-started in the next quarter. This report …

Optical Sensors for Post Combustion Control in Electric Arc Furnace Steelmaking (TRP 9851)

Working in collaboration with Stantec Global Technologies, Process Metrix Corporation, and The Timken Company, Sandia National Laboratories constructed and evaluated a novel, laser-based off-gas sensor at the electric arc furnace facility of Timken's Faircrest Steel Plant (Canton, Ohio). The sensor is based on a mid-infrared tunable diode laser (TDL), and measures the concentration and temperature of specific gas species present in the off-gas emanating from the EAF. The laser beam is transmitted through the gas stream at the fourth hole of the EAF, and provides a real-time, in situ measurement that can be used for process optimization. Two sets of field tests were performed in parallel with Stantec's extractive probe off-gas system, and the tests confirm the TDL sensor's operation and applicability for electric steel making. The sensor measures real-time, in situ line-of-sight carbon monoxide (CO) concentrations between 5% and 35% CO, and measures off-gas temperature in the range of 1400 to 1900 K. In order to achieve commercial-ready status, future work is required to extend the sensor for simultaneous CO and CO{sub 2} concentration measurements. In addition, long-term endurance tests including process optimization must be completed.

On April 2002 a 200KW Phosphoric Acid Fuel Cell (PAFC) Power Plant. was installed at LACTEC Institute For Technology Development, Research and Development facilities. The power plant installed at LACTEC site is the second of its kind in the Southern Hemisphere. Its presence, not only contributed to the creation of a Fuel Cell Stationary Power market for Brazil and the rest of the region, but increased the knowledge about fuel cell technology, and marked the point of entry as a reference for the education of a new generation of applied scientists. On its first year the power plant has operated 8,558 hours achieving an availability factor of 97% and supplying 730.50MWh of premium energy. As a second regional experience with fuel cell technology, we expect this report about LACTEC PACFC power plant performance, applications and cost-benefit evaluation will provide relevant information for future regional investments on this technology.

USDA Forest Service, Savannah River, Aiken, SC. 26 pp. Abstract: Many researchers have studied the productivity potential of intensively managed forest plantations. However, we need to learn more about the effects of fundamental growth processes on forest productivity; especially the influence of aboveground and belowground resource acquisition and allocation. This report presents installation, establishment, and first-year results of four tree species (two cottonwood clones, sycamore, sweetgum, and loblolly pine) grown with fertilizer and irrigation treatments. At this early stage of development, irrigation and fertilization were additive only in cottonwood clone ST66 and sweetgum. Leaf area development was directly related to stem growth, but root production was not always consistent with shoot responses, suggesting that allocation of resources varies among treatments. We will evaluate the consequences of these early responses on resource availability in subsequent growing seasons. This information will be used to: (1) optimize fiber and bioenergy production; (2) understand carbon sequestration; and (3) develop innovative applications such as phytoremediation; municipal, industrial, and agricultural wastes management; and protection of soil, air, and water resources.

Reformulation of Coal-Derived Transportation Fuels: Selective Oxidation of Carbon Monoxide on Metal Foam Catalysts

Uses for structured catalytic supports, such as ceramic straight-channel monoliths and ceramic foams, have been established for a long time. One of the most prominent examples is the washcoated ceramic monolith as a three-way catalytic converter for gasoline-powered automobiles. A distinct alternative to the ceramic monolith is the metal foam, with potential use in fuel cell-powered automobiles. The metal foams are characterized by their pores per inch (ppi) and density ({rho}). In previous research, using 5 wt% platinum (Pt) and 0.5 wt% iron (Fe) catalysts, washcoated metal foams, 5.08 cm in length and 2.54 cm in diameter, of both varying and similar ppi and {rho} were tested for their activity (X{sub CO}) and selectivity (S{sub CO}) on a CO preferential oxidation (PROX) reaction in the presence of a H{sub 2}-rich gas stream. The variances in these metal foams' activity and selectivity were much larger than expected. Other structured supports with 5 wt% Pt, 0-1 wt% Fe weight loading were also examined. A theory for this phenomenon states that even though these structured supports have a similar nominal catalyst weight loading, only a certain percentage of the Pt/Fe catalyst is exposed on the surface as an active site for CO adsorption. …

STUDY OF ACTIVATION OF COAL CHAR

This is the final report on a project whose aim is to explore in a fundamental manner the factors that influence the development of porosity in coal chars during the process of activation. It is known that choices of starting coal, activating agent and conditions can strongly influence the nature of an activated carbon produced from a coal. This project has been concerned mainly with the process of physical activation, which in fact involves the gasification of a char produced from a coal by oxidizing gases. This is of interest for two reasons. One is that there is commercial interest in production of activated carbons from coal, and therefore, in the conditions that can best be used in producing these materials. Much is already known about this, but there is a great deal that is in the realm of ''trade secret'' or just ''industry lore''. The second reason for interest in these processes is that they shed light on how porosity develops during any gasification process involving oxidizing gases. This has implications for understanding the kinetics and the role that ''surface area'' may play in determining kinetics.
