No Longer Under Our Control: The Nature and Role of Standards in the 21st Century Library

This lecture script examines the nature and role of standards for the emerging 21st century library. Given the dynamic character of the networked environment, when are standards appropriate and how can they be developed in a manner consistent with the volatility of information technologies and changing library services? What are the roles and responsibilities of standards developing organizations, technology vendors, content creators, and librarians for standards? Do local practices of libraries threaten standards-based resource sharing and resource access technologies? Can local needs be balanced with broader library community responsibilities, and how do standards affect this balance? The speaker's assumption is that adherence to standards has never been more critical, yet his implementation experience with Z39.50 and MARC suggests that the commitment to national and international standards by librarians, technology vendors, and content creators are often an example of good intentions rather than actual practice. This standards disconnect threatens the emerging 21st century library's ability to deliver fundamental services in appropriate ways to their users.

Modeling the Reactions of Energetic Materials in the Condensed Phase

High explosive (HE) materials are unique for having a strong exothermic reactivity, which has made them desirable for both military and commercial applications. Although the history of HE materials is long, condensed-phase properties are poorly understood. Understanding the condensed-phase properties of HE materials is important for determining stability and performance. Information regarding HE material properties (for example, the physical, chemical, and mechanical behaviors of the constituents in plastic-bonded explosive, or PBX, formulations) is necessary in efficiently building the next generation of explosives as the quest for more powerful energetic materials (in terms of energy per volume) moves forward. In addition, understanding the reaction mechanisms has important ramifications in disposing of such materials safely and cheaply, as there exist vast stockpiles of HE materials with corresponding contamination of earth and groundwater at these sites, as well as a military testing sites The ability to model chemical reaction processes in condensed phase energetic materials is rapidly progressing. Chemical equilibrium modeling is a mature technique with some limitations. Progress in this area continues, but is hampered by a lack of knowledge of condensed phase reaction mechanisms and rates. Testing the cosmological constant as a candidate for dark energy

It may be difficult to single out the best model of dark energy on the basis of the existing and planned cosmological observations, because many different models can lead to similar observational consequences. However, each particular model can be studied and either found consistent with observations or ruled out. In this paper, we concentrate on the possibility to test and rule out the simplest and by far the most popular of the models of dark energy, the theory described by general relativity with positive vacuum energy (the cosmological constant). We evaluate the conditions under which this model could be ruled out by the future observations made by the Supernova/Acceleration Probe SNAP (both for supernovae and weak lensing) and by the Planck Surveyor cosmic microwave background satellite.

Multilayer Dielectric Gratings for Petawatt-Class Laser Systems

Existing Petawatt class lasers today based on Nd:glass architectures operating at nominally 500 J, 0.5 ps use meter-scale aperture, gold-overcoated master photoresist gratings to compress the amplified chirped pulse. Many lasers operating in the >lkJ, >Ips regime are in the planning stages around the world. These will require multilayer dielectric diffraction gratings to handle larger peak powers than can be accommodated with gold gratings. Models of the electric field distribution in the solid material of these gratings suggest that high aspect-ratio structures used at high incidence angles will have better laser damage resistance. New tooling for transfer etching these submicron-grating patterns and for nondestructive critical-dimension measurement of these features on meter-scale substrates will be described.

Biological Applications of Cryogenic Detectors

High energy resolution and broadband efficiency are enabling the use of cryogenic detectors in biological research. Two areas where they have found initial application are X-ray absorption spectroscopy (XAS) and time-of-flight mass spectrometry (TOF-MS). In synchrotron-based fluorescence-detected XAS cryogenic detectors are used to examine the role of metals in biological systems by measuring their oxidation states and ligand symmetries. In time-of-flight mass spectrometry cryogenic detectors increase the sensitivity for biomolecule detection and identification for masses above {approx}50 kDa, and thus enable TOF-MS on large protein complexes or even entire viruses. More recently, cryogenic detectors have been proposed as optical sensors for fluorescence signals from biomarkers. We discuss the potential for cryogenic detectors in biological research, as well as the challenges the technology faces.

The National Museum of the Pacific War presents an oral interview with Pat Duncan. Duncan joined the Navy 9 July 1940 and after training in San Diego he was put on the USS Brazos (AO-4) for transport to Pearl Harbor where he was assigned to the USS Raleigh (CL-7). He was onboard for almost a year before the war started. Duncan was the bugler, stood orderly watches and did deck work. He was standing watch on 7 December 1941 and saw the plane coming in low that dropped the torpedo that hit the Raleigh, right below where he was standing. The officer of the deck told him to sound general quarters but his bugle was full of water. His battle station was a three-inch gun. The Raleigh was hit again with a bomb aft, where Duncan’s sleeping quarters were. The ship was trying to turn over but the captain told them to jettison everything overboard. A barge came over with some float pontoons that helped the ship stay afloat. The Raleigh went into dry dock at Pearl Harbor where it got patched up enough to get to Mare Island for additional repairs. After seven and half months in San Francisco, …

The National Museum of the Pacific War presents an oral interview with Edward J. Kostelich. He joined the Army Air Corps on 1 July, 1940. He was assigned to Hickam Field, Hawaii. He recounts his experiences during the attack on Pearl Harbor. In October 1943, his squadron was sent to Henderson Field on Guadalcanal to fly missions targeting Japanese troop ships and supplies. In 1944 he was sent back to the United States. He was discharged in July 1945. He shares an anecdote about making moonshine while in Hawaii. The interview includes information about his parents and siblings.

The National Museum of the Pacific War presents an interview with Charles Mann. Mann joined the Army National Guard in January of 1941. He served with a medical unit and played trumpet in the band. He completed Officer Candidate School, and was later commissioned as a lieutenant in the Army Air Forces around mid-1944. He deployed to Casablanca in September, and was assigned to a base in Abadan, Iran. He served as a B-25 pilot, completing missions over North Africa and Iran. Mann was discharged around early 1946.
