This report presents two approaches that have quite different implications for tax administration and Compliance. First, additional domestic investment would have both a direct tax benefit effect, and an indirect effect through increasing the ratio of domestic to world production. Secondly, if one considers the other provisions of H.R. 2896 and S. 1637, these provisions provide benefits (in some cases quite large benefits) to investment overseas that could more than offset any domestic incentive.

This report discusses some aspects of the BioWatch Program which may be of particular interest to policymakers. For example, Congress may be interested in whether these types of detection systems can substitute for or supplement other mechanisms in protecting the general populace; whether this detection system was implemented optimally; how the success of this system is to be evaluated; whether the implementation, operational, and expansion costs for the BioWatch Program make it a cost-effective federal investment; and how to optimize and streamline performance in the future. Since the BioWatch Program is a federal program implemented using state infrastructure, Congress may wish to examine how this new program coordinates with already existing public health and counterterrorism programs, as well as consider the roles and responsibilities of the federal government and coordination with state governments in an actual bioterrorism event.

Testimony issued by the General Accounting Office with an abstract that begins "For the past 5 years, the Departments of Veterans Affairs and Defense have been working to exchange health care data and create electronic records for veterans and active duty personnel. Such exchange is seen as a means of reducing the billions of dollars that the departments spend annually on health care services and making such data more readily accessible to those treating our country's approximately 13 million veterans, military personnel, and dependents. This is especially critical when military personnel are engaged in conflicts all over the world, and their health records can reside at multiple locations. GAO has reported on these efforts several times, most recently in September 2002. At the request of the Subcommittee, GAO is updating its observations on the departments' efforts, focusing on (1) the reported status of the ongoing, one-way exchange of data, the Federal Health Information Exchange, and (2) progress toward achieving the longer term two-way exchange under the HealthePeople (Federal) initiative."

A letter report issued by the General Accounting Office with an abstract that begins "Abusive tax avoidance schemes could threaten our tax system's integrity and fairness if honest taxpayers believe that significant numbers of individuals are not paying their fair share of taxes. Abusive schemes encompass such distortions of the tax system as falsely describing the law (saying, for example, that the income tax is unconstitutional), misrepresenting facts (for instance, promoting the deduction of personal expenses as business expenses), or using trusts or offshore bank accounts to hide income. As agreed, this report focuses on three objectives. They are to (1) describe the nature and scope of abusive tax avoidance schemes as determined by the Internal Revenue Service (IRS), (2) describe IRS's strategy to combat these schemes and the performance goals and measures IRS uses to track its major effort related to them, and (3) describe how IRS determined the amount and source of staff resources to be devoted to these schemes in the IRS operating division most directly affected."

A letter report issued by the General Accounting Office with an abstract that begins "During the 1990s, the State Department lost more people than it hired. The resultant shortfalls in the number and skills of Foreign Service officers have endangered U.S. diplomatic readiness. Furthermore, recent studies, including several by GAO, have questioned whether State's recruitment system identifies people with the appropriate skills and whether State is assigning officers with specialized skills, such as the ability to speak a difficult language, to positions where they can be utilized. GAO was asked to review State's processes for determining the number and skills of junior officers the department needs and to determine whether it is hiring and assigning officers with the general skills to carry out foreign policy overseas. GAO was also asked to examine the challenges State still needs to address, especially regarding officers' foreign language skills."

A letter report issued by the General Accounting Office with an abstract that begins "To help strengthen aviation security after the September 11, 2001, terrorist attacks, the Congress expanded the size and mission of the Federal Air Marshal Service (the Service) and located the Service within the newly created Transportation Security Administration (TSA). Between November 2001 and July 1, 2002, the Service grew from fewer than 50 air marshals to thousands, and its mission expanded to include the protection of domestic as well as international flights. In March 2003, the Service, with TSA, merged into the new Department of Homeland Security (DHS); and in November 2003, it was transferred from TSA and merged into DHS's Bureau of Immigration and Customs Enforcement (ICE). GAO looked at operational and management control issues that emerged during the rapid expansion of the Service, specifically addressing its (1) background check procedures and training; (2) management information, policies, and procedures; and (3) challenges likely to result from its mergers into DHS and ICE."

Testimony issued by the General Accounting Office with an abstract that begins "To better monitor children and families served by state child welfare agencies, Congress authorized matching funds for the development of statewide automated child welfare information systems (SACWIS) and required that the Department of Health and Human Services (HHS) compile information on the children served by state agencies. This testimony is based on our July 2003 report and addresses the following: (1) states' experiences in developing child welfare information systems and HHS's role in assisting in their development, (2) factors that affect the reliability of data that states collect and report on children served by their child welfare agencies and HHS's role in ensuring the reliability of those data, and (3) practices that child welfare agencies use to overcome challenges associated with SACWIS development and data reliability. For the July 2003 report, we surveyed all 50 states and the District of Columbia regarding their experiences developing and using information systems and their ability to report data to HHS. We also reviewed a variety of HHS documents and visited five states to obtain firsthand information. Finally, we interviewed HHS officials and child welfare and data experts and reviewed relevant literature."

GAO was asked to provide an overview of the potential vulnerabilities of the food supply and agriculture sector to deliberate contamination and to summarize four recent GAO reports that identified problems with federal oversight that could leave the nation's agriculture and food supply vulnerable to deliberate contamination."

The process for converting the University of Massachusetts Lowell Research Reactor (UMLRR) from high-enrichment uranium (HEU) fuel to low-enrichment uranium (LEU) fuel began in 1988. Several years of design reviews, computational modeling, and thermal hydraulic analyses resulted in a preliminary reference core design and configuration based on 20 standard, MTR-type, flat-plate, 19.75% enriched, uranium silicide (u3Si2) fuel elements. A final safety analysis for the fuel conversion was submitted to the Nuclear Regulatory Commission (NRC) in 1993. The NRC made two additional requests for additional information and supplements were submitted in 1994 and 1997. The new UMLRR Reactor Supervisor initiated an effort to change the LEU reference core configuration to eliminate a complicated control rod modification needed for the smaller core.

The purpose of the Beryllium Steering Group (BSG) is to (1) provide a forum for discussion of beryllium issues and concerns among Hanford prime contractors and DOE; (2) review proposed changes in prime contractor Chronic Beryllium Disease Prevention Programs (CBDPP) to determine if these changes will result in significant impacts to other contractors and their employees; (3) review proposed changes to Beryllium Hanford Facilities List prior to updating of this list.

The main objective of the Gordon Research Conference on Applied and Environmental Microbiology was to present and discuss new, fundamental research findings on microorganisms, their activities in the environment, their ecosystem-level effects, and their environmental or commercial applications. To accomplish this goal, knowledge of microbial diversity, interactions and population dynamics was required. The genomic basis of microbial processes, the cycling of naturally occurring and hazardous substances, and methodologies to assess the functional relationships of microorganisms in their habitats were essential for understanding the ecological consequences of microbial activities and the formulation of generalizing principles. In the last decade, molecular technology has revealed that microbial diversity is far more extensive than the limited view obtained from culturing procedures. Great advances in environmental microbiology have resulted from the development and application of molecular approaches to ecology and molecular evolution. A further surprise resulting from the application of these new tools is the blurring of the distinction between pathogenic traits versus those considered non-pathogenic. This year's conference addressed the issues of biodiversity, its development, and the impact of stress on gene selection and expression. CO{sub 2} diffusivity through hydrotalcite materials at 200 to 250 C was determined based upon the weight pick-up vs time. D/r{sup 2} (diffusivity/radius{sup 2}) for CO{sub 2} ranges from 3 x 10{sup -4} to 1 x 10{sup -3} depending upon the temperature. This range of diffusivity is consistent with the diffusivities through nanoporous materials, such as pillard clays and carbon molecular sieve, reported in the literature. Further the activation energy calculated based upon the diffusivity as a function of temperature is {approx}12 kcal/mole CO{sub 2}, indicating activated diffusion for CO{sub 2} transport through the intracrystalline region of hydrotalcite. More importantly nitrogen diffusivity determined based upon the same methodology is negligible. This implies that the hydrotalcite materials have a strong affinity to CO{sub 2}, but not nitrogen although the kinetic diameters for both molecules are similar. This result supports our proposed concept on the use of the hydrotalcite membrane for selective permeation of CO{sub 2}. In the next quarter, we will conduct more calculation to determine the CO{sub 2} permeability of an ideal hydrotalcite membrane. This theoretical analysis will provide a quantitative basis for the design of a hydrotalcite membrane. Further, the theoretical diffusivity thus obtained can be used as a …

This is the second technical report, covering the period from April 1, 2003 through September 30, 2003. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. The geo-technical component is a shared effort between the State Department of Administration and the US Department of Energy. The Alaska Oil and Gas Conservation Commission is rapidly converting high volumes of paper documents and geo-technical information to formats suitable for search and retrieval over the Internet. The permitting component is under the lead of the DNR Office of Project Management and Permitting. A web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information on-line. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. Structural changes are taking place in terms of organization, statutory authority, and regulatory requirements.
