We provided the FBI with a draft of this report on August 22, 2003, requesting that comments be provided by September 18. On September 23, the FBI provided us with written comments. As discussed with Congress at that time, we did not extend the reporting date in order to include the FBI's comments and instead are transmitting and responding to them in this follow-up correspondence."

A letter report issued by the General Accounting Office with an abstract that begins "Between 2000 and 2002, almost 60,000 mass layoffs of 50 or more workers occurred resulting in nearly 7 million workers losing their jobs. The Workforce Investment Act (WIA) of 1998 authorizes the Department of Labor to award national emergency grants to affected states and local areas to provide employment and training assistance to workers affected by major economic dislocations, such as plant closures, and major disasters, such as floods and hurricanes. Although national emergency grants are intended to be a timely response to unexpected events, questions arose during congressional hearings in April 2003 about whether national emergency grant funds were getting to state and local areas quickly enough to help workers when they needed it the most. WIA specifies separate funding streams for each of the act's main client groups--adults, youths, and dislocated workers--and requires the Secretary of Labor to reserve 20 percent of dislocated worker funds for national emergency grants, demonstrations, and technical assistance. States and local areas apply to the Secretary for national emergency grants when they need additional funds to assist dislocated workers. This paper presents a methodology designed to measure synergy among energy-efficiency programs at the program participant level (e.g., households, firms). Three different definitions of synergy are provided: strong, moderate, and weak. Data to measure synergy can be collected through simple survey questions. Straightforward mathematical techniques can be used to estimate the three types of synergy and explore relative synergistic impacts of different subsets of programs. Empirical research is needed to test the concepts and methods and to establish quantitative expectations about synergistic relationships among programs. The market for new energy-efficient motors is the context used to illustrate all the concepts and methods in this paper.

These studies have investigated the optical properties of two very different types of two-dimensional semiconductor nanoclusters and superlattices of these nanoclusters.

In 2001, a National Research Council (NRC) committee conducted a retrospective study of the benefits of some of the energy efficiency and fossil energy programs in the U.S. Department of Energy (DOE). As part of its study, the NRC committee developed a methodological framework for estimating these benefits. Following the NRC report, a conference was organized by Oak Ridge National Laboratory to discuss ways of adapting and refining the NRC framework for possible use by DOE offices to help plan and manage their R&D. This report is a synthesis of the discussions at the conference.

This document is a detailed checklist of the steps that one must go through to bring up a production computing cluster. The list starts with planning activities and culminates in the activities necessary to operate and sustain a production computing facility. This checklist is derived from a number of experiences installing real-world, large-scale clusters. While each installation experience was unique, we were interested in determining the common characteristics across each deployment. We collected all of the to-do lists, presentations, notes, email messages, white board notes, and any other planning tools we could find from each of the installation activities. We combined them into a huge, messy diagram that was probably impossible to understand without having been involved in its creation but was excellent for identifying differences and commonalities. After organizing, checking, and distilling the information, we created the checklist presented here. Interesting is the fact that the high-level activities on the resulting list are neither cluster nor computer specific. Most of these activities would be followed when installing a production computer of any architecture or when installing any kind of complex facility that will eventually support users. GAO was asked to assess (1) the nature of terrorists' use of key alternative financing mechanisms for earning, moving, and storing terrorists' assets; (2) what is known about the extent of terrorists' use of alternative financing mechanisms; and (3) challenges that the U.S. government faces in monitoring terrorists' use of alternative financing mechanisms."

Iron coming from the poloidal limiter or the stainless steel vessel is an important intrinsic impurity in the FTU tokamak discharges, and X-ray and VUV spectroscopy provide useful information about the impurity behavior. The iron ion charge state distribution, as usual for tokamaks, is analyzed assuming a collisional radiative model and an anomalous perpendicular diffusion. In our experiment the iron ionization level depends, as it is expected, on central electron temperature (fig. 1), but the ion charge state distribution shows a different behavior when the first wall material or the iron source are changed.
