A Simple Single Step diffusion and Emitter Etching Process for High Efficiency Gallium Antimonide Thermophotovoltaic Devices (open access)

A Simple Single Step diffusion and Emitter Etching Process for High Efficiency Gallium Antimonide Thermophotovoltaic Devices

A single step diffusion followed by precise etching of the diffused layer has been developed to obtain a diffusion profile appropriate for high efficiency GaSb thermophotovoltaic cells. The junction depth was controlled through monitoring of light current-voltage (I-V) curves (photovoltaic response) during the post diffusion emitter etching process. The measured photoresponses (prior to device fabrication) have been correlated with the quantum efficiencies and the open circuit voltages in the fabricated devices. An optimum junction depth for obtaining highest quantum efficiency and open circuit voltage is presented based on diffusion lengths (or monitoring carrier lifetimes), carrier mobility and typical diffused impurity profile in GaSb.

Technology Issues and Benefits of a Fast Ignition Power Plant with Cone Targets (open access)

Technology Issues and Benefits of a Fast Ignition Power Plant with Cone Targets

The use of cone focus, fast ignition targets, either for direct or indirect drive, promises to lower the required driver size and relax the symmetry requirements in IFE power plants. It may also allow use of chamber concepts previously thought infeasible with a laser driver. These benefits will lower the COE and make IFE plants more competitive at smaller size. Their use also raises unique issues that will impact the design and development of power plant subsystems. Cone targets have a significant mass of high Z material whether or not they have a hohlraum and they are not spherically symmetric. This has implications for target injection, tracking and chamber background gas allowable.

An unsplit, cell-centered Godunov method for ideal MHD (open access)

An unsplit, cell-centered Godunov method for ideal MHD

We present a second-order Godunov algorithm for multidimensional, ideal MHD. Our algorithm is based on the unsplit formulation of Colella (J. Comput. Phys. vol. 87, 1990), with all of the primary dependent variables centered at the same location. To properly represent the divergence-free condition of the magnetic fields, we apply a discrete projection to the intermediate values of the field at cell faces, and apply a filter to the primary dependent variables at the end of each time step. We test the method against a suite of linear and nonlinear tests to ascertain accuracy and stability of the scheme under a variety of conditions. The test suite includes rotated planar linear waves, MHD shock tube problems, low-beta flux tubes, and a magnetized rotor problem. For all of these cases, we observe that the algorithm is second-order accurate for smooth solutions, converges to the correct weak solution for problems involving shocks, and exhibits no evidence of instability or loss of accuracy due to the possible presence of non-solenoidal fields.

2002 Hyperspectral Analysis of Hazardous Waste Sites on the Savannah River Site (open access)

2002 Hyperspectral Analysis of Hazardous Waste Sites on the Savannah River Site

Hazardous waste site inspection is a labor intensive, time consuming job, performed primarily on the ground using visual inspection and instrumentation. It is an expensive process to continually monitor hazardous waste and/or landfill sites to determine if they are maintaining their integrity. In certain instances, it may be possible to monitor aspects of the hazardous waste sites and landfills remotely. The utilization of multispectral data was suggested for the mapping of clays and iron oxides associated with contaminated groundwater, vegetation stress, and methane gas emissions (which require longer wavelength detectors). The Savannah River Site (SRS) near Aiken, S.C. is a United States Department of Energy facility operated by the Westinghouse Savannah River Company. For decades the SRS was responsible for developing weapons grade plutonium and other materials for the nation's nuclear defense. Hazardous waste was generated during this process. Waste storage site inspection is a particularly important issue at the SRS because there are over 100 hazardous waste sites scattered throughout the 300 mile complex making it difficult to continually monitor all of the facilities. The goal is to use remote sensing technology to identify surface anomalies on the hazardous waste sites as early as possible so that remedial work …

AIDS in Africa

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 29.4 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

Campaign Finance Regulation Under the First Amendment: Buckley v. Valeo and its Supreme Court Progeny (open access)

Campaign Finance Regulation Under the First Amendment: Buckley v. Valeo and its Supreme Court Progeny

This report first discusses the critical holdings enunciated bythe SupremeCourt in Buckley, including those: upholding reasonable contribution limits, striking down expenditure limits, upholding disclosure reporting requirements, and upholding the system of voluntary presidential election expenditure limitations linked with public financing. It then examines the Court’s extension of Buckley in fifteen subsequent cases, evaluating them in three regulatory contexts: contribution limits (California Medical Association v. FEC; Citizens Against Rent Control v. Berkeley; Nixon v. Shrink Missouri Government PAC; FEC v. Beaumont), expenditure limits (First National Bank of Boston v. Bellotti; FEC v. Massachusetts Citizens for Life; Austin v. Michigan Chamber of Commerce; FEC v. National Right to Work; Colorado Republican Federal Campaign Committee (Colorado I) v. FEC; FEC v. Colorado Republican Federal Campaign Committee (Colorado II); FEC v. Democratic Senatorial Campaign Committee; FEC v. National Conservative Political Action Committee), and disclosure requirements (Buckley v. American Constitutional Law Foundation; Brown v. Socialist Workers ‘74 Campaign Committee; FEC v. Akins; McIntrye v. Ohio Elections Commission).

Carbon Dioxide Information Analysis Center and World Data Center for Atmospheric Trace Gases, Fiscal Year 2002 Annual Report (open access)

Carbon Dioxide Information Analysis Center and World Data Center for Atmospheric Trace Gases, Fiscal Year 2002 Annual Report

The Carbon Dioxide Information Analysis Center (CDIAC), which includes the World Data Center (WDC) for Atmospheric Trace Gases, is the primary global change data and information analysis center of the U.S. Department of Energy (DOE). More than just an archive of data sets and publications, CDIAC has, since its inception in 1982, enhanced the value of its holdings through intensive quality assurance, documentation, and integration. Whereas many traditional data centers are discipline-based (for example, meteorology or oceanography), CDIAC's scope includes potentially anything and everything that would be of value to users concerned with the greenhouse effect and global climate change, including atmospheric concentrations and atmospheric emissions of carbon dioxide (CO{sub 2}) and other radiatively active gases; the role of the terrestrial biosphere and the oceans in the biogeochemical cycles of greenhouse gases; long-term climate trends; the effects of elevated CO{sub 2} on vegetation; and the vulnerability of coastal areas to rising sea levels.

CO-FIRING COAL: FEEDLOT AND LITTER BIOMASS (CFB AND CLB) FUELS IN PULVERIZED FUEL AND FIXED BED BURNERS (open access)

CO-FIRING COAL: FEEDLOT AND LITTER BIOMASS (CFB AND CLB) FUELS IN PULVERIZED FUEL AND FIXED BED BURNERS

Intensive animal feeding operations create large amounts of animal waste that must be safely disposed of in order to avoid environmental degradation. Cattle feedlots and chicken houses are two examples. In feedlots, cattle are confined to small pens and fed a high calorie grain-diet diet in preparation for slaughter. In chicken houses, thousands of chickens are kept in close proximity. In both of these operations, millions of tons of manure are produced every year. The manure could be used as a fuel by mixing it with coal in a 90:10 blend and firing it in an existing coal suspension fired combustion systems. This technique is known as co-firing, and the high temperatures produced by the coal will allow the biomass to be completely combusted. Reburn is a process where a small percentage of fuel called reburn fuel is injected above the NO{sub x} producing, conventional coal fired burners in order to reduce NO{sub x}. The manure could also be used as reburn fuel for reducing NO{sub x} in coal fired plants. An alternate approach of using animal waste is to adopt the gasification process using a fixed bed gasifier and then use the gases for firing in gas turbine combustors. …
