China and the World Trade Organization

China has sought over the past several years to become a member of the World Trade Organization (WTO), the international agency that administers multilateral trade rules. China’s WTO membership (as well as that of Taiwan’s) was formally approved at the WTO Ministerial Conference in Doha, Qatar in November 2001. On December 11, 2001, China officially became a WTO member. WTO membership will require China to significantly liberalize its trade and investment regimes, which could produce significant new commercial opportunities for U.S. businesses. A main concern for Congress is to ensure that China fully complies with its WTO commitments.

Civilian Nuclear Waste Disposal

The Nuclear Waste Policy Act of 1982 (NWPA) calls for disposal of spent nuclear fuel in a deep geologic repository that is unlikely to be disturbed for thousands of years. Low-level waste sites are a state responsibility under the Low-Level Radioactive Waste Policy Act of 1980. Pursuant to that act, 10 regional compacts for disposal of low level waste have been approved by Congress. Three commercial low-level waste sites are currently operating, in the states of South Carolina, Utah, and Washington.

Hospital Preparedness: Most Urban Hospitals Have Emergency Plans but Lack Certain Capacities for Bioterrorism Response

A letter report issued by the General Accounting Office with an abstract that begins "In the event of a large-scale infectious disease outbreak, as could be seen with a bioterrorist attack, hospitals and their emergency departments would be on the front line. Federal, state, and local officials are concerned, however, that hospitals may not have the capacity to accept and treat a sudden, large increase in the number of patients, as might be seen in a bioterrorist attack. In the Public Health Improvement Act that was passed in 2000, Congress directed GAO to examine preparedness for a bioterrorist attack. In this report GAO provides information on the extent of bioterrorism preparedness among hospitals in urban areas in the United States. To conduct this work, GAO surveyed over 2,000 urban hospitals and about 73 percent provided responses addressing emergency preparedness. The survey collected information on hospital preparedness for bioterrorism, such as data on planning activities, staff training, and capacity for response."

Isolation of Metals from Liquid Wastes: Reactive Scavenging in Turbulent Thermal Reactors

The Overall project demonstrated that toxic metals (cesium Cs and strontium Sr) in aqueous and organic wastes can be isolated from the environment through reaction with kaolinite based sorbent substrates in high temperature reactor environments. In addition, a state-of-the art laser diagnostic tool to measure droplet characteristic in practical 'dirty' laboratory environments was developed, and was featured on the cover of a recent edition of the scientific journal ''applied Spectroscopy''. Furthermore, great strides have been made in developing a theoretical model that has the potential to allow prediction of the position and life history of every particle of waste in a high temperature, turbulent flow field, a very challenging problem involving as it does, the fundamentals of two phase turbulence and of particle drag physics.

An iterative Riemann solver for systems of hyperbolic conservation law s, with application to hyperelastic solid mechanics

In this paper we present a general iterative method for the solution of the Riemann problem for hyperbolic systems of PDEs. The method is based on the multiple shooting method for free boundary value problems. We demonstrate the method by solving one-dimensional Riemann problems for hyperelastic solid mechanics. Even for conditions representative of routine laboratory conditions and military ballistics, dramatic differences are seen between the exact and approximate Riemann solution. The greatest discrepancy arises from misallocation of energy between compressional and thermal modes by the approximate solver, resulting in nonphysical entropy and temperature estimates. Several pathological conditions arise in common practice, and modifications to the method to handle these are discussed. These include points where genuine nonlinearity is lost, degeneracies, and eigenvector deficiencies that occur upon melting.
