Association Health Plans, Health Marts and the Small Group Market for Health Insurance

An estimated 41.2 million people were without health insurance in 2001. Legislation under consideration by the 108th and earlier Congresses is intended to assist small employers in offering health insurance as a benefit to their workers. A new bill, H.R. 4281, introduced on May 5, 2004, The Small Business Health Fairness Act of 2003 (H.R. 6601s. 545), and a number of bills from the earlier Congresses include provisions creating new groups for small firms to join or encouraging the growth of existing groups so that small employers can band together to offer coverage to their employees.

Atomic resolution of lithium ions in LiCoO{sub 2}

LiCoO{sub 2} is the most common lithium storage material used as positive electrode in lithium rechargeable batteries. Ordering of lithium and vacancies has a profound effect on the physical properties of Li{sub x}CoO{sub 2} and the electrochemical performances of lithium batteries. An exit surface wave (ESW) phase image reconstructed from experimental images obtained on the LBNL One-Angstrom Microscope (OAM) shows all three types of atoms in LiCoO{sub 2}.

Design and Certification of Targets for Drop Tests at the NTRC Packaging Research Facility

This report provides documentation of the design and certification of drop pad (targets) at the National Transportation Research Center (NTRC) Packaging Research Facility(PRF). Based on the evaluation performed, it has been demonstrated that the small (interior) drop pad (target) meets the regulatory definition of a flat, essentially unyielding, horizontal surface for packages weighing up to 3,150 lb (1,432 kg). The large (exterior) drop pad (target) meets the regulatory definition of a flat, essentially unyielding, horizontal surface for packages weighing up to 28,184 lb (12,811 kg).

Over time, the Senate has developed a series of procedures to deal with the concerns of its Members on nominations. First is the custom of senatorial courtesy, whereby Senators from the same party as the President might influence a nomination or kill it by objecting to it. This tradition has not always been absolute, but it has allowed Senators to play a fairly large role, particularly in the selection of nominees within a Senator’s home state, such as for district court judgeships.
