Cuba: Issues for the 108th Congress

Cuba under Fidel Castro remains a hard-line communist state with a poor record on human rights that has deteriorated significantly since 2003. With the cutoff of assistance from the former Soviet Union, Cuba experienced severe economic deterioration from 1989 to 1993. While there has been some improvement since 1994, as Cuba has implemented limited reforms, the economy remains in poor shape. This report discusses the most recent development in Cuba, including political and economic conditions and the U.S. policy towards Cuba. It also considers the issues in U.S.-Cuban Relations.

Drug Control: Financial and Management Challenges Continue to Complicate Efforts to Reduce Illicit Drug Activities in Colombia

Testimony issued by the General Accounting Office with an abstract that begins "The United States has been providing assistance to Colombia since the early 1970s to help reduce illicit drugs. In 1999, the Colombian government introduced Plan Colombia--program that, among other things, proposed reducing illicit drug activities by 50 percent over 6 years. In fiscal years 2000-03 alone, the United States provided more than $2.5 billion in counternarcotics assistance. Despite this aid, Colombia remains the world's leading producer and distributor of cocaine and a major source of the heroin used in the United States. This testimony discusses the status of U.S. counternarcotics assistance to the Colombian Army and for a U.S.-supported Colombian police aerial eradication program. It also addresses challenges Colombia and the United States face in sustaining these programs."

Preliminary Modeling Results of Evaporated Tc-Eluate Physical Properties

The original scope of this task was to develop mathematical expressions for the apparent solubility, density and heat capacity of concentrated technetium eluate solutions as a function of temperature and concentrations of significant analytes present in the as-received eluate feeds. The task scope was later expanded to develop additional correlations for viscosity and the volume reduction factor that can be achieved at 80 percent of the prescribed evaporation endpoint.

Development of millimeter-wave accelerating structures using precision metal forming technology

High gradients in radio-frequency (RF) driven accelerators require short wavelengths that have the concomitant requirements of small feature size and high tolerances, 1-2 {micro}m for millimeter wavelengths. Precision metal-forming stampling has the promise of meeting those tolerances with high production rates. This STI will evaluate that promise.

Visual Communications for Heterogeneous Networks/Visually Optimized Scalable Image Compression. Final Report for September 1, 1995 - February 28, 2002

The authors developed image and video compression algorithms that provide scalability, reconstructibility, and network adaptivity, and developed compression and quantization strategies that are visually optimal at all bit rates. The goal of this research is to enable reliable ''universal access'' to visual communications over the National Information Infrastructure (NII). All users, regardless of their individual network connection bandwidths, qualities-of-service, or terminal capabilities, should have the ability to access still images, video clips, and multimedia information services, and to use interactive visual communications services. To do so requires special capabilities for image and video compression algorithms: scalability, reconstructibility, and network adaptivity. Scalability allows an information service to provide visual information at many rates, without requiring additional compression or storage after the stream has been compressed the first time. Reconstructibility allows reliable visual communications over an imperfect network. Network adaptivity permits real-time modification of compression parameters to adjust to changing network conditions. Furthermore, to optimize the efficiency of the compression algorithms, they should be visually optimal, where each bit expended reduces the visual distortion. Visual optimality is achieved through first extensive experimentation to quantify human sensitivity to supra-threshold compression artifacts and then incorporation of these experimental results into quantization strategies and compression …

Minerals and microbes undergo complex interactions in nature that impact broad aspects of near-surface Earth chemistry. Our primary objective in this project was to gain insight into how microbial species and communities acquire critical but tightly held nutrients residing on or within minerals common in rocks and soils, and to quantitatively study related microbe-mineral interactions including cell adhesion, electron transfer, and siderophore-mineral interaction processes.

The AWM-SIAM Sonia Kovalesvky Lecture - 3 part Lecture Series

The Association for Women in Mathematics (AWM) in cooperation with the Society for Industrial and Applied Mathematics (SIAM) and with funding from the Department of Energy initiated a new lecture series. The purpose of the lecture series is to increase the visibility of women who have made significant contributions in applied or computational mathematics. The AWM-SIAM Sonia Kovalevsky Lecture is presented at the SIAM Annual Meeting which is a national conference. The lecturer is a woman who has made distinguished contributions in applied or computational mathematics. The lecturer is determined by the Selection Committee which consists of two members of AWM and two members of SIAM, appointed by the presidents of these organizations. The committee may solicit nominations from other members of the scientific and engineering community. The lectureship may be awarded to any woman in the scientific or engineering community.

UC Berkeley Seismic Guidelines, Appendix II: Ground Motion TimeHistories for the UC Berkeley Campus

Three sets of ten time histories each were developed to represent the ground motions for each of the three return periods. All of the time histories are provided as pairs of fault-normal and fault-parallel components. The ground motion time histories are provided in two forms: unmodified, and spectrally modified to match the probabilistic response spectra. The unmodified time histories can be scaled to match the probabilistic response spectra at a specified period, such as the first mode period of the structure being analyzed, while leaving the shape of the response spectrum unmodified. This approach preserves the particular characteristics of the individual time history, together with the peaks and troughs of its response spectrum. These individual characteristics are modified in the spectrally matched time histories, resulting in a suite of ten time histories (for a given return period) that all have the same response spectrum for a given component (fault normal or fault parallel) that follows the smooth shape of the probabilistic response spectrum.
