Correspondence issued by the General Accounting Office with an abstract that begins "This report responds to a Congressional request that we provide information on expenditures of federal funds by several organizations and their affiliates--the Planned Parenthood Federation of America, the Population Council, the International Planned Parenthood Federation, The Alan Guttmacher Institute, Advocates for Youth, and the Sexuality Information and Education Council of the United States (SIECUS)--all of which are involved in health-related activities. Specifically, we identified (1) fiscal year 2001 expenditures of federal funds that supported the domestic health-related activities of the organizations, the federal agencies that provided the funds, and the congressional committees with jurisdiction over legislation authorizing or appropriating the federal funds, and (2) fiscal year 2001 expenditures of federal funds that supported the international health-related activities of the organizations, the federal agencies that provided the funds, and the congressional committees with jurisdiction over legislation authorizing or appropriating the federal funds. This information updates our November 13, 2001, report that provided expenditure information for fiscal years 1999 and 2000."

A letter report issued by the General Accounting Office with an abstract that begins "Sealed radioactive sources, radioactive material encapsulated in stainless steel or other metal, are used worldwide in medicine, industry, and research. These sealed sources pose a threat to national security because terrorists could use them to make "dirty bombs." GAO was asked to determine (1) the number of sealed sources worldwide and how many have been reported lost, stolen, or abandoned; (2) the controls, both legislative and regulatory, used by countries that possess sealed sources; and (3) the assistance provided by the Department of Energy (DOE) and other U.S. federal agencies to strengthen other countries' control over sealed sources and the extent to which these efforts are believed to be effectively implemented."

Child and Family Services Agency (CFSA) is responsible for protecting children at risk of abuse and neglect and ensuring that critical services are provided for them and their families. GAO was asked to discuss the extent to which CFSA has (1) met the requirements of the Adoption and Safe Families Act (ASFA) of 1997 and other selected performance criteria, (2) adopted and implemented child protection and foster care placement policies, and (3) enhanced its working relationship with the D.C. Family Court. To address these questions, GAO analyzed data in the District's automated child welfare information system, known as FACES; reviewed laws, regulations, and reports; examined case files; and interviewed officials."

Laboratory-Scale SuperLig 639 Column Tests With Hanford Waste Simulants

This report describes the results of SuperLig{Reg} 639 column tests conducted at the Savannah River Technology Center (SRTC) in support of the Hanford River Protection Project - Waste Treatment Plant (RPP-WTP). The RPP-WTP contract was awarded to Bechtel National Inc. (BNI) for the design, construction, and initial operation of a plant for the treatment and vitrification of millions of gallons of radioactive waste currently stored in tanks at Hanford, WA. Part of the current treatment process involves the removal of technetium from tank supernate solutions using columns containing SuperLig{Reg} 639 resin. This report is part of a body of work intended to quantify and optimize the operation of the technetium removal columns with regard to various parameters (such as liquid flow rate, column aspect ratio, resin particle size, loading and elution temperature, etc.). The tests were conducted using nonradioactive simulants of the actual tank waste samples containing rhenium as a surrogate for the technetium in the actual waste. A previous report focused on the impacts of liquid flow rate and column aspect ratio upon performance. More recent studies have focused on the impacts of resin particle size, solution composition, and temperature. This report describes column loading experiments conducted varying temperature …

Formability Characterization of a New Generation High Strength Steels

Advanced high strength steels (AHSS) are being progressively explored by the automotive industry all around the world for cost-effective solutions to accomplish vehicle lightweighting, improve fuel economy, and consequently reduce greenhouse emissions. Because of their inherent high strength, attractive crash energy management properties, and good formability, the effective use of AHSS such as Duel Phase and TRIP (Transformation Induced Plasticity) steels, will significantly contribute to vehicle lightweighting and fuel economy. To further the application of these steels in automotive body and structural parts, a good knowledge and experience base must be developed regarding the press formability of these materials. This project provides data on relevant intrinsic mechanical behavior, splitting limits, and springback behavior of several lots of mild steel, conventional high strength steel (HSS), advanced high strength steel (AHSS) and ultra-high strength steel (UHSS), supplied by the member companies of the Automotive Applications Committee (AAC) of the American Iron and Steel Institute (AISI). Two lots of TRIP600, which were supplied by ThyssenKrupp Stahl, were also included in the study. Since sheet metal forming encompasses a very diverse range of forming processes and deformation modes, a number of simulative tests were used to characterize the forming behavior of these steel grades. …

Memory System Technologies for Future High-End Computing Systems

Our ability to solve Grand Challenge Problems in computing hinges on the development of reliable and efficient High-End Computing systems. Unfortunately, the increasing gap between memory and processor speeds remains one of the major bottlenecks in modern architectures. Uniprocessor nodes still suffer, but symmetric multiprocessor nodes--where access to physical memory is shared among all processors--are among the hardest hit. In the latter case, the memory system must juggle multiple working sets and maintain memory coherence, on top of simply responding to access requests. To illustrate the severity of the current situation, consider two important examples: even the high-performance parallel supercomputers in use at Department of Energy National labs observe single-processor utilization rates as low as 5%, and transaction processing commercial workloads see utilizations of at most about 33%. A wealth of research demonstrates that traditional memory systems are incapable of bridging the processor/memory performance gap, and the problem continues to grow. The success of future High-End Computing platforms therefore depends on our developing hardware and software technologies to dramatically relieve the memory bottleneck. Measuring Spherical Harmonic Coefficients on a Sphere

The eigenfunctions of Rayleigh-Taylor modes on a spherical capsule are the spherical harmonics Y{sub l,m} These can be measured by measuring the surface perturbations along great circles and fitting them to the first few modes by a procedure described in this article. For higher mode numbers, it is more convenient to average the Fourier power spectra along the great circles, and then transform them to spherical harmonic modes by an algorithm derived here.
