Correspondence issued by the General Accounting Office with an abstract that begins "GAO was asked to identify the core financial systems used at each of the CFO Act agencies as of September 30, 2002, and the status of any agency plans to update core financial systems. Core financial systems, as defined by the Joint Financial Management Improvement Program, include managing general ledger, funding, payments, receivables, and certain basic cost functions. The core financial systems receive data from other financial and feeder systems, such as acquisition, grant, and personnel systems, as well as from direct user input, and provide data for financial performance measurement and analysis and for financial statement preparation."

Credit Unions: Financial Condition Has Improved, but Opportunities Exist to Enhance Oversight and Share Insurance Management
A letter report issued by the General Accounting Office with an abstract that begins "Recent legislative and regulatory changes have blurred some distinctions between credit unions and other depository institutions such as banks. The 1998 Credit Union Membership Access Act (CUMAA) allowed for an expansion of membership and mandated safety and soundness controls similar to those of other depository institutions. In light of these changes and the evolution of the credit union industry, GAO evaluated (1) the financial condition of the industry and the deposit (share) insurance fund, (2) the impact of CUMAA on the industry, and (3) how the National Credit Union Administration (NCUA) had changed its safety and soundness processes."

Defense Inventory: The Army Needs a Plan to Overcome Critical Spare Parts Shortages
A letter report issued by the General Accounting Office with an abstract that begins "Prior reports and studies have identified major risks in the Department of Defense's (DOD) management, funding, and reporting of spare parts spending programs. Spare parts shortages adversely affect the U.S. Army's operations and can compromise the readiness of weapon systems. To address these issues, Congress has fully funded DOD's requests for spare parts spending and in some instances increased funding for additional spare parts. Yet, the Army continues to experience spare parts shortages. Congress requested that GAO evaluate (1) the Army's strategic plans for reducing spare parts shortages, (2) the likelihood that key initiatives will reduce such shortages, and (3) the Army's capability to identify the impact on readiness of increased investments for spare parts."

Retiree Health Benefits at Selected Government Contractors
Correspondence issued by the General Accounting Office with an abstract that begins "Since World War II, some employers have voluntarily sponsored postretirement health plans as a benefit to their employees. According to government sources, these health plans constitute the primary source of health coverage for retirees aged 55 to 64 and supplemental coverage for nearly one third of retirees aged 65 or older with Medicare coverage. However, with costs already amounting to hundreds of millions of dollars for large employers and the baby boom generation nearing retirement age, employers are taking actions to control the costs of providing these benefits. In response to concerns that government contractors may be receiving underserved financial benefits by reducing retiree health benefits that were paid for under government contracts, we reviewed (1) what changes, if any, government contractors had made to their retiree health benefit plans and (2) the extent to which government agencies oversee retiree health benefit costs."

National Park Service: Efforts Underway to Address Its Maintenance Backlog
Testimony issued by the General Accounting Office with an abstract that begins "GAO, the Department of the Interior, and others have reported on the National Park Service's efforts to develop an effective maintenance management process that would, among other things, enable the agency to accurately and reliably estimate the amount of deferred maintenance on its assets. Over the years, the agency's estimates of the cost of its deferred maintenance have varied widely--sometimes by billions of dollars. Currently, the agency estimates that its deferred maintenance backlog will cost over $5 billion. In April 2002, GAO reported on the status of efforts to develop better deferred maintenance data. (National Park Service: Status of Efforts to Develop Better Deferred Maintenance Data,GAO-02-568R (Washington, D.C.: Apr. 12, 2002)) This testimony presents the results of GAO's April report and updates the progress the Park Service is making in implementing its new asset management process."

Military Base Closures: Better Planning Needed for Future Reserve Enclaves
A letter report issued by the General Accounting Office with an abstract that begins "While four previous base closure rounds have afforded the Department of Defense (DOD) the opportunity to divest itself of unneeded property, it has, at the same time, retained more than 350,000 acres and nearly 20 million square feet of facilities on enclaves at closed or realigned bases for use by the reserve components. In view of the upcoming 2005 base closure round, GAO undertook this review to ascertain if opportunities exist to improve the decision-making processes used to establish reserve enclaves. Specifically, GAO determined to what extent (1)specific infrastructure needs for reserve enclaves were identified as part of base realignment and closure decision making and (2) estimated costs to operate and maintain enclaves were considered in deriving net estimated savings for realigning or closing bases."

Social Security: Congress Should Consider Revising the Government Pension Offset 'Loophole'

Defense Inventory: Navy Logistics Strategy and Initiatives Need to Address Spare Parts Shortages

Corps Of Engineers: Improved Analysis of Costs and Benefits Needed for Sacramento Flood Protection Project
A letter report issued by the General Accounting Office with an abstract that begins "In 1996 and 1999, Congress authorized the U.S. Army Corps of Engineers (the Corps) to strengthen sections of the American River and Natomas Basin levees that provide flood protection for Sacramento, California. Video Surveillance: Information on Law Enforcement's Use of Closed-Circuit Television to Monitor Selected Federal Property in Washington, D.C.
A letter report issued by the General Accounting Office with an abstract that begins "Law enforcement use of closed-circuit television (CCTV) as a tool to fight crime and terrorism has become more prevalent over time. Civil liberties advocates have raised privacy concerns about its use. This report describes (1) the Metropolitan Police Department's and the United States Park Police's implementation of CCTV to monitor public spaces in the Washington, D.C., metropolitan area such as the National Mall and (2) the management controls they established to address privacy concerns. Medical Malpractice Insurance: Multiple Factors Have Contributed to Increased Premium Rates
A letter report issued by the General Accounting Office with an abstract that begins "Over the past several years, large increases in medical malpractice insurance premium rates have raised concerns that physicians will no longer be able to afford malpractice insurance and will be forced to curtail or discontinue providing certain services. Additionally, a lack of profitability has led some large insurers to stop selling medical malpractice insurance, furthering concerns that physicians will not be able to obtain coverage. To help Congress better understand the reasons behind the rate increases, GAO undertook a study to (1) describe the extent of the increases in medical malpractice insurance rates, (2) analyze the factors that contributed to those increases, and (3) identify changes in the medical malpractice insurance market that might make this period of rising premium rates different from previous such periods."

D.C. Child and Family Services: Better Policy Implementation and Documentation of Related Activities Would Help Improve Performance

Defense Health Care: Oversight of the Adequacy of TRICARE's Civilian Provider Network Has Weaknesses
Testimony issued by the General Accounting Office with an abstract that begins "During 2002, in testimony to the House Armed Services Committee, Subcommittee on Personnel, beneficiary groups described problems with access to care from TRICARE's civilian providers, and providers testified about their dissatisfaction with the TRICARE program, specifying low reimbursement rates and administrative burdens. The Bob Stump National Defense Authorization Act of 2003 required that GAO review DOD's oversight of TRICARE's network adequacy. In response, GAO is (1) describing how DOD oversees the adequacy of the civilian provider network, (2) assessing DOD's oversight of the adequacy of the civilian provider network, (3) describing the factors that may contribute to potential network inadequacy or instability, and (4) describing how the new contracts, expected to be awarded in June 2003, might affect network adequacy. GAO's analysis focused on TRICARE Prime--the managed care component of the TRICARE health care delivery system. This testimony summarizes GAO's findings to date. A full report will be issued later this year."

Propane: Causes of Price Volatility, Potential Consumer Options, and Opportunities to Improve Consumer Information and Federal Oversight

Manufactured Home Energy Audit (MHEA)Users Manual (Version 7)
The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the U.S. Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA uses a relatively standard Windows graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment appliances, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. Weatherization retrofit measures are evaluated based on the predicted energy savings after installation of the measure, the measure cost, and the measure life. Finally, MHEA recommends retrofit measures that are energy and cost effective for the particular home being evaluated.
