Monitoring and Oversight of Federal Funds Awarded to Bridgeport, Connecticut
Correspondence issued by the General Accounting Office with an abstract that begins "In 2001 and 2002, federal prosecutors indicted the Mayor of Bridgeport, Connecticut, and a dozen conspirators on charges of racketeering, extortion, mail fraud, and tax evasion. In March 2003, the mayor was found guilty on 16 counts, and most of the others indicted have pleaded guilty. While the indictment did not refer to any misuse of federal funds, some of the corrupt activities were associated with projects that had received some federal funding in the past. This corruption has raised concerns about the adequacy of monitoring and oversight of the more than $82 million in federal funds Bridgeport has received in recent years. Congress asked us to examine federally funded programs operated by the city of Bridgeport and determine whether and to what extent the respective federal agencies, including program officials and Offices of Inspector General, have heightened program monitoring and oversight in light of the corruption."

Status of the L. Mendel Rivers Federal Building Exchange
Correspondence issued by the General Accounting Office with an abstract that begins "The L. Mendel Rivers Financial building (Rivers Building) in Charleston, South Carolina, has been vacant since it sustained damage in 1999 from Hurricane Floyd. For several years, the General Services Administration (GSA) has been working with the City of Charleston to negotiate an exchange of the Rivers Building and its site for land and a building to be constructed by the City. This report responds to a Congressional request for information on the progress of GSA's efforts to exchange the Rivers Building with the City of Charleston."

Department of Energy: Reimbursement of Contractor Litigation Costs
Correspondence issued by the General Accounting Office with an abstract that begins "The Department of Energy (DOE) contracts with not-for-profit universities and private companies to operate its facilities. As part of the cost of operating these facilities, DOE can reimburse its contractors for the litigation costs associated with cases brought against them. Each year the department spends millions of dollars in such reimbursements. For the most part, litigation expenses involve the costs of outside counsel and resulting judgments and settlements for a variety of types of cases, such as equal employment opportunity, radiation and/or toxic exposure, personal injury, wrongful termination of employment, and whistleblower protections. Rep. Edward J. Markey asked GAO to study the extent to which DOE reimburses its contractors' litigation costs and the process for doing so. GAO obtained information on (1) how much DOE spends to reimburse litigation costs for its contractors, (2) what major criteria DOE uses to reimburse its contractors for litigation costs and how it implements these criteria, (3) what major criteria the Department of Defense and the National Aeronautics and Space Administration use to reimburse their contractors for litigation costs, (4) the extent to which a state university that is a DOE contractor …

Pediatric Drug Research: Food and Drug Administration Should More Efficiently Monitor Inclusion of Minority Children
A letter report issued by the General Accounting Office with an abstract that begins "Drug effectiveness and adverse events can vary between children and adults and among racial and ethnic groups. The Food and Drug Administration (FDA) is authorized under the pediatric exclusivity provision to grant drug sponsors 6 months of additional exclusive marketing rights for conducting clinical drug studies in children. The Best Pharmaceuticals for Children Act of 2002 (BPCA) expanded this provision to require FDA to take into account the adequacy of minority representation in pediatric exclusivity studies. BPCA also directed GAO to evaluate the representation of minorities in such studies. GAO examined the extent to which minority children are represented, whether drugs that treat diseases disproportionately affecting minority groups are studied under the provision, and FDA's monitoring of the representation of minority children in the studies. GAO reviewed related FDA documents, FDA requests for pediatric studies and final study results, and interviewed FDA officials and other experts."

Competitive Sourcing: Implementation Will Be Key to Success of New Circular A-76
Testimony issued by the General Accounting Office with an abstract that begins "In May 2003, the Office of Management and Budget (OMB) issued a new Circular A-76--which sets forth the government's competitive sourcing process. Determining whether to obtain services in-house or through commercial contracts is an important economic and strategic decision for agencies, and the use of A-76 is expected to grow throughout the federal government. In the past, however, the A-76 process has been difficult to implement, and the impact on the morale of the federal workforce has been profound. Moreover, there have been concerns in both the public and private sectors about the timeliness and fairness of the process and the extent to which there is a "level playing field" for conducting public-private competitions. It was against this backdrop that the Congress enacted legislation mandating a study of the government's competitive sourcing process, which was carried out by the Commercial Activities Panel, which was chaired by the Comptroller General of the United States. This testimony focuses on how the new Circular addresses the Panel's recommendations with regard to providing a better foundation for competitive sourcing decisions, and the challenges agencies may face in implementing the new A-76."

U.N. Peacekeeping: Transition Strategies for Post-Conflict Countries Lack Results-Oriented Measures of Progress
A letter report issued by the General Accounting Office with an abstract that begins "The United Nations responded to the failure of some past peacekeeping operations by developing a strategy to help peacekeeping operations move a country from conflict to sustainable peace. It has attempted to apply this strategy to the large and costly peacekeeping operations in Sierra Leone, East Timor, and the Democratic Republic of the Congo since 2001. As a contributor of over 25 percent of the cost of U.N. operations, the United States has a stake in the successful application of this strategy. The strategy also has implications for the conduct of international peace operations in other post-conflict countries. GAO was asked to (1) identify the elements of the U.N. transition strategy; (2) assess the extent to which the United Nations has applied the strategy to operations; and (3) assess the challenges to implementing the strategy in these three countries."

Postal Pension Funding Reform: Issues Related to the Postal Service's Proposed Use of Pension Savings
A letter report issued by the General Accounting Office with an abstract that begins "In April 2003, Congress enacted the Postal Civil Service Retirement System (CSRS) Funding Reform Act of 2003 (P.L. 108-18), which\ lowered the Postal Service's (Service) annual payment for its CSRS obligation by over $2.5 billion beginning in fiscal year 2003. P.L. 108-18 includes requiring (1) the Service to begin making payments into an escrow account in fiscal year 2006, (2) the Service to issue a report on its proposed use of "savings" resulting from the lower CSRS payments, and (3) GAO to evaluate the Service's report and present its findings to Congress. GAO evaluated whether the Service's proposals were consistent with P.L. 108-18; the impact of the escrow account; and whether the proposals were fair to current and future ratepayers, affordable, and helped achieve transformation goals."

Pesticides on Tobacco: Federal Activities to Assess Risks and Monitor Residues
A letter report issued by the General Accounting Office with an abstract that begins "Pesticides play a significant role in increasing production of tobacco, food, and other crops by reducing the number of crop-destroying pests. However, if used improperly, pesticides can have significant adverse health effects. GAO was asked to (1) identify the pesticides commonly used on tobacco crops and the potential health risks associated with them, (2) determine how the Environmental Protection Agency (EPA) assesses and mitigates health risks associated with pesticides used on tobacco, and (3) assess the extent to which federal agencies regulate and test for pesticide residues on tobacco."

International Trade: Experts' Advice for Small Businesses Seeking Foreign Patents
A letter report issued by the General Accounting Office with an abstract that begins "Small businesses, which are important to the U.S. economy for their roles in job creation and technological development, must be able to protect and profit from their innovations. One way to protect their innovations on a global basis is to obtain U.S. and foreign patents. These businesses, however, face numerous impediments when trying to patent their goods or processes abroad. These impediments, which GAO identified in a July 2002 report, include high costs, limited resources, and limited knowledge among small businesses about foreign patent laws and systems. Because of concern that small businesses, particularly high technology firms, were not obtaining patent protection abroad and thus were losing potential sales in foreign markets, GAO was asked to (1) identify the factors that patent law experts believe small businesses should consider as they decide whether to seek patent protection abroad and provide information on how small businesses viewed these factors and (2) identify the steps that small businesses should take to improve their foreign patent efforts, according to our survey of patent law experts."

Postal Pension Funding Reform: Review of Military Service Funding Proposals

Environmental Protection Agency: Continued Improvement Needed in Assessing Equal Employment Opportunity

Combating Money Laundering: Opportunities Exist to Improve the National Strategy
A letter report issued by the General Accounting Office with an abstract that begins "Money laundering is a serious crime, with hundreds of billions of dollars laundered annually. Congress passed the Money Laundering and Financial Crimes Strategy Act of 1998 to better coordinate the efforts of law enforcement agencies and financial regulators in combating money laundering. This act required the issuance of an annual National Money Laundering Strategy for 5 years, ending with the issuance of the 2003 strategy. To help with deliberations on reauthorization, GAO determined (1) agency perspectives on the benefit of the strategy and factors that affected its development and implementation, (2) whether the strategy has served as a useful mechanism for guiding the coordination of federal law enforcement agencies' efforts, (3) the role of the strategy in influencing the activities of federal financial regulators, and (4) whether the strategy has reflected key critical components."

Exciton dynamicsstudied via internal THz transitions
We employ a novel, ultrafast terahertz probe to investigatethe dynamical interplay of optically-induced excitons and unboundelectron-hole pairs in GaAs quantum wells. Resonant creation ofheavy-hole excitons induces a new low-energy oscillator linked totransitions between the internal exciton degrees of freedom. The timeresolved terahertz optical conductivity is found to be a probe wellsuited for studies of fundamental processes such as formation, relaxationand ionization of excitons.

Frequency Control Concerns in the North American Electric Power System
This paper examines the relationship between system frequency, reliability and markets. It was prompted by the frequency deviations recently experienced at 2200 hours daily but is more generally concerned with the question of what frequency control is necessary. The paper does not provide new information or document new research. Nor is it intended to educate readers concerning power system engineering. Instead, the purpose is to reexamine well known truths concerning the power system and to freshly explore the basic relationship between frequency, reliability and markets: stepping back, if you will, to see if we are collectively missing something. The concern of this paper is with frequency and reliability. Off-nominal frequency can impact reliability and markets efficiency (as we are using the term here) in four ways. It could damage equipment (generation, transmission, or load). It could degrade the quality of the product being delivered to end users (too low and lights would flicker unacceptably, for example). It could result in the collapse of the power system itself (by triggering protective system actions, for example). Or it could result in overloading transmission lines as various generators try to restore system frequency impacting markets efficiency. Often these causes operate in concert. Generator …

Energy effects of heat-island reduction strategies in Toronto,Canada
The effect of heat-island reduction (HIR) strategies on annual energy savings and peak-power avoidance of the building sector of the Greater Toronto Area is calculated, using an hourly building energy simulation model. Results show that ratepayers could realize potential annual energy savings of over $11M from the effects of HIR strategies. The residential sector accounts for over half (59%) of the total savings, offices 13% and retail stores 28%. Savings from cool roofs are about 20%, shade trees 30%, wind shielding of trees 37%, and ambient cooling by trees and reflective surfaces 12%. These results are preliminary and highly sensitive to the relative price of gas and electricity. Potential annual electricity savings are estimated at about 150GWh and potential peak-power avoidance at 250MW.
